For those wondering, if that formula is accurate, it means up to level 70 it gives 15% mana regen, but it lowers by 1% every 2 levels after that, so it would be 0% at level 100, if that's ever reached in a future expansion.

For any mages reading this, if you activate this trinket before popping evocation, you will get a 2080 more mana over full evocation course than you normally would.
On long endurance fights, this is the single best trinket you can have.
EDIT: oh, and it should be (max(0, PL-70))/2 in the formula

Stacks with meditation, seems to be a 5% proc rate based on a test of 58 casts and 3 procs (evenly spaced out at around 20 between them, interestingly enough). I'd assume from the wording of the item that it procs off of all spells, including stuff like Renew and Prayer of Mending, but I have yet to test this.

This trinket procs at random times too. Last night it procced while I was making a hevay netherweave bandage :P
I'm not sure whether it's supposed to do that so it might be bugged

Yeah, I had it proc while I was flying for some reason... A bandage creation and hearthstone can be considered "spells." Perhaps some "spell" is cast when you fly as high as possible, because that's what I was trying to do.

Here's the math for Evocation and Innervate, and how much mana this trinket will get you. This is in addition to its random proc for +15% regen while casting, though that proc is probably only useful to priests and druids stacking spirit. However, anyone receiving Evocation and/or Innervate might wonder how much the +130 spirit for 20 seconds is going to get them, and whether this trinket might be worth wearing.
Evocation (Pre-Patch 2.3):
Evocation is an 8-sec channel that gets you 4 ticks of regen at +1500%. (That's plus +1500% regen, so it's actually 1600% or 16x regen.)
130 spirit is 130 / 4 = 32.5 spirit per tick for a mage. Over 4 ticks, it's 130 mana.
With the 16x Evocation modifer, that's 2080 mana.
Innervate:
Innervate is 20 seconds of +400%, or 5x, mana regen. That's 10 ticks.
For a mage, it's 130 / 4 = 32.5 spirit per tick. Over 10 ticks with the 5x modifier, it's 1625 mana. (I will use the mage 1625 mana as the baseline for the math on other classes:)
Holy priests with Spirit of Redemption get the same spirit / 4 per tick, with +5% spirit from the talent. So 1625 * 1.05 = 1706.25 mana.
Resto druids with Living Spirit get spirit / 4.5 per tick, with 15% spirit from the talent. So 1625 / 4.5 * 4 * 15% = 1661.11 mana.
All other casters get spirit / 5 per tick, so it's 1625 / 5 * 4 = 1300 mana. Warlocks will get 5% less if they have the Demonic Embrace talent lowering their spirit.
Blessing of Kings will increase all these values, for both Evocation and Innervate, by 10%. The human spirit racial is an additional 10%.

Procced 10 times out of 402 spellcasts. Seems like 5% procrate. The tooltip of the buff says $%. I checked that using character window information (mana regen while casting / not casting) and it really is 15%.

Asumptions:
Cast 1 spell every 4 seconds.
Procs don't overlap.
Procs once every 20 spellcasts.
Spirit regen is 100 every tick (2 seconds).
You are always in 5sec rule.
Result:
Buff procs once every 80 seconds (4 / 5 * 100).
Buff is active 15 seconds every 80 seconds.
Your spirit regen is 250 mana per 5 seconds.
15% of that is 37.5.
15 / 80 * 37.5 = 7
Proc part equals about 7 MP5 assuming VERY good conditions.
== Math for use part ==
Assumptions:
Mana regen from spirit is 0.125 mana per second per point of spirit (like priest).
Use it as soon as cooldown is over.
Half the time you you are in 5sec rule.
No regen from spirit in 5sec rule (ignoring meditation). It is a very small part anyway.
Result:
Buff is active 10 seconds every 120 seconds.
From one use you regain: 130 * 0.125 * 10 = 162.5 mana.
162.5 mana every 120 seconds equals 6.77 mana every 5 seconds.
Use part is roughly 6.77 MP5 in good conditions.
Conclusion:
Not a good trinket for priest. I (priest) cannot time the use part very well. Good to use right before you get an innervate but that doesn't happen every day. Mage could use it right before evocation and get an extra 2080 mana and that is a SHITLOAD (25 MP5 over a 7 minute fight).

Awesome for a ToL-druid with lots of spirit. Procs very often due to the usual instant HoT-spamming. If you innervate a priest, who has the trinket, make sure you coordinate the Spirit-buff with the Innervate as precisely as possible, since both buffs have 20 seconds duration. If you innervate yourself, you can use this little macro:

If you Use it, that has a chance to proc it, if you use a pot, it can proc, and hell I was flying through zones today and it proc'd on my mount as I zoned...pretty funny.

