You have to be lvl 25 or you cannot learn the recipe no matter what you fishing level.

If you are Horde skilling your Fishing and still need to get Cooking up as well - save these fish when you get them! At 175 skill you can start cooking them. The recipe can also be bought by Wulan, vendor in Shadowprey Village (Desolace), who sells the Expert Cookbook you'll need to advance further in cooking.
