Welcome,
Hopefully this guide will be helpful, as I have found myself taking advantage of pet battles to not only level my own character, but to level my pets. Since the goal was just to level my pets, I discovered that my lower level characters got decent experience while leveling my various pets.
If you use this guide, (or find a better combination than mine) you can not only level a single pet from level 1 to 18, but your character will also gain a level as your pet reaches level 18. If you continue the same battle pet, you will gain an additional level taking your battle pet from 18 to 25.

Maximizing your pet experience:
To level a pet from level 1 to level 10 takes 4 battles, After about level 10, you gain 800 to 1000 exp per battle depending on
strength of the other team
, and
how long the battle is
. This is enough in most cases to gain 1 level per fight with a slight hiccup in the middle where it will take 2 battles per level to progress from about 17 to 21, and at about 21 you only get 500 to 800 per battle.
Following this guide, here is the typical pet levels per battle progression. Also, I would suggest to take your time on your pet battles. A fast battle of 7 rounds is worth less experience than a good battle that takes 10-12 rounds. Making the fight longer means more experience, but using the pass button to make it longer does not add to the experience gained.
Typical Pet battle level progression against wild critters in Pandara:
Level 1 pet will hit level 5
Level 5 pet will hit level 7
Level 7 pet will hit level 9
Level 9 pet will hit level 10
Each fight after this will give your pet one level, i.e. 10 to 11, 11 to 12 up to 17
Level 17, 18, 19, 20, 21, 22 will each take 2 fights. Note: at this point you should stop using critter battles, and use trainers.
23 will take 2 to 3 fights
24 will take 4 fights
Total: 32 fights and 2 levels for your character below 60 and you have a single level 25 pet
Pets needed (although not required, just makes it easier):
a low level pet
Anubisath Idol
with the ability
Sandstorm
and
Deflection
(note, you can also use
Pierre level 10+
if you don't have your idol leveled up to 25 yet.
Xu-Fu, Cub of Xuen
with the ability
Spirit Claws
,
Feed
,
Prowl
Also don't worry too much if you don't have Xu-Fu yet, as you can use any "critter killer" type pet, anything with +damage to critters is useful till you win Xu-Fu from the tournament.
In my opinion, Xu-Fu should be your first choice to get for your first celestial tournament win. For the most part any beast pets really kick butt here, but a few really stand out. Some notable pets for alternate Xu-Fu pets, are almost any normal beast type pet that has
Devour
ability. Most cats and raptors pets have this ability. Also is
Chrominius
is a good one here too.
Here is the reason why you want Xu-Fu:
Xu-Fu is one of the best "pet levelers" / grinding pets I have found so far. Essentially he is a beast against critters, but mostly because he can self heal. That means you can keep going for several dozen battles without using a single
Battle Pet Bandage
or your
Revive Battle Pets
button.
Equipment needed:
Safari Hat
All the various pieces of
Heirloom equipment
you can get, including
Dread Pirate Ring
if you can get your hands on it.
An addon called "
Auto Safari Hat
" found on curse
Location:
Level 83-90, you can essentially level anywhere there are critters in Pandara, Kun-Lai summit has endless critter swarms and bandicoon herds, Jade forrest has quite a few bandicoon critter locations as well. Getting there is the only hard part. Update: I have discovered that also around
No-No
is a safe area to level pets. I have discovered quite a few "bots" in this location using this safe area to level against Aquatic pets. So if you have an Aquatic pet killer type that is 25, you can also use the area around
No-No
to level your pets too, and with its rapid re-spawn time for battle pets, you will rarely be looking for a pet to battle. You just need beat to the punch the people using bot programs to run their toon. (I report them for botting every time I find someone there using a bot)
1 to 83: This is trickey. There is a "safe area" around the farms in the Valley of the Four Winds where there are virtually no NPCs that will attack you. Once you get there stick to the safe area shown below in green, you will be fine. There is the occasionally ultra rare farm raider that does come though, so watch out and be prepared to run quite a ways. Especially if you are low level. Also, right next to the farmers market, there is a wolf pack. If you can agro them, and run back to the town guards, they will neutralize them for you for free!
Getting There when you are low level. For this you can advertize in trade or get a mage friend with a passenger flying mount to help you:
Have him/her port you to the Vale.
Get your hearth set at the inn
Get the flight point from the flight master at the shrine
Get him/her to fly you to half hill (avoiding the personal farm, it will dismount you which is bad if your high up)
Get the flight point at Half Hill
Now just stick to the green zones, and you will be safe (enough).
Now that the prep-work is out of the way. Here is how to use
Xu-Fu, Cub of Xuen
to level your pets:
Start off with your low level pet, They just have to survive the first round. Keeping level 1 pets alive is the hardest but most of the turtles and crickets cast shell/heal first.
Do not try level 1 pets against any Bandicoons.
Once the first round is done, Swap in Xu-Fu, unless your pet is poisoned, then swap in
Anubisath Idol
and use
Sandstorm
to negate all damage from the poison against your low level pet. (Users using
Pierre
can use his ability called
High Fiber
to also cleanse their low level pet's poison.
Xu-Fu, then can simply destroy the enemy team. When his health is getting about 50%, use your
Prowl
and then
Feed
. In most cases Xu-Fu will get the 50% beast ability + Prowl, and hit/heal between 900 against aquatics, and 2000 against critters. This combo usually allows him to heal to 100%. I also try to use this ability before the end of the fight to get full health for the next battle.
This setup works so well, that in most cases I can finish a pet battle in under 10 rounds. Aquatics take longer, but the effect is the same.
Now one of the key points is the add-on "
Auto Safari Hat
" for your character, this will swap your Safari Hat back to your EXP hat right after the battle is over. There seems to be a very slight delay between when your pets gain their experience, and your characters experience is calculated and added. If you have the add-on it seems to swap your hat before you get the exp reward for your character but after your pets gain theirs.
I have found that it is roughly 14 to 16 pet battles per level of your character below 80, which means that leveling 1 pet to 18 will also level your character one level.
Correction / update:
Below 60, it takes around 14 to 16 battles per level,
60 it takes around 30-33 battles My warlock is 62 now.
70-80 it takes around 45 to 50 battles to get a level
80-85 it takes about 60 battles per level
85-90 it takes around 100 Battles without heirloom gear, to be verified later, (also some heirloom gear quits working at 85)