After looking at all the calculations I've seen above, wouldn't it be better to have a straight enchant like

, and use a trinket that offers DPS/Healing when you need it? I think for the limited mana regen it offers (with the exception of the spirit buff upon innervate, etc) a better DPS/Healing trinket, and a few enchants/gems on other gear would be more effective.
Or am I off base?

I've read that this stacks with meditation but my character sheet mana regen amount doesn't seem to change when it procs.
The spirit buff is very, very useful though, especially for longer fights.

Let me know if this is overly simplistic reasoning.
According to my character sheet, this trinket adds 37mana/5 to my 'while casting' regeneration rate.
If the proc rate is about 5% (and it seems to be at least that in my experience) it will proc once in 20 casts.
Assuming I'm spamming flash-heals at 1.5seconds per cast, this thing will proc once in 30 seconds.
It lasts 15seconds at 37mp5 so in that 15seconds I'll get 111 mana back.
So, thats 111pts of regeneration over a 30second period, or 3.7pts/second. That's 18.5mp5.
I can live with that :)
You can argue that's best case, but when you account for the fact that insta-cast renew's can proc this thing, it's not really so best-case after all.

procs off of potion creation too, had it go off when making some mana pots. It also procced from zoning into an instance, accepting a res, mind vision, yet the best for me that i've seen was that it procced while mounting, funny stuff

This trinket will proc off more than just spell casts. I've had it proc off Herb Gathering, Shape Shifting, and other random things.
Also, when I'm in Moonkin in long fights, I'll use this trinket in place of a damage one. I can go from 10% mana to nearly full by equiping Serpentcrest Life-Staff, activating this trinket, and casting Innervate. It truely is an amazing trinket.

Does anyone know if it will still benifit an innervate to "use" this immediatly after innervate is cast on you? Or does innervate use your spirit numbers at the time of casting and you are stuck with it through the whole innervate?

If you can expect an Innervate in a given fight then the Bangle becomes superior.
But yes other trinkets provide better regen in most cases. The best would be Alchemist's Stone at 40 MP5 with Super Mana Potions (53 MP5 with Fel Mana Potions, but the debuff stacks so using more than a couple on any fight is not recommended). Talasite Owl (29 MP5) is great for jewelcrafters. Those who can't take advantage of those profession-specifc items can still use a combination of Bangle and Blue Dragon.

I've got this trinket a few days ago, and i must say its pretty imba. I play a shadowpriest, and without doing any detailed calculations, i tell you that i save way more mana with this trinket on.
2nd good part is Spirit tap in combination with the additional 130 spirit. When i time it nicely i get 800 spirit for 15 seconds, which is very imba regen!

This is one of the few trinkets which will scale with your gear (Spirit). Blue Dragon and Bangle are currently THE trinkets to have if you're a ToL Druid.
Make sure to macro this trinket to your Innervate as suggested, but don't forget to use it whenever it's available. The 2 min cooldown goes by quickly, and 130 Spi adds a nice bonus to your mana regen and healing.

I'm seeing a much lower proc rate than 1 proc per minute. On a 13 minute Mag fight I only see 7 procs, indicating something closer to 1 proc per 2 minutes.

There is quite a bit of incorrect information posted here.
I sat in Orgrimmar testing this trinket for ~45mins earlier today.
Testing Phase 1:
I spammed Renew (Rank 1) on myself nonstop, whenever I the trinket proc'd I immediately clicked the buff icon to cancel the buff (so that if the trinket proc'd again before the duration of the first proc was up, I would be able to see that it had done so in my combat log clearly).
The shortest observed interval between two consecutive procs was 46s.
The average observed interval between two consecutive procs was 51s.
10 consecutive procs were observed during this testing phase.
Testing Phase 2:
At this point I assumed that this trinket had a 45s internal cooldown, and changed my process slightly: I spammed Renew until the trinket proc'd and then immediately initialized a 45s countdown timer on my wristwatch. While the timer counted down I did not spam Renew. When the timer finished, I began spamming Renew again watching for the next proc.
The shortest observed interval between two consecutive procs was 45s.
The average observed interval between two consecutive procs was 50s.
10 consecutive procs were observed during this testing phase.
Even though I casted approximately 30 less renews between procs in the second phase, the intervals between procs closely matched what was observed in the first phase. This is proof that those 30 additionals renews that were cast in the first phase had a 0% chance to cause this trinket to proc, and that this trinket is limited by an INTERNAL COOLDOWN, not a PPM mechanism, and that the internal cooldown was approximately 45s.
Farthermore, the average time between procs observed in both phases was 50s and that the shortest interval between procs was ~45s gives 5s as the average time that spamming instants would take to cause this trinket to proc. Within 5s, 4.33 instants may be cast (remember that the first instant occurs AT the 0.0s mark (0.0, 1.5, 3.0, 4.5..)), thus we can now also conclude that the average number of casts taken to proc the trinket (if the proc is not on cooldown), is 4.33 casts.
Let x be the chance for the trinket to NOT proc.
Average casts to proc = 4.33.
x ^ average casts to proc = 50% chance of NO proc = 50% chance of a proc
x = (0.50) ^ ( 1 / 4.33 )
x = 0.85
85% chance to NOT proc on cast, meaning a 15% chance TO proc on cast.
Conclusions:
The proc is limited by a 45 second cooldown.
The proc rate is 15%.

