Players who complete Chromie’s quests in Andorhal can obtain an ancient artifact of Bronze Dragonflight magic.
Use the Chronoboon Displacer to store any world buffs such as Rallying Cry of the Dragonslayer, Warchief’s Blessing, and Spirit of Zandalar for later use.
Click the Supercharged Chronoboon Displacer to restore your buffs with their previous remaining durations intact.
You may not benefit from additional world buffs until you have restored any that you currently have stored in the Supercharged Chronoboon Displacer.

If you already have buffed char you can buy it from Chromie with alt or friend can buy it for you

Some interesting tidbits:

Can be purchased by Chromie for 10g
Seems to require Counting Out Time
Stacks up to 5, and can be traded freely
Is consumed on use, creates a (unique) supercharged version used to reapply the buffs
Places a Supercharged Chronoboon Displacer buff on you, showing (you and other players) which WBs you have stored and their remaining duration (can't be removed by right-clicking)
Reapplying WBs using Supercharged Chronoboon Displacer does not put a cooldown on Chronoboon Displacers, meaning you can reapply your stored buffs, grab some new ones, and immediately store all of them
Has a 6s cast time, and can't be used in combat
Can store Warchief's Blessing, Dragonslayer, Zandalar, Songflower, DMT buffs (Moldar's, Fengus', Slip'kik's) and Sayge's (Darkmoon) buffs
You can pick up new world buffs while having others stored, but can't get a second copy of a stored buff
The 1 hour cooldown ticks down even while logged off
Reapplying a stored Darkmoon Faire buff seems to also apply the hidden debuff preventing you from getting a new buff from Sayge

You can store multiple world buffs across new Chronoboon Displacers, but to do so you need to release each buff before using another Chronoboon Displacer, it does have a 1 hour cooldown so you can't do this quickly, but this will allow you to have much longer durations on each buff than you otherwise would. It would cost an additional 10g for each extended buff though.

For anyone in the year 2034 reading this with the release of "WoW CLASSIC CLASSIC"...

This item was not in the original World of Warcraft back in 2004-2006, and was implemented during Phase6(Naxxramas) in WoW Classic on 04/20/2021, as a measure to prevent players to keep doing Raidloggin.

The purpose of this item is to storage world buffs such as Dragonslayer, Spirit of Zandalar & Warchief's Blessing . Pausing their timers to use the remaining duration when they please (usually during raidtime) with a few restrictions of course:

the item is a consumable, and cost 10g at Chromie, no reputation discount available
has a 1hr cooldown
you can't get the benefits of a new world buff that you have already in storage

The item is consumable but you can store all world buffs without buff train tactics. You get one or more wbs and store it/them. Then the displacer starts a 1 hour cooldown where you can't store any other wb. When the cool down is off, you go take the other wb. Click on the supercharged displacer for all the wbs to come out and when you get the new wb, just use another displacer. I'd suggest to buy 5-10 of them just to use them in peace without stress and dispels from enemy faction players

Chronoboon Displacer in WoW Season of Discovery

Can be bought from reagent vendors in all main cities for 20 silver.
It has no level requirement in SoD.

Reagent vendors location:

Darnassus: reagent vendor is in Cenarion Enclave, in the wooden treehouse – 34, 9 coordinates
Stormwind: reagent vendor is in the Pestle’s Apothecary building in the Trading District – 56, 65 coordinates
Ironforge: reagent vendor is in the Commons between the Inn and the Gates of Ironforge – 19, 56 coordinates

Orgrimmar: reagent vendor is in a house in Valley of Strenght– 45, 56 coordinates
Undercity: reagent vendor is in the upper ring, right next to the Innkeeper – 69, 39 coordinates

Some clarification on this for those that are still a bit confused reading the other comments. The act of storing buffs has a 1 hour cooldown, restoring buffs does not. This means that in SoD you can store a Darkmoon Fair buff such as Sayge's Dark Fortune and then when you get Boon of the Blackfathom (so long as it's an hour later) you can purchase another Chronoboon Displacer, release the first buff and immediately store both buffs in the new Chronoboon Displacer you purchased.

Also, to min/max your buffs you can keep a spare Chronoboon Displacer on you for raid and upon completion store the buffs again.