Using pet battle masters for experience:
I normally try not to use level 1 through 10 pets on any master level pet trainer, as the experience you gain is capped so you cannot progress more than 5 levels in a single battle. So you would actually
loose experience
for your pets. This is why I use Critter Battles to take most pets from level 1 to about level 14 to 16. Then use pet battle masters for leveling pets in the 14+ range. However a warning:
Stop using battle masters at about 23.5
as a large amount of experience will be discarded once your pet hits level 25. It takes 1.9k exp to level 24 to 25, and a battle master is worth between 2.1k and 6k. So if you earned 5k pet experience, and your pet was only 200 experience from level 25, you would loose 4.75k experience that a different pet could have gotten.
I also don't really recommend using wild critter battles to level pets between 17 and 23, it's just too much of a grind unless you have too. Use trainers for the huge exp bonus. There are great pet combo's that will help you defeat most trainers, and use a level 16 to 23 pet to get the bonus experience. If you are doing all of the battle master dailies to level pets, you can level between 4 and 6 pets per day to level 25. Most of the pet battle master trainers will have guides on how to defeat them using only two pets, so you can level a non 25 level pet.
This guide totally works:
I managed to level my hunter from 85 to 90 just hanging around doing critter battles in 2 Saturday's using Xu-Fu, and I got from level 23 to level 30 in a single evening. I also used it to level my rogue from level 30 to level 45 on a Saturday afternoon.