Quick and dirty comparison from a ToL-Druids perspective, but useful for priests as well.
General assumptions:
- You are a druid, therefore your mana gained every 2s-tick is: spirit/4.5+15 (according to wowwiki) (priests: spirit/4+12.5)

Pitfalls of this comparison:
* On one hand I assumed that you are in the 5SR throughout the fight, which is likely not the case. Of course spirit-based mana regen recovery through Blue Dragon and BoEB shines in this scenario. On the other hand one can argue that parts of a fight in which you are often not in the 5SR, are not that crucial anyway (from a healers perspective) and having 600 spirit will help you out there.
* This comparison is more useful for fights (or phases of fights) in which you put out some serious healing likely using Regrowth as well. That's why I assumed the maximum effect on the Eye (HT/Regrowth-Spam). If it makes a 100something mana cast a free cast the effect is greatly diminished. (!!!)
* I assumed non-overlapping buffs. This would be harder to model, but would lead to a problem only with the Blue Dragon-Card, due to the internal CD of BoEB and consumption of the buff by the next cast with the Eye of Gruul.
* You will be able to use the "Use" on BoEB a couple of times in a fight. You might innervate other players.
But still: Different strokes for different folks!

This is the ultimate restoration druid trinket. Not only do you get the benefits of mana regeneration, but you also get an amazing bonus to your tree of life aura from the +130 spirit use on the trinket. As of patch 2.1.3, the healing bonus from your tree of life aura is determined by your spirit at the moment you shift into tree of life. If you activate this trinket before shifting it will increase the healing from your aura by 32. This effect will remain until you shift out of tree form. No other trinket can compare to this level of utility for restoration druids.

Blue Dragon is also from the beasts deck. Its a level 60 deck with the ace only dropping from the beast in UBRS. Therefore, unless you have a really bored group of friends its unlikely you will ever get blue dragon at this point.

This is pretty much one of the best trinkets in the game for a ToL druid.
First, let's consider the use effect.
130*1.15(living spirit) *1.1(kings) / 9 (per sec) * 20 (sec) = 365.44 mana regular regen
2 of 3 times you will just be using intensity, but there's also a ~25% chance the bangle proc will be up randomly (assuming a spell cast every 2.5s), so your expected mana regen is 0.25*0.45 + 0.75*0.3 = 0.337 of normal.
0.337*365.44 + 0.337*365.44 + 5.0(innervate)*365.44 = 2073.87 mana
Over a 6 minute stretch = 28.8mp5 just from the use portion of this trinket
Yes it goes down a little bit (~23mp5) in an 8 minute fight if you only innervate once (in a 10 minute fight, you should be innervating twice, so it actually goes up from this value).
Now let's consider the proc effect. Let's use the 1 PPM approximation and assume it's up about 25% of the time. Assuming a druid with 600 spirit, then they will have 600 spirit 5/6th of the time and 764.45 spirit 1/6th of the time (bangle use effect) for an average spirit of 627.4.
This works out to be about 12.5mp5.
So the total value of this trinket is pretty close to 40mp5 for a ToL druid with 600 spirit, which makes it better than everything except an Alchemist's Stone fueled constantly with super mana pots.
Note that this doesn't even consider the bonus effect of the 130 spirit use to your ToL aura, which also has its fair share of value.

Been grinding Botanica since i ding'd 70 with my druid.
Cant believe this is 14% drop chance.
When i started grinding Botanica i had just started KZ with my guild.
I am now half way though BT and i still don't have it.
Overall i've done Botanica around 50 times in heroic mode, and probably around 20 normal mode.
Not seen it drop once.
Did they remove it recently, or does a GM have it in for me? :P
Thankfully this instance also drops 1 of the best druid (spirit stacking) gems u can get (without BT/MH drops) so collected a whole bunch of them, and gotten myself around 400 Badges of Justice.

