IMO, dont waste a living ruby on this, you can get the same gem in halaa from one of the vendors.
If you are a feral druid, enhancement shaman or dps warrior, you should _always_ choose this gem over the Bright Living Ruby ( + 16 AP ). Why? Because these classes get 2 attack power per point of strength. When you are buffed with Mark of the Wild , Blessing of Kings, Elixir of Mastery or have talents that will increase your STR stat, those buffs will benefit from the strength you get from Bold Living Ruby, while the attack power gem will not. You see? Bolder is better!

While most people would want the +16 AP ruby, a Druid (feral spec) gets a bonus to Str while in Cat form, and 2AP per Str, so this would be superior for them.
As others have said, this is a fantastic gem for feral druids because of heart of the wild, but it's a good choice over +16AP for many paladins too. Retribution paladins are often specced for Divine Strength, which grants them an additional 10% strength so they're effectively getting 10% more AP than the AP enchant would give them. +8 strength also adds a small amount of block rating for warriors paladins and shaman too which is a minor benefit, but
This gem is actually better for any melee class that gets two attack power per point of strength because there are buffs like Blessing of Kings in the game that increase stats like strength by a percentage. Such buffs would have no effect on a +16AP bonus.
Protect warrs also gain STR & STAM from the Vitality 'talent'... and every 20 STR increases blocked DMG by 1 ... it also increases DMG from Shield slam, which is really nice too. Warrs can also get increase 30% shield DMG blocked (which also affects SS DMG) ... so it all ads up for STR.
Only place pure ATP is prob better for a warr is when he/she is DW or running around with a 2H.. and protect warrs occasionally will DW to up their DPS (when not tanking.. or maybe when soloing low level mobs).
pali's tank with mana, though... bears are more like warrs in that they use rage.

(Horde) would make a pretty cheap substitution for this item. It is unique, so you can only carry one at a time, and they are only available as limited quantities from the vendor that sells them; but they only cost about 14 gold, compared for the 50+ gold Living Rubies go for at my server's AH.

In a raid enviroment this gem is the way to go if your class recieves +2 ap per str simply due to the fact that with blessing of kings the ap recieved per str point is going to be 2.2 rather than the flat 2 ap you would get from a straight ap gem
its pretty good but on certain circumstances not better then the 16AP one i think rougues dont gain AP from strength so it might be worse for a rougue (correct me if im wrong)
i will be using lots of these on my warrior, rather than the 16 AP gem, as 8str adds 16AP anyway, and also if i want to use a shield the strength increses block value

Stre is better for all classes that get 2AP out of 1 stre, just because of BoK and maybe other talents.