In case anyone wants to know, I use the following add-ons from Curse gaming:
PetTracker -- This add on helps you find pets in zones, and identified pets you need to catch because they are an upgrade.
PetBattleTeams -- This add on is by far the best pet battle team organizer. It is very simple to create a team, rename it, etc.. It could be improved so that you can sort your teams or group them better.
See an example
PetJournal Enhanced -- This by far is the most powerful pet add on, it allows you to sort your journal by several different factors including level, quality, alphabetical or other ways. It also allows you to un-check whole families and level groups etc. Duplicate sorter, it has so many options it is a must-have add on.
PetBattleMaster -- Beautiful, and amazingly powerful, I use it for several reasons, but I don't use it to organize my teams as I found it clunky and difficult to set up teams. I also dislike some of the wonderful "popup" items that the add on has. I simply just slid these off screen and they are no longer in my way.
Pokemon Trainer -- This add on is helpful to give you a quick view look at the cool-downs of your entire team. It is a tiny bit buggy, where some pet families seem to always bring up the default spells instead of the random spells that wild pets use. However against trainers it is unbelievably helpful.
Battle Pet BreedID -- This addon is marvelous, it adds a popup that tells you exactly what other breeds are avaliable, and how tough/fast/healthy they will be at 25. It is an instantanious way to learn if the pet you are fighting is the best breed, or worst.

A lot of good and usable information here. I cannot verify everything said, but from my personal experience I can verify 80% of what this guide claims. I am going to give it the benefit of the doubt on the other 20% and try the formula.

Very good Posh. I'd like to add that I've used my team for a very long time and it's never failed me in any zone against any pets. It's just 2 spiders using Brittle Web, Swarm and Strike in that order with your carry pet in the middle so you can see if the next opponent is going to poison it or something else you may not be able to withstand.
I took a level 57 Character to Pandaria and did the pet dailies and Beasts of Fable carrying her around on a Sandstone Drake. She finished them being level 60 in just one day even though i couldn't get her to Gorger in Jade forest because of the phasing. This didn't work nearly as well the next day.

This is such a great guide. I got 3 pets to 25 in an hour. I found Bananas to be a great critter killer too if you don't have xuen. :)

Great information. My experience with the pet leveling was spot on to the 1-5, 5-7, 7-9, and 10.
Since I don't have Xu-Fu, I substituted with Feline Familiar and rarely had to heal my pets.

i probably wouldn't waste time following this formula for leveling the first few levels. There are a ton of pets in the Mage Quarter and you can win the battles with 2-4 attacks no swaping or other clicks needed, and you don't waste anytime moving to find battles. A simple and quick way to level up to lvl 3 or 4.
The Highlands Turkey is a good leveling pet by using Food Coma which stuns for two rounds, giving you a chance to swap in a low level pet, eliminating the risk of getting killed. There are many aquatic pets to battle in pandaria, which HT is strong against.
Also if worried about wasting xp at lvl 23, just activate 2 pets to be leveled to split the xp, easily allowing you to get to lvl 24 without wasting any xp.

In 8.5 hours, I earned these two pet leveling achievements:
Rookie Pet Mob
(75 pets @ L10)
Pro Pet Crew
(30 pets @ L25)
AND, upped my toon from L12 to L25 while doing it!
I don't have the Idol or Xu-Fu, so I did it with the
Flayer Youngling
(for Critters) and my
Sandy Petrel
(for Aquatics). It might've taken a little longer than using the recommended pets, but if you don't have them, these seem to make extraordinarily good alternatives for accomplishing the grind.

I believe that the experience cap you mentioned while battling pet tamer's has been removed, although I can't link proof.
I use some of the pet tamer's in Pandaria like Courageous Yon and Farmer Nishi to level a pet from 1-12 in a single battle (excluding elemental pets because they ignore weather effects and usually die). I use Anubisath Idol's
Sandstorm
and when the tamer's pet cast a low damage multi attack like
Flock
or
Sons of Root
I bring out my level 1 pet for a round and Sandstorm prevents it from being hit:)
I also wear my Safari Hat and use the
Lesser Pet Treat.