Epic misinformation in here.
The PPM system normalizes proc rates across different
melee weapon speeds
. It has nothing to do with spell casting.
The trinket has a 45s internal cooldown and a 15% chance to proc on any and every spell cast outside of that cooldown. Simple as that.

Fully raid buffed I have around 1000mp5 not casting. (2.4 spirit changes, stacking spirit)
If we assume the bangle procs every minute (That's a 65% chance to proc, 10% chance per cast, at the 1min mark spamming 1.5s heals), I get 15% of 1000mp5 over 15sec.
(1000mp5*0.15) = 150mp5 for 15sec/60sec = 150mp5*0.25 (averaged over 1min) = 37.5mp5 sustained
This makes the bangle 2 times better than any flat regen trinket (15-18mp5), and also 2 times better than the
Memento of Tyrande
(76mp5 over 15sec vs 150mp5 over 15sec, same internal cooldown and proc chance) in terms of regen for a spirit stacked healer. The bangle + memento makes an awesome combination.
Factoring in the use (unbuffed), discounting proc/use overlap, adds another 7.4mp5 sustained (44.3mp5 (576 spirit, 539 int) for 20sec/120sec), raid buffed this would probably be higher with spirit, int, kings, and MotW.
At my level of int/spirit the use gives appoximately the same mp5 as spirit while not casting, if you hit the use while under the proc effect it adds another 19.5 mp5 during the proc duration. In a heavy fight where you are barely out of the 5SR, the trinket proc and use at the same time adds upwards of 200mp5 for its duration.
If you hit the use during an Innervate, it gives 520mp5.
Remember that these values ONLY apply to BT/Hyjal levels of spirit and intelligence BUFFED, which usually entails ~550-650 in both stats. (459 int is the point at which you get 1mp5/1 spirit, these levels ensure you get close to 1000mp5 not casting while raid buffed) Humans will get more from the use than any other race.

I have one of these, and am not convinced that it stacks with meditation (priest talent giving 15% mana regen while casting).. it procs alot, however :-)
Changing zones, being buffed, gaining an aura, mounting, dismounting, etc etc.. literally seems like anything can proc it :-)

I have Meditation, my MP5 is 102 when casting, if this procs it goes upto 147, so I am fairly confient it stacks with meditation.

This item often procs while your doing nothing at all. Be it flying on your gryphon or just standing around idling :o
15% of your mana regen to work while casting for 15seconds? the buff says "5%" and sometimes "$%" (when it procs).
Think there is a bug with it (30/01/07) where it can proc from chatting. Quite handy!
Edit: seen it proc from demonic runes, manapotions, getting ressed, walking into paladin aura range, healingpotions and zoning into instances now ^^

Just got this yesterday.
Seems quite nifty for priest/mage.
For priest this can be combined with spirit tap.
For mage this can be used with Evocation, as mentioned before me.
In healing situations it might be best to use the trinket while the 15% regen procs. Not sure about that - as mentioned I've only found this yesterday.
Definately one of the more interesting items that I've come across recently :)

I've confirmed that the 15% mana regen while casting stacks with Meditation, for 30%.
The trinket obviously appeals to priests and druids stacking spirit, though some healers prefer mana/5 and won't have enough spirit to make this worth equipping. Mages may also want it for Evocation, though the mages I spoke with didn't think it was worth losing a damage trinket. Your mileage may vary.

Myself as a mage would love this trinket. It would be great for long fights when you are sure you will need an evocation. Pop that trinket right before and it would help ALOT with your mana regen. As of now my evocation does not fill me up all the way but im sure with that it would come closer

I'd guess from much usage that the proc rate on this thing is somewhere in the 15-25% rate. Good enough to keep around cause it will be up and running for a large percentage of the time during any pulls. Id guess that I spend about 85% of any given fight with the "Meditation" Buff running on me.
Crazy thing is it will proc off of nearly anything in the game... Changing zones, getting a buff, tailoring, disenchanting, enchanting, stacking motes, clicking a portal, opening your mail, getting a tell, fading buffs, making bandages, opening a lock box, mounting up, hearthing, using a potion, applying a fishing lure, using the trinket itself, opeinging a treasure chest... just about anything... except fishing...
If you were hardcore enough about this you could carry 3 lesser planar essences in your inventory and click them to make a greater... then click the greater back to 3 lessers... back n forth furiously to force the proc.
The use is on a 2 minute cooldown so you might as well pop it every single fight... and is especially great to pop when you get an innervate...
This is coming from a holy priest point of view and I have this equipped nonstop... it's like having the old school 5 piece trans bonus back since it procs all day and night so it is just about as good as having it in effect nonstop. Its nice to land a crit heal on yourself and see <+3500> <Meditation> <Surge of Light> <Inspiration> <Clearcasting> all scroll up the screen at the same time.

