Expensive to make, but sell fairly well if you don't aim to make much profit. A pretty decent pattern to skill up on as long as you can get them to sell.
Riding skill increases are capped at 10%. So, using this with the carrot, or with speed enchants, or anything else is not needed.
Blizzard has confirmed the 10% cap. They say that the reason for this item is to allow players to finally dump all the other speed increase items they had.
DO NOT buy this pattern in AH, you can get it by a vendor in Old Hillsbrad.

As it is the most easily accessible riding speed increase item, the other being the skybreaker whip which is a lot harder to obtain and does the same thing, it is fairly safe to say if you sell it at around the crafting price (about the price of a primal might) you'll be able to sell.

Vendor speak with you if you looks like human. He is traveling from Southshore to Tarret Mill. And crop isn't limeted suply, BoP etc.

Picked up three for guildies without a issues from the guy called Thomas Yance walking the road. Just mount up and ride back and forth until you find him.

I just ran into the instance at 66 to track down the Aged Dalaran Wizard. I caught him at the T junction where the road turns north to Tarren Mill and south to Durnhold Keep I think it is. I stood there a little while and the Traveling Salesman walked by and yelled "If I don't have it, you don't need it!" so I checked him out and he has the pattern on the last page of his inventory. He was headed back west, toward Southshore/hillsbrad.
This vendor is accessible as horde or as Ally? I have been scoping the area now for an hour as horde and have not see him...I suppose I can switch to my ally char and look around more.. /sigh

trying to find the pattern for the riding crop, ive checked the zixil the traveling salesman in the area of TM and Southshore. ive also been checking the AH and cant find it. can someone tell me if i'm checking the wrong salesman or where i might be able to find it.

It says Old Hillsbrad Foothills.. Its inside the instance walking from Tarren mill up the road to southshore and back.

Old Hillsbrad Foothills isn't Hillsbrad. You'll have to go into the Caverns of Time (65+ lvl instances in Tanaris) to get this pattern. It's "the instance where you save Thrall."
Be wary, though, the traveling salesman isn't the only person walking along that trail...there are also mobs who will bring pain. I'd stand a bit back from the trail (someone mentioned earlier the fork by Durnhold) just to be safe and then run up to the guy when he gets there.
just figured i'd let everyone know where i found this. i basically stood right at the end of the road, north of southshore where the road comes to a "T". the traveling slaesman was walking about 10 steps in front of some elite 65 soldiers, sold the pattern for literally like 2g. thanks to all the priors comments, it helped me big time, and it doesn't matter whether you're horde or alliance, he sells to both factions
i've heard a lot of comments so far about how difficult it is to level to 370/375 once you get to the 350 mark for a LW. For me, it couldn't have been any easier. I do a lot of daily grinding for knothide, especially in netherstorm. On an hourly basis, i can make a solid 20-30 pieces of heavy knothide from kills, and most of mine come from phase hunters which drop motes of mana. on a daily basisi now, i'm at least getting a solid 60-80 motes for several hours of grinding, i sell each primal mana for 25g, making approx 200g a day off of those. with the money, i buy primal might when i see them between 75-85g, which is pretty often, small shards go for 4-5g ona good day, 8-10g on a bad day, arcane dust 6 for about 7 or 8g isreasonable. All in all, i can make the riding crop with my leather for a bit under 90g, and i sell about 5 or 6 per day for about a 135 starting bid, 150g buyout. huge sources of money, i've leveled to 373 just off the crops, and now that i'm a decent lvl 70, i can easily get around and farm all the motes and primals quickly with my new mount. my guildmate has the recipe for transmuting the primals into might, so now i'm making about 125g off of each crop once you minus the dust and shards. easily, i'm making 500-600g per day. I know for some it's a pain in the ass, but this is definitely worth the wait, worth the trouble because it's an item that for whatever reason, always seem to sell. Honestly, if i were anything other than a LW, i wouldn't pay a cent above 30g for this cause the increase, especially on the slower(60% flight speed) mount barely makes a difference. But, luckily on my server there's a ton of people who disagree apparently. Hopefully a lot of you out there stick with LW, and take a bit of advice, cause it's a great moneymaker, just takes a bit of time
Easy summary for people playing Classic!
There are 4 tiers of speed enhancements. These tiers DO NOT STACK WITH EACH OTHER, so if you have a better tier, you cannot get any of the bonuses from any of the lower tiers.
Tier A: Paladin's
(+20% mounted speed), given at level 62 in TBC.
Tier B: Paladin's
, Talent 3/3 (+15% mounted speed AND on-foot runspeed), requires 13 points in the Retribution talents. NOTE: Before TBC, in vanilla, it was only +8% speed and required 12 points.
Tier C1: Trinket
(+10%), created by leatherworkers. Despite what you may think, it DOESN'T stack with ANY other items/enchants (from the lower tiers).
Tier C2 ("Free" Alternative): Trinket
(+10%, Quest Reward), gained by learning Epic Flying at level 70, becoming Honored with the Netherwing, and defeating all of their races in the sky and defeating the final quest,
(something a lot of players give up on due to the difficulty of beating the racers).
Tier D: The "vanilla WoW solution":
(+3%, Quest Reward) and
