This item drops from Magtheridon in Magtheridon's Lair.
Blood Knight War Cloak is about the same, probably better. So it'd be nice to get instead of this cloak and save DKP, if your guild follows that rule.

Well choice of crit or AP is up to each hunter. The 4% crit u had there equals 90crit rating, which in blizzards "itempoints" would be the same as 180 attackpower for atleast 15dps.
Having crit or AP is basicly very much the same. Im personally on 20% crit and 2150 RAP which i prefer.
I'll assume you're a hunter (Rd) because you didn't mention hit rating or other stuff like that which would be essential for melee dps classes like rogues, druids, or fury warriors to name a few. And Haft, if you ever get to see this message, you'll probably change the way you think about gear and stats (in a good way, of course :-) ).
I'd like to add that there are 2 much more viable options for a cloak that do not consume DKP (unless your guild is incredibly petty and does DKP for kara). (For the purposes of this post, SB stands for Socket Bonus). Also remember the stat-to-dps weights of agility and ap put Agi>2 AP.

Drape of the Dark Reavers: 24 Agi, 21 Stam, 17 Hit, 34 AP -- Drop: Shade of Aran (Karazhan)
At first glance you'll notice you lose 4 AP on VW and 22 on DotDR, and that VW has no base stats while DotDR gives you 3 Agi over the blood knight war cloak at a cost of 12 AP. This looks bad right? Of course it does, but part of being a good raider is learning how to improvise. Lets take a look at how all your dps potentials are affected by the other stats and options of these items.
With Vengeance Wrap you can gem a nice 10 Agi gem (Delicate Crimson Spinel) and get a cool 2 hit rating. This leaves the door open to replace any Glinting (+hit and + agi) gems in your other armor sockets with pure Agi gems and up your actual dps by close to 4.5 at the cost of very little hit. In case you haven't been paying attention, that could be a potential gain of 15 -20 agility and 2 hit rating off a cloak with worse stats than what you started with. Cool eh?
But wait, lets take a look at the rather enticing Drape of the Dark Reavers. At first glance this does present a slight loss in DPS from BKWC... or at least in the tooltip. With this cloak you get a very nice 17 hit rating. For rogues this is essential and you probably won't be changing anything else on your other gear. But lets suppose you're a hunter... 17 hit rating pretty much lets hunters get rid of all their hit rating gems Thus, they can be replaced with Agi gems and (if you are only considering 2 +8 hit gems to be replaced) pump a nice 16-20 Agi into your gear and still
1 or more hit rating. Now that is a good cloak. Put a nice 12 Agi enchant on it and you're good to go. This also allows the enhancement shamans in your raid (guild) to have a chance at a nice cloak for them. After all, when you're a hunter, who needs Magtheridon when you have Shade of Aran?
