A Guide To Being A High Elf

A Brief History
The High Elves, like many other races, have a shared experience that binds them together as a people; that of the Scourge invasion, and the almost total destruction of Quel'Thalas.
Firstly, the Scourge invasion happened 16 years ago. No matter what the age of your character is, it will still be rather fresh in their mind.
Secondly, 90% of the population perished. Of that 10%, 90% became Blood Elves. So in total only 1% of the original population has continued to be High Elves.
And last but certainly not least, with the corruption and destructing of the Sunwell, all High Elves felt extreme pain from their Arcane withdrawals and it drove many to insanity and even death. Daily meditation was required to keep their thirst in check, but even that was not fool-proof. Those who became Blood Elves sought to use Fel magics to replace their now lost Arcane power source and this exposure and use of Fel led to their eyes being a greenish color.
What does this mean for your character's general demeanor and personality? Well, unless they have a very, very good reason to be, they are not going to be very happy. Chance are very high that they will have lost large amounts of friends and family in the conflict, and the high elven seclusion and long lifespans mean this will be quite difficult for them to deal with. This means that any overtly happy high elves are likely to be regarded as either insane or fanatical devotees of Kael'thas. This is a key point to remember; by being a high elf, or a blood elf for that matter, you have to have taken part in this conflict, and so you will bear the scars. There isn't much scope for developing a high elf or blood elf without including some reference to this event.
Government
As it currently stands, the High Elves lack any formal leader, or capitol, and usually cling to the Alliance. This includes the high elves in both Stormwind and Theramore. The high elves who dwell in both the Eastern Plaguelands and the Hinterlands are also aligned with the Alliance but usually follow a lead Ranger or some equivalent.
Also the high elves in Dalaran are more connected to Dalaran than the Alliance.
More recently a group of pro-Alliance High Elves called the Silver Covenant has appeared in Northrend and Dalaran. Led by Vereesa Windrunner, this group shines as a beacon of hope and many High Elves have flocked there to join them.
General Appearance and Culture
It would not quite be correct to say that the high elves rejoined the Alliance. To many high elves, they never left.
Nevertheless, they are often aloof and distant from their allies. They keep to themselves and enjoy wandering forests alone or in small groups. They also maintain the Quel'Danil Lodge, an outpost in the Hinterlands which pursues their diplomatic interests and Quel'Lithien in the Eastern Plaguelands near the gateway to ruined Quel'Thalas.
High elves in Stormwind copy the humans' style of long-sleeved tunics, billowy trousers and leather boots. Many High elves avoid wearing red clothing, as to dissociate themselves from blood elves. They have also set aside a day of mourning for High Elves to remember the destruction of Dalaran with their human friends.
High elves were never very strong worshipers of the Holy Light, with Arcane magic being a foundation of their very culture. Although after the invasion of the Scourge and the break off from the blood elves, many have looked to The Light, they do so loosely and are much less devout than humanity. High Elven Priests are becoming more wide-spread. The High Elves have made significant contributions to this evolving religion, which originated from human cults. Even a few High Elves have become paladins, without the help of magic like the blood elves.
Age and Maturity
Unfortunatly lore doesn't offer much in the way of information on High Elf Childhood. We do know they're genetically identical to Night Elves, and that Night Elves are physically adult enough to fight at sixteen - Shandris Feathermoon is a case example for Kaldorei teens taking adult action in a crisis. From Night Elves, we also get that they aren't considered adults until about the age of 110. Finally, we have Warcraft Encyclopaedia, giving elven lifespans as "thousands of years". From this we can draw the following conclusions:
1) Blood Elves age to physical and intellectual maturity at about the same rate as humans RL, they are clearly not babies for a decade and teens for six.
2) Legal adulthood will probably begin much later than physical adulthood. Kael'thas was only in his hundreds by the time he was a senior member of the Kirin Tor, so the threshold is probably lower than it is for Night Elves - but still, going on that example, the "normal" age for an adult high elf in RP would probably be from 150 upwards, with 200-400 being the average range for professional adults.
3) Though High Elves can be thousands of years old, few will be. Unlike their Night Elf Kin, even within the Sunwell's influence High Elves did age and grow frail. Mana deprivation could kill the very old after the Third War, and one assumes more who didn't die outright still became Wretched. Only very exceptional ancients would have survived with their sanity intact. Since being very exceptional is always a little questionable in roleplay, RP'ing millenarian elves should be taken with some caution - but lore-wise it is possible.
