Supposedly these are dropping from Kormok in Scholomance.
They do. Not a bad drop rate either.

Kormok is a big ogre summoned in Ras Frostwhispers' room in Scholomance, when doing the Dungeon Set 2 armor quest line.
these have really high armor for cloth
Okay, these pants supposedly have a 22% drop rate of a summonable Ogre necromancer named Kormok in Ras's room in Scholo. It took me 14 tries over five days to get him to drop the pants. The trick to this fight is to have a Tank, Lock, Priest, Pally in the party, the fifth class can be whatever. Have the paladin use concentration Aura while the lock hellfires. The priest is main healing the lock while the Paladin off heals the rest of the party and keeps the lock alive. The fight goes alot easier if everyone in the party takes a greater stoneshield at the start of the fight The entire party needs to hug the ogre, evern the priest. If the hellfire drops for even a second the adds will eat the priest, so the priest has to be in the hellfire for when the lock brings it back up, and curse of elements is also a must for this fight. Remember Hug the big smelly ogre, and it's an easy fight! :) Streven off of Arie Peak
I'm sorry I forgot to mention another crucial piece to this fight. Kormok has a shield. If the lock brings out his Fel Hound, the Hound makes lunch of this shield, always good to have a lock in the group for this fight. To those friends of mine who read this, thank you for the repeated scholomance trips over the course of four days to get me these pants. I'm up to 5/8 for the set and am working on getting the robe now! :)
Hellfire on Kormok and adds is good.
But so far on the Silvermoon server we only did it one way. Straight DPS on Kormok. Priest, Pally, Mage, Warrior, and Rogue.
Have the Pally heal the warrior, that way when the adds swarm on him, he won't wipe as fast as the clothie priest.
Priest places WoP. and Dispels his shield whenever it comes up. Also heals the Pally when adds come on him. Mind blast whenever possible.
Rogue, purely on boss.
Mage, also on boss, but frostnovas if the Priest draws mass-adds aggro. That way everybody gets 8 extra seconds of extra DPS time.
Warrior blasts evertying on boss.
Battle shouldn't last more then 45 seconds.
When Kormok is down, everybody run out. The adds and (if boss isn't yet dead), will only follow so far before reseting like Hakkar.
Turns out all Tier .5 Bosses do that. The are restricted to the chamber and the next, but won't follow afterward.
