More passive haste rating. It seems Blizzard has decided to change things up a bit in itemization (for rogues, at least) and start adding "Ignores armor" and passive haste rating. Needless to say, there isn't much out there that can beat this.

This is reward from ZA timed event - loot from a chest pretty much like kara chess event.
This is an EXCELLENT hunter cloak.
Very comparable, if not better than
and has no hit, unlike
Shadowmoon Destroyer's Drape
Hit cap is farily easy to reach and having an option of a cloak without any hit rating is very nice, especially if you end up collecting a lot of hit gear... like full T5 and Halberd of Desolation.
I have been looking feverishly for info on the OFFICIAL drop rate of this cloak. No resource has the correct info except the WoW Armory, found here:
This item drops from "Harkor's Satchel" in Zul'Aman with approx a Very Low (3% - 14%) drop chance. Harkor is one of the sacrifice victims you save, so his satchel is timed loot.
Patch 2.3.2 fixed the issue with this item not dropping in Zul'Aman its a loot from the first chest while doing the timed event.
For rogues, this item is a definite upgrade from Drape of the Dark Reavers.
You might be deterred by the loss of 17 hit rating. Please realize that hit rating and haste rating actually do the exact same thing: they increase the number of auto attacks that hit the boss. Because they also convert at the same rate, you can safely weight them equally. In which case it should be obvious that 25 haste > 17 hit.
It's not a huge upgrade, but an upgrade it is.
Edit: apparently my comment was a little confusing. I fully understand the different mechanics of hit and haste. My point was that the net result (the increase to your auto attacks) is the same, even tho the two mechanics gain that increase in different ways. Regardless of your current hit or haste rating, 25 haste will always increase the number of auto attacks that hit the boss by more than what 17 hit would give you.

According to the theorycraft I have done this is in fact the best dps cloak in the game pre-2.4 for feral druids. Surprising given that haste rating is reasonably "meh" for us, but the agility and attack power are quite nice.
Great for BM hunters if you can make use of the haste. Hit does start to become an issue once you hit tier 6 content, but there are few other viable upgrades before you get the back from Teron. The halberd is a good item, but the S3 axe or double Mojos or Mojo+trackers blade is what you'll want to use leaving you with a bit less hit.
I'm sorry if this is the wrong place to ask this, but why on earth was my post purged?
It was the only one on the page giving information that apparently is not well understood about a stat that's somewhat new to this game.
Anyway, haste is neither diminishing nor linear, it becomes better as you stack more.
My thorough explanation got purged for no apparent reason, so rather than type it all up again I'm going to hope it's replaced.

This was removed by accident from Chest 1 of the timed event in ZA. In patch 2.3.2 they re-implemented this item on the first chest, dropped for me the first week of that patch.
This drops off the first timed loot chest inside of Zul'Aman. It drops out of the timed loot chest for whatever boss you down first (usually Akil'zon or Nalorakk), as there is no set order in which you must kill the bosses.
It's dropped at least 3 times for our guild since the patch where it was put back into the loot tables.
Shadowpanther rates it as the 2nd best Rogue cloak in the game (behind
Shadowmoon Destroyer's Drape
, which drops off of Teron Gorefiend in the Black Temple.
The latest rogue DPS spreadsheet rates it as the #1 rogue cloak in the game.
Much easier to obtain, and certainly an upgrade over
Drape of the Dark Reavers
Don't let the +haste nerf fool you, it's still arguably the stat to stack in end-game.
This comes out ontop of all other retribution paladin cloaks if you number crunch it for Blood Elves, unless you need hit then of course Shadowmoon Destroyer's Drape is better. The haste is really a big buff for the DPS, all of this from a 10 man :|