Nice guide.
Right now I try to get as many (or at least 75) pets to 25 as possible while getting an horde alt char to 90. I already managed to get her from 83 to 88 just by pet battles.
I do it with a bit different way though:
Crew: two level pets with at least level 3, one
Jumping Spider lvl 25
with Poison Spit, Brittle Webbing and Leech Life.
Using two level pets halves the experience each pet gets. But in the end it works out the same.. fighting 50 battles to get two pets to 15 takes as long as fighting 25 battles with only one pet to get to level 15 twice ;)
How to:
Go for Marsh Fiddlers if possible. There's usually a group of three or four of these around
Lucky Yi
and several more in the fields close to it.
You can also go for Sifang Otter (Pups). Rather stay away from Bandicoon (Kits) and Porcupines, as they might poison the level pets and kill them, unless the level pets have reached a level when they can survive a 1st round poisoning (~ lvl 10 or so).
Start with level pet #1 and have it attack once. Change to level pet #2 in the second round, then go to the Jumping Spider in the third.
After that just go: Brittle Web -> Leech Life -> Poison Spit -> Leech Life -> Brittle Web etc. 'til all the opponents are dead.
Unless you're out of luck, you will end the fight having lost only about 10 to 15% of the Spider's health. So You can go for about four fights in a row before you might have to use the "heal Pet" button (with it's 8 minute CD). And with a fight going for about 1 1/2 to 2 minutes this makes for some quite effective fighting.
From what I've seen for exp it doesn't seem to matter how long a fight goes, but what level and quality the opponents are. At the spot given above the opponents are lvl 23 to 25.
My character gained about 1/100th of the exp needed to the next level for each pet battle. Right now at lvl 88 she needs 14.5 million exp to lvl 89 and she gets between 128.000 to 145.000 per battle, depending on level and quality of the opposing wild pets.
I'm not using any heirlooms, so I'm not sure if that value is subject to any boni.
Update:
Changed my setup, stayed in the same region.
The two level pets stay in slots #1 and #2. Slot #3 goes to a lvl 25
Feline Familiar
. Skills I use with it are Pounce, Stoneskin and Devour.
If the level pets are under lvl 10, stay away from Bandicoons, Porcupines & Turtles. Poisoning or the attack, that keeps a pet from being swapped might be too tough for these small ones. Just go after Marsh Fiddler, 'til they are >10.
With the Feline Familiar You get good attacks against all those critters you'll face in that region. And they work good enough against the aquatics, too. Just make sure to finish the opponents with Devour and there is nearly zero downtime.

My level 84 alt is getting about 65k experience for a wild pet battle using 2 heirlooms for a 20% boost, and the XP required to level is 4.5M. So that works out to around 70-80 battles per level, depending on heirlooms.
My level 89 alt is getting about 168k experience for a wild pet battle with no heirlooms and XP required to level is 18.3M. That works out to about 110 battles per level.

As of the current patch, it's now possible to go up more than 5 levels, so using pet battle masters at level 1 will not cost you experience.

An alternative to Pandaria for Alliance is now the location of the Horde garrison in Draenor (Frostfire Ridge). It's a rather large area with no mobs and plenty of wild rats and wasps to pet battle with. You can have a mage friend port your low level alt to Stormshield and then use a 2 person flying mount to 'deposit' your lowbie in the Horde garrison location. It works very well even for level 1 alts.

It's a good guide, not sure about the Idol though. I only ever used it twice. First time was to mitigate against the poison debuff from a Quillrat, but the 1st pet died to a tick of the poison before I could get the sandstorm out. The second time was when Xu-Fu died to a Softshell stun with a Skitterer armor debuff. Then I was left trying to grind down a turtle with a heal.
So I switched to a turnip as the second pet, as this gave me an option to easily capture a pet if I wanted to. Alternatively just have another pet good against aquatic or critters.