Relation to the Horde and to the Alliance
Remember, you are a cultured, scholarly race, so you will be of a more refined nature.
Humans are a mixed bag - their racism caused the Alliance to betray your people, but on the other hand you may have some good human friends. You will probably be indifferent towards Ironforge dwarves and gnomes; react to them in a similar way as you react to humans. It's pretty much the same on your side but gnomes don't bear grudges often and they delve into the arcane as well. High elves and Wildhammer dwarves, however, get along very well and consider each other close allies.
Night Elves are unusual. Most night elves hate High Elves because in the past, the Highborne caused the Sundering. Your character may choose to return the hatred or not. If you don't hate the night elves, you are likely to be extremely distrusting of them. However, in recent times tensions have begun to loosen and the two races have begun to work together more often.
Also, High Elves are regarded as cowardly and disrespectful by Blood Elves for not honoring the fallen by changing their racial identity. You will not be very welcome in Silvermoon, therefore, and may wish to keep your identity secret and your eyes hidden. You also don't tend to take as many risks as the blood elves do in their arcane experiments.
The High Elves and the Dreanei are very recent allies so trust may not come quickly. But due to the Draenei's close connection with the light and Prophet Velen's restoration of the Sunwell, most High Elves respect the Draenei and a few feel in their debt.
And when it comes to the Horde, you are pretty much hostile towards them no matter what, but of course this all comes down to personal preference.
Finally, the numbers of High Elves are relatively small, but have seen notable increases in recent years. You may wish to claim one of the high elven outposts in the Hinterlands or Eastern Plaguelands as your home, although really any Alliance city will work since it is once again a matter of personal preference. Apart from that, there are many interesting RP opportunities for a high elf, especially as a paladin who is actually holy.
Classes
Finally, some basic information on each class.
Any Elven death knights who exist could have been either High Elves or Blood Elves in life so they would be hated or greatly distrusted at best. Of course it is up to the death knight what side, if any, they with to pledge their allegiance to.
Mages, arcanists, or wizards could well be reclusive and weary due to extensive studies. Their magical addiction could be furthered or lessened, depending on your choice, although with the Sunwells's restoration this point is moot. The high elves are known for not fearing the arcane so you could to be bold and reckless compared to the more conservative humans and gnomes.
Warlocks are nonexistent in High Elves since the exposure and use of Fel magic would turn you into a Blood Elf whether you wanted to or not. However High Elf Necromancers exist.
Priests are true followers of the light, dedicated to restoring hope into their people. High Elves who embrace the path of religion take on the mantle of the Holy Light, sharing in the same faith as dwarves and humans. While this philosophy does not penetrate deeply into high elven society, those who do follow the path of the Holy Light are much more approachable than most.
Rogues
are also uncommon, or at least it would appear that way on the surface. There will always be a need to those who can go undetected and High Elves are no exception.
True paladins amongst the High Elves are a rare sight since most choose to become priests where the Light is concerned. But do not doubt their convictions and power.
Hunters have the option of being a High Elven Ranger, who are well respected and are deeply rooted in the High Elves' history. They are much less susceptible to negative magical influence than the caster classes. The few true High Elven Farstriders that are left are a small group and are fairly outcast, perhaps even hermits, as they are remnants of when the High Elves were much closer to the natural environment.
Note on Druids:
Many also take on a druid-like philosophy regarding the world and nature. The difference being that the High/Blood Elves view magic as being an integral part of the universe, as it was created by the Titans and is as natural as nature itself; the Well of Eternity formed naturally on Azeroth and created the elves in the first place.
Contrary to popular belief, both High and Blood Elves still have a strong affinity with nature, especially the Farstrider rangers. Both have druids, but they are not the same as Kaldorei or Tauren druids; the High and Blood Elf variety of druids are closer to traditional "medieval" druids, working to conserve and maintain the natural environment of Quel'Thalas. While most cannot shape-shift, they share some of the same druid spells such as Speak with Plants. However, there is at least one shape-shifting druid (High Botanist Freywinn).

Actually, for all three elven races: Night, High and Blood, adulthood is considered to be reached when they are 110 years old.
