Introduction
Hidden across Outlands are four sets of gear with the same names and similar appearances: windchanneller, skystalker, mistshroud, and slatesteel. Most players in Legion are introduced to the chestpieces when they run the Timewalking verison of Heroic Mana-Tombs and someone in their group has the
Eye of Haramad
to summon
Yor
, who drops the chest pieces. They may not realize that there's a complete, 8-piece set of gear awaiting them. The other pieces are strewn across Skettis, Blade's Edge, and Netherstorm. This guide will help you find all of the pieces.
Make no mistake: this can be time-intensive. You'll have to farm reputation (or know someone who has already done so) with the Consortium and Sha'tari Skyguard. You may go through a hundred
Ethereum Prison Keys
waiting for the right prisoner to drop the right piece of gear. But isn't it worth it?
Two things before we begin. First, there are lookalike pieces in some cases. I'll list them later so you don't waste effort if it's only the appearance you're after. Slatesteel, in particular, uses the
Heroic Plate
transmog appearances, though the Slatesteel Boots are the only match to the full appearance—for some reason, the Heroic Boots use a different look. In some cases, the helms or shoulders of a set may not match aesthetically. Second, two pieces are bind-on-equip: the chest pieces and the pants. The Timewalking version of the chest piece is bind-on-pickup, but the heroic Mana-Tombs version is bind-on-equip.
Before we dive into the details, here's a quick list of each of the pieces for reference.

Currently, in Patch 7.3.0, the Slatesteel pieces will not show up in the wardrobe if you search for them and do not already know them, even if you know a lookalike version.

Acquiring the items
Helms and gloves
The helms and gloves all come from the
Assault on Bash'ir Landing
event in Blade's Edge Mountains, Outlands. The Sha'tari Skyguard will periodically send troops to assault Bash'ir Landing. They'll sit at the forge until the Ethereum kill them off. Every so often, if defended, they'll call for vendors to fly down and join them. The final boss of the event is
The Grand Collector
. He drops a single
Apexis Crystal
, and once he's defeated, the
Aether-tech Master
NPC will spawn and sell geodes for 3
Apexis Crystals
(small) or 4
Apexis Crystals
(large) each.
The large geodes always drop the helm and the small geodes always drop the gloves, so you can bring 7
Apexis Crystals
and complete this in one go. The
Aether-tech Master
only stays up for a few minutes before the skyguard fly off, so be sure to purchase them as soon as he's up. The geodes are class restricted by armor type and were not updated to include demon hunters. The geodes and items contained within are:

How to acquire apexis crystals
Note that the Burning Crusade
Apexis Crystals
(items) are not the same as the Warlords of Draenor
Apexis Crystals
(currency). Getting seven
Apexis Crystals
can be a pain. To get enough crystals for the transmog pieces, it's going to take around 245
Apexis Shards
each, which can be farmed from the Ogri'la / Skyguard North dailies, mobs around Bash'ir's Landing and Ogri'la or looted directly from
Apexis Shard Formations
. The dailies award around ten, but require unlocking Ogri'la and Skyguard North. Once you have 35, head to an
Apexis Monument
(glowy crystal structure) to summon an
Apexis Guardian
or a
Fel Crystal Prism
(green crystal structure) to summon one of the demon lords
Braxxus
,
Galvanoth
,
Mo'arg Incinerator
, or
Zarcsin
. All of them drop a single
Apexis Crystal
. This is the easiest way to have your 7
Apexis Crystals
ready ahead of time.
If you're on a lonely server,
The Grand Collector
drops one crystal and you can go in safely with only 6. If the event is going and you have
Apexis Shards
on you but not quite enough crystals, when the
Aether-tech Master
spawns he also sells
Accelerator Modules
for 35
Apexis Shards
each. You can use those on the
Proton Accelerator Controllers
, located at the end of the ethereal light tunnels at Bash'ir's Landing. They're tiny cylinders at the ends of the tunnel. Either a
Bash'ir's Harbinger
or
Bash'ir
(less likely) will spawn. They bug out easily, so let them finish strolling down the catwalk and hit you before you kill them to prevent them from despawning. They drop an
Apexis Crystal
. You should be able to kill three or four of them before the
Aether-tech Master
despawns. Note that the harbingers can drop
Bash'ir's Skeleton Key
which can be useful in getting the shoulder armors (see below).
If you find an alt who has a stockpile of
Apexis Shards
, there's one more trick you can use to get
Apexis Crystals
onto your other characters. The black dragon nests around Ogri'la and Bash'ir's Landing require 35
Apexis Shards
each to summon the associated dragon:
Furywing
,
Insdion
,
Obsidia
, or
Rivendark
. Each drops a scale, and their scales combine to make the
Deathwing Brood Cloak
(binds when equipped). These cloaks can be mailed to alts and then traded to
Sky Commander Keller
for an
Apexis Crystal

