Worst epic ever put into the game after the Weapon Skill nerf. There's a lot of blue rings that beats this. 20 skill rating =~ 5 weapon skill, which equals to 0.5% crit versus higher level mobs (check out weapon skill at
). This should be a "rare" ring obtained at Honored/Revered instead
At level 70:
One weapon skill is given at 3.9 skill rating
1% hit chance is given at 15.8 skill rating
1% critical strike chance 22.1 skill rating
1% haste to attacks requires 10.5 skill rating
For each point that your weapon skill exceeds your opponent's defense, you gain the following:
Your chance to miss decreases by 0.04%.
Your chance to score a critical hit increases by 0.04%.
Your opponent's chance to block your attack decreases by 0.04%.
Your opponent's chance to parry your attack decreases by 0.04%.
Your opponent's chance to dodge your attack decreases by 0.04%.

The above poster who copied the wowwiki info is correct, but keep in mind that is for each point that your weapon skill EXCEEDS your opponent's defense. If you want to look at a raid mob situation, you more than likely aren't going to exceed the opponent's defense @ lvl 73 of 365 defense (unless you're bringing 15 FCS=58.5 FCSR), and this is where the ring shines.
For druids who have little or no FCS, this ring is absolutely incredible. The mechanics for weapon/feral combat skill are still somewhat unknown, but people have run tests to try and narrow it down. A blue post gives us some indication:
Here are some numbers that someone has done extensive testing on, for every 1 FCS:
Defense greater than FCS by 11 or more - Weapon skill grants 0.2% hit, 0.1% lower chance to get dodged, 0.6% lower chance to be parried, 0.2% higher chance to crit.
Defense greater than FCS by 1 to 10 - Weapon skill grants 0.1% hit, unknown chance to get dodged, unknown chance to be parried, 0.1% higher chance to crit
Defense lower than attack - Weapon skill grants 0.04% hit, 0.04% to be dodged, 0.04% to be parried, 0.04% chance to crit.
What this sums up to be is you want to aim for 5 FCS. With 5 FCS you are within 10 skill points of the raid mob's defense and the penalties are diminishing at that point. That's not to say that up to 15 FCS is useless, but between 6-15 FCS you're probably better off with an item that grants more str/agi/hit/ap for the item points.
Guess what this ring has? 20 FCSR=5.1 FCS, exactly what we're looking for.
You can do a search for feral combat here,
, and click on the links of each to determine the weapons and armor that grant FCSR and you can see most of them are rather low DPS item levels. For end-game raiding druids serious about DPS, most will not be using these and opting for better ones for those slots (Stranglestaff for weapon, Skulker's for legs, etc). Having this 1 ring provide the 5 FCS we need and only taking up one slot is wonderful. I see this ring being used in endgame for a long time until Blizzard introduces more FCSR items.
As of recently, it has been systematically proven that by gaining +5 weapon skill, which you do from this ring, it will give you 3% tohit against a Level 73 mob if you are 70 and have 350 Weapon Skill.

I will however give you a slight tip: I'n its current Form, Feral Combat Skill gives the following against a level 73 boss:
+1 Feral Combat Skill = 0.4% +hit
+2 Feral Combat Skill = 0.4% +hit (0.8% total)
+3 Feral Combat Skill = 0.4% +hit (1.2% total)
+4 Feral Combat Skill = 0.4% +hit (1.6% total)
+5 Feral Combat Skill = 1.4% +hit (3.0% total)
+6 Feral Combat Skill = 0.1% +hit (3.1% total)
+7 Feral Combat Skill = 0.1% +hit (3.2% total)
+8 Feral Combat Skill = 0.1% +hit (3.3% total)
+9 Feral Combat Skill = 0.1% +hit (3.4% total)
As you can see, The first 5 Feral Combat Skill you gain is worth alot of +hit. Especially Feral Combat Skill nr. 5 is a Magical numbers, since it takes a 1% jump in +hit in addition to the 0.4% of the 4 previous skill points. This means that aiming for 5 Feral Combat Skill = 19.5 Feral Combat Skill Rating is VERY valuable to DPS against a level 73 boss, not to mention the decrease in Dodge Chance the boss also gets (although that value is minor).
Therefore Shapeshifter's Signet is a big YAY for Feral Druid DPS.
The Standard miss chance against level 73 mobs (bosses) is 9%. With 5 Feral Combat Skill rating, thats suddenly 6%. Cover up those 6% (95 hitrating) and you are pretty much set on that account.
With the 2.3 patch, this ring is now of greater potential use to any melee focused class.
Classes that previously would have ignored this but should now definitely consider it are fury warriors and enhancement shamans....particularly if duel-weilding.
Don't forget it's really rather cheap for an epic at only 20 gold. You can easily afford to pick it up and take it for a test-grind without blowing your DKP or annoying your guild. Lower City has a whole stack of these things to give away to people they really like, kinda like friendship rings only less wussy.
In patch 2.3 the former weapon skill is now expertise, which means this item gives 1.25 less dodges and parries, which is pretty very handy.
This ring's value for druid tanking, or just any kind of tanking, has been noted by many of the posters above. It's all about the
Expertise is important for druid and warrior tanks not only because it makes their threat more consistent by increasing the chance that high-threat special attacks hit their targets. It is also doubly important against bosses because it reduces their chance to parry. Since a parry results in the next autoattack swing being hastened by as much as 40-50%, getting parried by a boss can result in a deadly burst of damage.
I recommend to any feral druid tank to take expertise seriously, especially for its value in boss fights where druid tanks are already rather weak compared to warriors.
This is one of only three likely sources of expertise that a druid tank can get. The others are:

Bought for 35 Badges of Justice
Requires Exalted Cenarion Expedition
All three items are reasonably attainable even for casual players. Their combined expertise rating is 65, or a total of 16.67 at level 70. This reduces your target's chance to dodge and parry by 4.17%, for a total of 8.33% increased chance to score a hit.

Were is theeh Feral combat skill I keep reading about ? Has it been replaced with Expertise? Equip: Increases your expertise rating by 20 (5.1%).
20 expertise is insanely good for a combat rogue. This + talents is 30 expertise and thats very very good. Only issue is getting exalted as its very boring
Dagger skill and feral combat skill? Seems like 2 mis-matched equip effects. Looks like a +shadow/frost damage-type item made to specifically benefit 2 classes, first one I see for druids/rogues though.

How long can you turn in Arrakoa Feathers and what to do to get Lower City reputation when you can`t turn them in more? Example Unidentified Plant Parts for Cenarion stops at honored.
Arrakoa Feathers will give you reputation until Honored, after that doing Auchindoun instances is the only way to gain further reputation points.
Honored to Revered takes about 4 to 5 full Shadow Labyrinth runs, healers may want to get

Now, I'm a rogue (and I don't know much about feral) so I'll explain the benefit of all this.
Most of the rogue specs depend on the yellow damage dealt. Now you all know that yellow damage has a 5% base chance to miss, and you can easily reach the limit with a little +hit rating. +weapon skill will make it that mobs have a less chance to dodge/parry/block you. Doing what +hit rating can't do (..I THINK).
On the other hand, even though I have enough +hit rating I never cared for it really, because if my yellow damage misses then I'll just get most of the energy back. Not much of a loss there really.
So basically +hit rating and +weapon skill doesn't really matter much for yellow damage dependant rogues (Like mutilate spec'd ones) and as for white damage rogues you can probably get more damage off of +hit rating than +weapon skill, Yellow damage is a base 5% miss BUT white damage on dual wield is a 24% miss, so you got a long way to go with +hit rating anyway..
+19.5 weapon skill rating = +5 skill = ~0.8% more hit , 0.2% crit, and 0.5% crit on mobs higher than you
+15.8 hit rating = ~1% more hit
Really I don't know for sure if this ring is worth it or not, weapon skill USED to be GREAT pre-patch 2.0.1 because it reduced the chances of glancing blows happening.. Not anymore it seems.
I'm yet to get this ring, but I'm definitely willing to try it out on heroics and see if its any good
maybe i will give this ring a go on my enhancement shaman duel wielding daggers. Stats aren't that bad but no AP is quite disappointing.

question. if you buy this, disenchant it, are you able to purchase another one since its unique and you dont have another one? if so this might be the cheaper way to go for void crystals.

this ring is garbage, compared to band of exorcist you only gain .1 crit but you loose wep damage, ap, hit, and HP.
This ring is designed for raid bosses (lvl 73 mobs). It actually increases your chance to hit a lvl 73 mob by 3% if your weapon skill was at 350. This ring gives u 5 more weapon skill. Speaking in general, if your weapon skill is at 355 then you have 3% more chance to hit against lvl 73 bosses or mobs than if you have 350 weapon skill. This ring saves u sorting out your other gears for the extra 3% to hit against raid bosses. The ring is not useful against mobs at lv 72 or less.
one problem with the +hit and the 73 raid boss, when you get epix you also get hit rating, I'm a hunter (should have about 140 +hit), if I want I can with the +hit gear I have get to 190 hit. The gear I use at this time gives 152 +hit, so this ring should only be bought pre epix gear. When you have epix gear you really don't need it that much more.
not really sure where you are going with the hunter comment, but expertise has absolutely no effect on ranged weapons.
for those unfamiliar with this ring's stats pre-2.3, it granted weapon skill, after 2.3 it's expertise.
Strongly considering picking this up for my tank.
Expertise is a great stat for any tank, as it translates into more threat and less damage taken by the tank (when a boss parrys they get a 40% increase on attack speed for their next attack).
This ring should be considered by both druid and warrior tanks while fighting tidewalker.

How do these two rings compare? The +agi & dodge rating is nice for armor contribution as well as overall dodge rating.

I'm not all that familiar with 'expertise rating'. How does that translate into anything beneficial for me? I'm thinking as of now, that I'm better off keeping the ring I have.
This item’s change from Dagger and Feral Combat rating to Expertise makes it a fantastic tanking piece. The raw power of Expertise coupled with decent levels of agility and stamina may very well put this piece among the top tanking rings in the game at kara level, if not even ssc/tk.
Excellent for tanking. Expertise decreases the chance the opponent will dodge block or parry. Very useful for threat gen.