I love this trinket. I don't take advantge of spirit like a priest or Druid does but the proc is incredible. I never take it off, even when soloing.
I was the only healer in The Botanica so it given to me. However this trinket benefits ANY healer.

if you click on the green part of the buff up top it tells you what the proc rate is

and since it procs off weird stuff, prolly worth it
I just got mine and have to see it in action, but since I am a pally and constantly casting I may just stick with heavenly inspiration.

with the use effect i get roughly +50 healing (spirit priest) and about 12 more mana per 5. with the proc and the use, my healing is still around +50 more, but my mana regen jumps to 181p5 while in combat, which is roughly 70 more than my normal. for long boss fights, this trinket rules

Does anyone know how this works with paladins? First of all, paladins do not get all that much mana-regen from spirit while in combat, basicly they usually get mana from the mp5s they might have in gear / buffs. Second of all, paladins usually do not carry that much spirit. But then again, I find myself "missing out" on just about 150 mp5s whenever Im in combat (since i spam FoL/HL period, im always inside t5sr anyway)
Then I got the thought - can this trinket be used for paladins? Just like the Darkmoon Card: Blue Dragon (But this is "just" 2% and doesnt proc from "everything")
Say i have 200mp5s, whereof 50 is regular mp5s gear - that would leave 150mp5s to be from spirit etc etc. Whenever this trinket procs, that would give me (while casting), 15% of 150 mp5s = 22,5 extra mp5s for 15 seconds (67,5 mana).
This trinket has a 10% proc rate - meaning this trinket (on average) will proc every 10th spell, or in case of Flash of Light, every 1,5sec/cast * 10 casts = 15 seconds (not taking latency and players responsetime into account). Again, this trinket procs of everything (as people have noted before) so we will leave the latency and responsetime not accounted for as a compensation. It is highly likely that this trinket will proc for paladins spamming FoL given even more mana to an already mana-rich class (and perhaps even giving a basis for a spirit build paladin?)
But.. does this trinket actually work for Paladins - since we never get any spirit mana-regen anyway, when in combat?

Using rank 1 spells to make it proc is not worth it. The cheapest spell is sw:pain for 25mana. You need to casts on average 10 spells to get a proc, that is 250mana. While the proc itself is not worth that much. With 400 spirit a proc will give 15mana/2sec. That is 112,5 mana you gain from it. Might even be that the trinket procs again from the next real spell you cast and you lose the much of the benefit.
I got it last night from heroic Botanica. I haven't tested it yet but it sounds good. The proc should be on most of the time.
I doubt any dps caster would use this. I might consider it when going DPS to an instance. Because I use smite and it uses a lot of mana, but don't know. I only got like 200spirit in dps gear.
It would be good at innervates and when you get breaks, like Evocation of the Curator.
Nice to use when you get spirit tap too.

Rofl, this is imo the best trinket for a healing class by far. I got it on my character and it procs allmost every time.
The blood furnace trinkets suck compared to this. Had the bloodfurnace ones 2 times. after the the lower city trinkets.
Now i use this one and the one from the last boss in BM.
I have yet to discover a beter trinket.

I love, love, love, LOVE this trinket. Luckily I was in a group where both healing classes already have it. So I get to toy with this item and see where/when it's best suited. I've only been able to use it in a heroic since I've got it, but it's awesome for regenning.
I highly suggest if you're making any sort of a marathon caster try your best to get this trinket, but do be gracious enough to see if healers are gunning for this trinket. It does serve both classes well but even as a mage I think something like that should go to healers (especially holy priests and tree droods) first :D
I've a raid tonight so I'll give an update on just how good it is with big boss encounters.