for compiling most of the information on apexis crystals into one comment I wish I had found earlier.) Using this method, you can spend 140
Apexis Shards
on one character to get one
Apexis Crystal
on a different character. To get all 7

for an alt, you will need 980

Shoulders
To open the Bash'ir's Landing prisons to acquire the shoulders, you will need to be revered with
The Consortium
or tag along with someone who is already revered. The quest line to unlock the prisons begins at honored with the quest
Seek Out Ameer
at Stormspire, Netherstorm, Outlands. You'll need to be revered before you can continue on to the steps that allow you to access the mobs that drop the shoulders as they're in the prison bubbles at Bash'ir's Landing in Blade's Edge, Outlands. In order to get
Ethereum Stasis Chamber Keys
to open the prison bubbles, you need to collect 5
Ethereum Prison Keys
and turn them in to

. When you open the prisons, one of four bosses will spawn. You don't have any way of knowing who will come out of each prison. All of them can drop the
Demonic Bulwark
, but each also has a specific armor piece they drop:

The Consortium
plays into several other acquisitions. The quests at honored unlock the small prison bubbles in Netherstorm for the boots and at exalted you get the
Eye of Haramad
which grants access to
Yor
once a day in Heroic Mana-Tombs. Yor drops the chest pieces. Heroic Mana-Tombs is also a great place to farm
Ethereum Prison Keys
.
Chestpieces
You have three options for getting the chestpieces. You can either hit exalted with
The Consortium
, tag along with someone else who is exalted with them, or buy the piece from the auction house: it's bind-on-equip. If you know someone with a key, simply run Heroic Mana-Tombs or Timewalking Mana-Tombs with them and look for the ethereum prison bubble near the final boss. Opening it with the
Eye of Haramad
grants access to
Yor
<Void Hound of Shaffar> who drops the chest pieces. On heroic, they're BoE. On Timewalking, they're BoP. Heroic dungeons have a lockout which resets once a day, giving you around one shot per day at
Yor
.
If you had the
Eye of Haramad
in the past and destroyed it, you can talk to

at Bash'ir's Landing to get a new one.
If you want to get a
Eye of Haramad
for yourself, you'll need to get to exalted with
The Consortium
, though the actual quest line begins at Honored. The quest line begins with
Seek Out Ameer
at Stormspire, Netherstorm, Outlands. Note that the honored portion of this quest series unlocks the prisons for the boots and the revered portion unlocks the greater prisons for the shoulders: you may get to exalted while trying to acquire the other pieces. You'll also pick up a good number of
Ethereum Prison Keys
while farming Heroic Mana-Tombs which you'll need for the boots and shoulders.
Bracers and belt
To get the belt and bracers you'll need to join the
Sha'tari Skyguard
. You can pick up the quest
Threat from Above
from
Yuua <Recruitment Officer>
in Shattrath City (Outlands), next to the flight master. Both pieces drop from the same four minibosses summoned at the glowing skull piles in Skettis using 10
Time-Lost Scrolls
. Any of the bosses can drop any of the belts or bracers. The scrolls drop from Time-Lost mobs in the Skettis area which can only be seen while under the effects of an
Elixir of Shadow
. The arakkoa mobs in Skettis which are always visible drop
Shadow Dust
, which can be turned in 6 at a time to
Sverin <Skyguard Medic
for more elixir. The elixir lasts for twenty minutes, giving you time to farm around 80 or more
Time-Lost Scrolls
if no one else is in Skettis competing for the mobs. There are around eight skull piles up at a time and they take a few minutes to respawn, so 80 is a good number to have. In addition to the belts and bracers, the minibosses can also drop the following:

