are what I currently have. I know that these are better in respects to about everything, but I find it kind of funny that I actually LOSE AP when switching to these. I also find these better than Felfury anyway.
And gah, still mp5 on gear? Put those points towards AP please.
So yeah, set bonuses and some more agil, stam, int, hit rating, (and mp5) are of course better, but if you're not getting the token from Curator...
I'm only going to be discussing stats in a capacity that deal directly with DPS on these gloves.
I find that overall Felfury Gauntlets with 2 +8 Str gems and the +15 Str enchant is better for Enhancement Shaman DPS. I would only choose these over Felfury if I had another piece of T4 for the set bonus and was in a raid environment, due to the 2-piece bonus and the 5/mp5.
As far as personal DPS, I find Felfury are superior.
Cyclone Gauntlets with +15 Str Enchant give you 42 Str (84 AP, 92.4 with BoK). Felfury give 31 Str with +8 Str Gems (62 AP, 68.2 with BoK). BUT, Felfury have +40 AP, for a total of 102 AP (108.2 with BoK).
While Cyclone Gauntlets have +21 Agility (.84% Crit, .92% with BoK), Felfury has +27 Critical Strike Rating (1.22% Crit).
The Agility on Cyclone Gauntlets also gives .84% Dodge and 42 Armor, but this is about DPS stats, not defensive stats.
Cyclone Gauntlets trump Felfury in Hit Rating. While Felfury have a socket bonus of +3 Hit, to maximize the DPS potential of these gloves, you have to sacrifice the bonus.
On the other hand, getting to the Hit cap for special attacks - 9% or 142 Hit Rating for Stormstrike and Windfury to never miss - is very easy to do without Cyclone Gloves.
As an Enhancement Shaman who is Dual-wielding, you should have 3/3 Dual Wield Specialization (+6% to Hit), and optionally have 3/3 Nature's Guidance (+3% to Hit) for the whole 9%. Without Nature's Guidance, you only need 47 Hit Rating, which can be gained outside of these gauntlets.
On the chance you don't have the required 9% hit, either from talents or other gear, Cyclone Gauntlets will definatly get you on your way. The presence of a Draenei Hunter, Paladin, Warrior, or Shaman (you) in your party. The Heroic Presence racial ability gives +1% chance to hit with physical attacks thus enabling you to swap 15.77 points of hit rating for more useful stats (
Felfury has 4 Stamina more (40 HP, 44 with BoK) than Cyclone Gauntlets. More HP means you live longer to do DPS.
Cyclone Gauntlets have 24 Intellect more (360 MP/.3% Spell Crit, 396/.33% with BoK) than Felfury Gauntlets. More Mana means more shocks and more spell crit means more shock crits, both which increase overall DPS.
Take this as you will. To me, it does not tip the scales enough to make me choose Cyclone over Felfury.

Felfury Gauntlets have 18 AP and .38% Crit more than Cyclone Gauntlets, although Cyclone Gauntlets have 19 Hit and 24 Int more than Felfury.
Although hit and intellect do increase DPS, they do not make enough of a difference to overcome Felfurys superior pure DPS-increasing stats.
Equip: Improves hit rating by 16.
Equip: Restores 4 mana per 5 sec.