People have done a lot of zoomed-in analysis of what this does. Allow me to add a more general view.
Say you're a healer, and you're spamming heals in some big ten minute boss fight. Ordinarily you'd think your mana only goes downwards slowly, right? Because of the 5 second rule, you don't normally think of your mana going UPWARDS in a fight. Well, when this trinket procs, your mana can go upwards for a while MID-FIGHT. Same as Dark Moon Blue Dragon. This doesn't give you as MUCH mana as Darkmoon, but it does go off MORE OFTEN. And you can use both.
Every time it goes off you'll get a couple dozen to a couple hundred mana while you're casting.
I'm a paladin, so the perfect way for me to use this is to use teeny tiny Flash of Lights. They're already super efficient, the important thing each one counts as a cast that can trigger this kind of trinket. Combine that with Lower City Prayerbook (heals are 22 mana cheaper), Divine Illumination (all spells only cost 50% for a while), Illumination (spell crits give you 60% of your mana back), Divine Inspiration (next spell is a crit gauranteed), mana potions, the Mystical Skyfire Diamond (your next spell casts twice as fast), and a shadow priest in your party draining mana, and the result is I can cast my highest rank Flash of Light and never go below 80% mana for 15 minute at a time. Eye of Gruul works well with this too. (2% when you cast a heal, your next heal is 450 mana cheaper.) Spam fast heals (Flash Heal, Flash of Light, Lesser Healing wave) hoping to proc a Gruul or a Mystical Skyfire Diamon meta gem, then when you get it, get a nearly free and/or fast big heal. Plus it's fun to watch all these crazy procs and tools going off and chaining off each other.
I call this effect the "backwater eddy" because your mana sometimes seems to illogically "flow uphill" like water flowing uphill in a river. With this trinket you can also "scrape the bottom of the barrel" which means for example you can be at 20% mana and still have many, many heals left in you.

For a raid Mage...
I would use this, but only for bosses. Very simple reason. The extra 2880 mana gives me an extra 7 casts of Fireball, which gives me any where between 10,800 to 28,160 extra damage during a fight without having to stop DPS for too long a period of time.
And I'm not well geared right now. That damage range is from those 7 shots doing 1500 damage to 2800 critical damage. A damage trinket gives you about an extra 2,700 over 8 minutes (extra 120 spell damage, fireball coefficients) non-crit. Just doesn't seem comparable in a long battle.

I looked at the items from the perspective of a priest with 393 spirit, using flash heal. I know that these generalization do not take everything into consideration, but some aspects are too difficult to capture, and are better left to a touch and feel evaluation.
To convert +healing into mana for comparison I use:
Mana = ((PlusHealing * Coefficent) * NumberOfCastPerProc) / HealingPerMana
HealingPerMana is determined by dividing Flash Heal amount by the mana cost.
For comparing Eye to Blue Dragon, NumberOfCastPerProc is 50. This leaves the healingpermana value which varies depending on the amount of +healing your priest has.
Since in theory you should be able to maintain Meditation from Endless (15 duration / 1.5 cast = 10, 1 of the 10 should poc with a 10% proc) I will assume that it is constantly up. Since it takes 50 casts to get a proc of the other trinkets that 75 seconds with is 15 mana/5s. Thus multiple the mana generated by the trinket in 1 mana/5 to bring it relative to the other tinkets.
On my priest the results are:
Blue Dragon: 691.05
Eye of Gruul: 769.66
Endless: 1829.25 (not including use effect)
Now something to keep in mind is that probabilities does not work such that endless would be up 100% of the time. Just because there is a 10% chance does not mean it will always proc, and if it procs multiple times within the 15s then there is wasted time. This is a concern for blue dragon as well but to a much lesser extent, since it less likely to proc twice within the same time. With a 10% proc it should be active about 86% of the time (out of 100 procs avg of 14s lost). Thus blue dragon would be about 97%.
Thus:
Blue Dragon: 670.32
Eye of Gruul: 769.66
Endless: 1573.15 (not including use effect)
It seems to me that Endless is the better choice, but it is possible that I overlooked some factor that would change the variables.

I love number crunching, but this trinket really doesn't need it.
If you're a caster that either benefits from spirit (Evocation, Innervate, Spiritual Guidance and Improved Divine Spirit, Tree of Life, etc) or you're a caster that has decent spirit (generally priests and druids, for Meditation/Intensity), then this trinket is your Holy Grail. The proc and the effect are independently very useful, and compliment each other well. The proc rate is high and the cooldown low.
Run botanica, people. Run botanica a lot.

This thing procs of almost everything!
So far I have seen this trinket proc from landing after using the gryphon taxi service and even from making blots of netherweave :D. I am sure is doesn't proc from white attacks.
I prefer to have this trinket above the use: +X healing. because it almost doesn't matter when you use it, because of its proc. With the +healing trinkets you need to use it when there is a lot to be healed, but when there i have to heal a lot I can't be bothered pressing sutch a trinket.