To acquire the boots you'll need to be Honored with

or tag along with someone else who is already Honored. The quest line to unlock the prisons begins with the quest
Seek Out Ameer
at Stormspire, Netherstorm, Outlands, and has you investigating the prison bubbles at the Ethereum Staging Grounds by Manaforge Ultris. You'll get a large number of
Ethereum Prisoner I.D. Tags
while working on this step which are worth 250 reputation each. This can be helpful as the shoulders and chest pieces require revered and exalted, respectively, to access without help. Each prison bubble requires an
Ethereum Prison Key
to open, which drop from the ethereals in the area or from mobs in Heroic Mana-Tombs once you've reached the stage of the quest line where the keys are needed. Before that step, keys won't drop. Opening the prison bubbles spawns a random prisoner. If they're on your side, they'll thank you and give you a reputation buff. If they're not, you get to kill them and they'll drop an item. There's no way to know which prisoner you'll get, so bring friends seeking the other pieces if you want to multitask. The prisoners and their drops are listed below:

Final Tips
You have a lot of work ahead of you, but there are a few things you can do to make things easier for yourself and others.
Tip #1: Lookalike pieces work just as well.
At the start of the guide I listed all of the pieces in the sets along with identical pieces from other sources. This is less helpful with the cloth pieces (which only have lookalikes for the belt slot), but take a look at the Slatesteel set: every piece except the boots has at least one other piece of gear you can find with an identical model. Yes, if someone mouses over your transmog set and sees that they're all Slatesteel pieces they will recognize that you're cooler than other players. But if you move fast enough, no one will get a moment to inspect you and find out you're rocking the Heroic Spaulders instead.
Tip #2: Group up.
Nothing feels worse than going through 40
Ethereum Prison Keys
on your hunter just to walk away with piles of
Skystalker's Boots
,
Slatesteel Boots
, and
Windchanneller's Boots
—all bind-on-pickup. If you bring along a friends of different armor types, you can get some good will. They might think to bring you along when they use their own keys, giving you more opportunities at the pieces you need. If nothing else, at least you won't be carrying around three pair of boots full of tears.
Tip #3: Not everything is BoP.
You're going to have to farm a lot of BoP items, but keep in mind that not everything binds on pickup. The pants from
Terokk
and the chestpieces from
Yor
(except the time-walking versions) are bind-on-equip. A lot of items that aren't the gear are also non-binding:

to your mail-wearer to summon the minibosses. If you're done on all four, mail them to a friend or sell them on the auction house to recoup some of your lost time. If your time in Ogri'la and Skyguard gives you depleted items, you can charge a
Depleted Staff
into a
Flaming Quartz Staff
and sell it. Most of the depleted items work that way and some have models not used elsewhere.
Tip #4: Guild Banner.
Consortium
more than the other reputation locks you out of several gear pieces. If you're already farming Heroic
Mana-Tombs
for the
Ethereum Prison Keys
, why not grab all of the bosses and trash, pull them to the final room, and drop a
Battle Standard of Coordination
to get 15% more reputation from, well, everything?
Sha'tari Skyguard
reputation kills also benefit from the banner and, at exalted, offer nether ray mounts.
Tip #5: Ask for help.
A lot of people are pack rats. They may have hundreds of
Ethereum Prison Keys
or
Apexis Shards
in their bank ready to be put to use. A lot of people completed all of the content in Burning Crusade but never once got to give Bash'ir a piece of their mind.
Tip #6: Transmog fun.
The Windchanneller's Regalia actually has a full set of lookalike gear—in leather—that can make for levelling fun with a friend. Have a monk or demon hunter grab the
Fel Skin (Recolor)
leather version while you wear your
Windchanneller's Regalia
on your priest and watch as people mix up the tank and healer.
