You can get this quest from Hemet Nesingwary in Nagrand. However, the quest will not appear until you have completed all of the "Clefthoof Mastery" quests. Once you complete them all, it will appear.
The above poster is wrong. You need to do every mastery quest from the Nesingwary camps. You need to do all 3 clefthoof, windroc, and talbuk mastery quests for this quest to become open.
This is an ownage healer libram, imo the best before the kara one
(not counting the naxx one, who does naxx anyway?)

Healing bonus to Holy Light instead of Flash of Light. Lightbringer libram is a better choice if you're main-healing a raid or heroic.
Libram of light still beats souls redeemed, not every pally keeps blessing of lught up 24/7
Here is the macro that works best with this book:
/cast Flash of Light; Flash of Light; Flash of Light
/equip Blessed Book of Nagrand
This will turn off the sound effects that tell you that you are out of range, then it will allow you to either cast flash of light on your targeted player, or the player that you are hovering over (in raid frames OR on your screen). Next this will also equip this book so that you get the most out of the flash of light.
really good healing libram to have for kara
For those Paladins who fancy themselves as main healers (like I do), this is a great step up from the Libram of Divinity. Unlike that relic, this one is relatively easy to get, as it's a guaranteed quest reward at the end of the Nesingwary hunting quests in Nagrand.
Anyone know if the coefficient (arounf 43% for FoL I think) affect the +heal on this libram?

This will tack 79 health onto every single Flash of Light you cast. The 'up to' verbiage is just to keep it consistent with the wording on every other piece of equipment.
to get this quest do i need to do all the mastery ones? im lvl 70 pally and just seen that libram on a friend and want it really bad >.< lol
Yes. Sharpen your sword & axe, weight your hammer, because you've got a LOT of mobs to kill.
Also dont forget to shave, bathe so mobs wont run from you.

I use this macro:
/equip Blessed Book of Nagrand
/cast Flash of Light (Rank whatever)
Handy way to add some more healing while still being able to use other librams.
A few points about this item:
1) Flash of Light has a spell coefficient of 0.4. This means that, in order to increase your Flash of Light amount by 79, you would need 197.5 traditional +healing on gear. In other words, if Flash of Light was 100% of your healing breakdown, this Libram would be equal to +200 healing.
2) For a holy paladin, Flash of Light is:
-Your fastest heal outside of the extremely mana-inefficient 15 sec cd holy shock. That means if a dps messes up and takes aggro or sits in the fire, Flash of Light is your go-to spell to use and save them.
-Your most mana efficient heal. That means if no one messes up and requires panic reaction, in an ideal scenario, Flash of Light should be 100% of your healing done.
3) The only thing Flash of Light is NOT, is that it is not your highest HPS spell. That would be Holy Light. So the only situation you'd want to use something other than Flash of Light in, is if the tank is taking VERY heavy damage for a prolonged period of time. This happens very rarely. In a normal dungeon run, Flash of Light is 90-99% of my healing done.
These 3 points together lead to the following conclusion:
In practice, for an average dungeon/raid run, this Libram could very well be reading "Increases healing done by spells and effects by up to 197.5".
It is EXTREMELY powerful, and exceptional in the fact that it helps in every situation.
For a world-first-level mix-maxing dedicated tank healing holy paladin,
might pull slightly ahead, but thats still very arguable, and will depend on how many Holy Lights you will have to use throughout the fight. The fewer, the more likely this blue lvl 65 quest reward would have been better than that raid drop epic.
TL;DR: DO QUEST. EQUIP THIS. NEVER TAKE IT OFF. FORGET LIBRAMS EXIST.