I'm a shadow priest and I use this. The regen is nice. I wish I used the 'use' more often, but the proc is definitely worth it.
I mostly use the 'use' right before I start munching on a sporepod between fighting.
However, after 2.2, I'll be switching this out for Mark of Deviance. I'll still keep this in my bags, in case I ever need to go back to disc/holy.

I'm a human priest so I get +10% spirit as a racial, and from SoR you get an additional +5% more spirit
you got to have tons of spirit to make these truly shine, IMO 500+ spirit

I just got this on my lvl 70 resto druid. This is easily one of the best trinkets for long healing fights. I'm not sure if it's as effective on other healers, but for my druid it's insane.
First off, the majority of my healing spells (when im in tree form which is 99% of the time)are little instant cast things, so i am basically casting about 20 times in a regular fight... sometimes upwards of 50 times on boss fight... if not more. This means I am proccing this thing very frequently and able to keep my mana up much more easily.
Secondly, I made a macro where i activat the "use" to add 130 spirit to me and innervate at the same time. I just tested this by emptying my whole mana bar and clicking the macro... and I regened mroe then enough to fill my bar back to completely full. So basically In a long boss fight I can have 2 full mana bars, plus the chance of this proccing pretty much non-stop giving me even more constant mana regen... and still have the choice of using a mana pot. Now my goal is to buy the beasts deck which adds a 2% chance to have 100% mana regen... basically i would never have to worry about int on my gear again.
Again... not sure how effective this will be on other classes.

I ran some tests on this trinket. It appears that its proc rate is ~10% and it has a hidden 45-second cooldown. Once it procs it won't proc again for 45 seconds. Also, it will only proc off spellcasts now.

if you are a mage, get this with the
Staff of Divine Infusion
with a +20 SPI added on it. Have a macro to /use trinket, /equip the staff, and then /cast evocate, that way you evocate with +200 spirit. I dont have trinket on mage yet, but that might work all at once. If not you might have to mash the button a few times.
you can tie in an /equip+your damage weap to your main damage spell (frostbolt or whatever) so that you automatically reequip your damage weap once you start casting agani.
If you pop invis sometime after your evoc, just swap out to a +damage/crit trinket while you are out of combat since you wont be evoc'ing agani.
ps: if you healer doesnt have this, let THEM have it!

The best use I've found for this item is to use it at the same time as the use effect of the
Earring of Soulful Meditation
and pop Inner Focus all at once.
This combo gives me 430 extra spirit PLUS maximal time outside of 5 second rule because of the free cast from inner focus.
With good precasting/stopcasting I can usally get most of the duration of the effect outside of the FSR.. for me, this is 10-20 seconds at over 800 mp5 each time I use it this way. I get back easily 2,000-3,000 mana pretty much no matter what I do as far as casting during the duration, and this doesnt even count the effect of the proc, which is up a LOT, and combined with the use effects can make my mana bar go zooming upwards even while im spamming my largest heals (1100+ spirit buffed in raid with 45% mana regen from spirit is pretty nuts). Oh yeah, and did I mention the over 100 healing/damage from Spiritual Guidance for the 20 seconds both effects are up?
I LOVE THIS TRINKET!
PRIESTS, GO TO BOTANICA AND GET THIS THING! Oh, and everyone else too, I guess.. it really is one of the best trinkets for a spirit-based healer in the game. Try it out if you don't believe me.

Similar, sad story. I've been running Bot forever, mostly for rep, but I've always kept an eye out for this trinket because it's excellent once your spirit gets high enough and I've always favoured spirit over MP/5 even before 2.3.
Finally saw it drop last night, just as I'm hitting exalted, and I'm thinking "Hell yeah!" with the trinket drop, and the gavel finally available for purchase all in the same run. In addition to this group absolutely destroying the instance in ~45 minutes (go go tankadins). What a run, right?
Elemental Shaman ninjas it. Yup, Elemental "Haven't had spirit on my gear since Ten Storms" Shaman.

I _love_ elemental shamans. Love them in my raids, love them in my 5-mans, and love them in my PvP groups. But DAMMIT if that doesn't piss me off.

this is now the best trinket in the game for arena mana fights, and any priest/druid with low spirit, since the new spirit changes this trinket is priceless and should be epic. almost 1k more mana per tick when i activate it while innervate is up, amazing. if u guys lost faith that it doesnt drop keep trying, took me 2 months gettin it and now since 2.4 its absolutly worth it

As a resto druid i have done some math and if u cast one spell after another the proc chance it's about 4.5%
I didn't tried to see if there it's a hidden cooldown (mentioned above), just keep spellcasting and see the proc rate (like in a real fight)
IMO this trinket it's one of the best, the use ability its very handy especially since 2.4 patch. 130 spirit increases mana regen by at least 45 mp5 (while casting) if u have a decent intellect pool, and even mention using this with innervate (i recommend a macro for it), then its SWEET.

