This item previously had spell crit rather than mp5, but after discussions with Kalgan on US forum boards, the spell crit got changed to mp5.
As of this writing it looks just like the healing cloak from prince, white with a gold trim.

I bought this item from G'eras yesterday in Shattrath, it looks pretty cool too. It's white and looks longer than your average cloak or cape.
Well actually I think it is a reference to "My name's Earl" TV Show, where he thinks that everything happens for a reason, its karma. :)

The yellow description is possibly a reference to John Locke, a character from Lost.

Cloak of Subjugated Power
are currently the two highest-resilience cloaks in the game. This is the healing cloak and
Cloak of Subjugated Power
is the non-healing caster cloak. There is currently no melee cloak with greater than 21 resilience.

Though this may be obvious (hence why it has yet to be commented on), the flavor text is likely a reference to the concept of
, a belief prevalent in several world religions including Buddhism and Hinduism, which holds that we are responsible for our own actions and the resultant consequences of those actions.
The statement "everything happens for a reason", along with the name of the item, both seem to be clear references to this concept. ^^
I thought "Everything happens for a reason" was a monty python reference.
This item was originally slated to have 16 spell crit instead of 6 mana per 5 sec.
However, after player comments, the spell crit was removed and 6 mana per 5 sec was added in it's place.
Just another possible explanation of the flavor text: "Everything happens for a reason"

Looks like I'll be saving up my badges for this. It's better than both my PvP and PvE cloaks.
Finally a PvP healer's cloak, too bad you gotta PvE a good deal to get this. 60 Badges is a lot to someone who spends 95% of their WoW time PvP'ing. Blizz should have made a healer's cloak on par with
Sergeant's Heavy Cape
, 20 AB Marks and a bit less than 10k Honor is nothing to a PvP'er. 60 Badges is a ton.
the above post may be right for some people, but other people, myself included, are more busy with their real lives to be able to pve for hours on end, even if its once a week, to get their gear. Instead Blizzard made this more time consuming, but more spread out method, PVP. Its fun, aggressive and sometimes madening watching little kids beat the crap out of you because they can get so much honor with their time in the day. So yes its easy for them, but for me its a different story. I love this game, its fun, but i dont have much time, so thankfully blizzard allows people like me a chance at gear with a slow paced, NOT TOO HARD TO GET, (in other words doesnt need to be harder as posted above) way to get gear. THank you for reading.
1-2 hours a day for 10 days doing the daily heroic each day where getting a decent pug as a healer is easy-mode is not any more of a grind than grinding out honor or arena points for gear. Some might even say that a max of 20 hours for an epic item you are not going to replace is too easy.
I can't wait to get this for my resto druid's pvp set. It's the only healing cloak with resilience for 70's that I know of. As for the difficulty of obtaining pvp vs. pve gear, and this item's interesting placement between the two... I just have to say, at least it's only badge gear. You can get badges easy. It's not the same as a drop off a boss. The thing with your pvp gear, is that it take several days to get one piece, but you're guaranteed to get it if you keep playing. You could run an raid 100 times and the boss might never drop what you're looking for (curse you Prince!), so that's why pvp is so attractive. The catch about pve gear is that you could suddenly get virtually all the drops one day and then you'd be rocking.
But badges make it easy, it's just a matter of time (e.g. I'm trying to piece together a pve moonkin set, and i can get a complete one with about 425 badges >.< it's time-consuming, but simple to get).
House MD reference?
1 thing I am kinda off-put by is the need for a priest to respec to do arena / heroics... I am shadow atm, partly discipline which is worthless for pve. Even if I were an arena healer it would be all discipline and not main-healer quality... So is it supposed to cost me about 10000000000000000000000000000000000 Gold to get this cloak over time given respecing for arena points once a week while grinding badges during the week? Over exadurated I know but you get my drift? Oh well, it does make it harder for my competition to get so woot for that >:O
I think what a lot of people are missing is that this is a great healer's cloak for either pvp or pve. Like someone said up there, it's not that hard to get (about a month of relatively casual play -- 3 badges / day over 20 days). It's ranked in the top 11 of all cloaks on the Armory, and 7 of those are from Black Temple and 2 are from Hyjal. Ya, good luck getting those, casual player! Nevermind that the "better" cloaks are a mix of dps and shadow gear. This means it's one of the best healing cloaks in the game, whether or not you pvp.
No one else but me noticed how the name adds up with the "Everything happens for a reason." text?