This is an insane trinket for one add it to innervate with living spirit, i love this trinket. it got 2 WAY under equipped all blue/green shaman/resto drood combo to 1850 3 times(after dropping to 1200 and fighting back up lol)... but really it gave me 3 mana pools in a good fight. although my spirit is thru the roof i never ran out of mana when i needed it

Number Crunching Conclusions:
This trinket overall gives at least
30mp5 on a casting-heavy fight to a priest or druid since the regen buff in Patch 2.4
. With a well-timed Innervate or other effects, it can easily get much higher.
Assume:
45 second hidden cooldown
10% proc rate off of spell casts
1 cast every 3.5 seconds average (healing intense fight; only time regen matters nowadays)
Priest/Druid in T4 to T5, raid buffed
Analysis:
When raid buffed, I'm at around 850 mana/5 out of the FSR. Using the above, we get a proc rate of once every 35 seconds + 45 second CD = 1 proc / 80 seconds.
On a mana intense fight, you'll rarely be outside of the FSR; let's assume that when the trinket procs, 80% of the time you're in the FSR. That gives 0.15*850mp5*0.8 = 102 mp5 for 15 seconds = 306 mana / proc.
In all, the proc would then give 306 mana/proc * 1 proc/80 seconds = 3.825 mana/sec = 19.125 mp5.
Now, the on use portion is more difficult to measure, but I can estimate. When I proc this, I gain 140 mp5 out of FSR. Assume the worst case: I blindly activate on cooldown, I don't have the PM set bonus, the trinket never procs while you use it, and you don't use Inner Focus/Clearcasting/etc. to remain outside of the FSR for more time than usual. Then, for 80% of the 20 seconds you'll be regenning at 30% of the 140mp5 gain (due to Meditation/Intensity), and for 20% you'll be at an extra 140mp5 . This gives
20 seconds*0.8*0.30*140 mana/5 seconds + 20 seconds*0.2*1*140 mana/5 seconds = 134.4 mana + 112 mana = 246.4 mana for each use. This gives 246.4 mana / 2 minutes = 2.05 mana / second = 10.25 mp5.
This is WORST CASE. If you time it alongside an Innervate, Clearcasting, Inner Focus, or even a lull in the fighting, you'll get even more regen from this. This doesn't even include ~50 +heal I get from each proc (averages out to 50 +heal 1/6th of the time or 8.3 +heal; every little bit helps :) ).
For pure regen, this trinket is vastly superior to epics like the Tome of Diabolic Remedy and Fel Reaver's Piston. If it drops for you, keep it around for fights that kill your mana.

Did some testing in the beta to see if this Trinket is actually good and did some math in optimal situations.
My first question was if it would be worth to use so you could pop the 130 spirit inside of a blue dragon proc. From other people saying 10-15% proc chance on a 45-50 second CD I just assumed that it would proc all of its mana once per minute.
All of this is at 491 spirit with the BiS priest gear in the beta, which is best case scenario because priests generally have the most spirit.
The proc will add 73 mp5 for the duration of the buff. 219 mana over the duration and assuming you get that mana once per minute for 2 minutes it gives us 18.3 mp5.
The on-use gives you 144 extra mp5 while not casting, and 43 mp5wc. With 4 mp5 ticks in the 20 second use time.
Total mana from mp5: 576
Total mana from mp5wc: 172
In 2 minutes the proc gives you at most gives you 24 mp5 and at worst gives you 7.166 mp5.
So best case on a 2 minute fight the entire trinket gives you 24 mp5 and 25.5 mp5wc.
I also can't get access to a Blue Dragon trinket on the beta. But from testing BD with spirit tap I have a feeling BD just sets your regen to max, so there won't be any epic BD + Bangle memes. But the on use of bangle in 2-3 minute fights used in a blue dragon proc will actually be insane. At this gear it will give you the full 144 mp5 but while casting.

Not worth it for a Resto Druid, the spirit is nice, but +healing is better.
You should easily be rocking some 250+ mp5 in a raid nor am I entirely certain this actually stacks with the meditation talent. It doesn't seem to at first glance, granted it's hard to know when the proc buff does not actually update your character sheet while the on-use effect does.
