2.75% antiparry/antidodge at 70 plus a nice sustained proc, well worth any melee's time to run Heroic Magister's.

This is a very very good trinket, might actually be better than warp spring coil and tsunami talisman. It's not widely realised, but expertise rating is actually more powerful than hit rating point for point.

Expertise is a very underestimated stat by many. For every melee classe in the game expertise is currently worth X times another stat. For Rogues for example expertise can be worth up to 1.4 agility. So consider that (44*1.4=61.6 agility equivalence) and add that to (230/2.25= Roughly 102.2 Permanent AP if it constantly procs on the borderline 45s Cd)
So +44 expertise (2.75% Parry/Dodge reduction or +61 agility for you "I don't like expertise people" ) and +102 ap is Beaten by what in this $%^&ing game except for DST ?
Clearly best trinket out there. A must have.

Something few people realize is that expertise applies to 100% of your melee damage (unless you're a combat rogue with the 41 point talent), which is especially important for dual wielders. On it's own, attacking from behind, before you're hit capped for your abilities, it's exactly equal to 1 point of hit rating. Most people during trash encounters end up attacking from the front atleast 5-10% of the time, so it's worth double the value of hit for that. Also for any dual wielder who has gone past the ability hit cap, hit will only apply to your white attacks (roughly 50% of your output), while expertise gets the full value per point.
I've also seen parsing showing that special abilities work on a two-roll system, which would further increase the value of expertise if it's true, as removing dodge/parry from an enemy will effect your crit rating of your special attacks.
In the end, this is an incredibly valuable stat, and to have such a huge amount given in a slot that's generally itemized rather weakly is a huge boon. I for one will be replacing the Bloodlust Brooch with this trinket.

This would also be a significant threat-generation boost for tanks. Although the stam/dodge trinket is more clearly tank oriented, I'm hoping to get both. Wear this for trash, wear the Commendation for hard-hitting bosses.

this, like the brooch of deftness, will be a very nice addition to both my fury set and my tank set. Once you hit 142hit as a warrior, the value of +hit goes down (or is useless if you aren't dual wielding) since you won't be missing with your big attacks anymore. These attacks can still be dodged or parried tho. Expertise boosts overall dps significantly and, until you can at least reach the point where your special attacks will no longer be dodged (since mobs generally have a lower % to dodge as opposed to parry), this is probably one of the top 4 trinkets in the game for a dps warrior (DST, madness, and tsunami being the other 3). Try this thing out and you will probably be amazed at how much more dps you are doing (and im only speaking for the expertise...not counting the chance ability).
edit: fury warriors - try the brooch of deftness out as your dps neck if you have one. i recently tried it out in my dps set and i haven't swapped it out yet. that will give you an idea of how powerful this trinket will be.

The reason of this item being desired for many rogues is because for melee attacking from behind, expertise rating is superior to hit rating. Once melee have reached a sufficient amount of hit such that yellow attacks will never be missed, hit rating only benefits white attacks. However, expertise rating will reduce the chance that both yellow and white attacks will be dodged or parried. Therefore, in situations where the chance to miss a yellow attack has been eliminated, and the chance to be dodged still exists, expertise rating will be roughly twice as good as hit rating for a melee player.

Some bosses will parry more than 15% of your attacks.
This is from tank logs i have been shown.
If you attack from the front, there's no reachable expertise cap as far as i am aware.
Remember tanks with current aggro have to attack from the front, and in some rare cases, melee have to do the same.

A few facts about expertise:
44 expertise rating + 10 expertise talented + 10 expertise rating from Shoulderpads of the Stranger puts a rogue at 26 expertise/6.5% dodge cap. Human rogues require 20 less expertise rating for swords/maces.
Raid bosses can dodge/parry attacks made from behind them, so this % is always used.
Because expertise removes 1% parry AND 1% dodge, it is actually twice as good as 1% hit up to the dodge cap of 103 expertise rating.
Ranged attacks cannot be dodged/parried so hunters shouldn't be using this trinket.

135 Expertise rating works out to be around 34.6 Expertise Skill, Add this to a Protection Warriors Defiance talent which gives 6 Points of Expertise Skill and that's 40 Expertise
For a tank, If you can remain uncrittable and not gimp your Mitigation too much then this would be a pretty amazing set up for threat, and the damage reduction through the reduction of boss parries would be a great help on Hard hitting bosses.
All this with never actualy setting foot into a raid is pretty good.
Just to say, I am not saying a tank should roll for this over a Melee DPS, But if you can get it then it would be an awesome upgradr

This trinket is quite interesting for any rogue speccing hemo as well considering you can't get to the 41 pt combat talent. Capping expertise as far as dodge immunity/avoidance or whatever you want to call it would ensure a few more hemo hits and less wasted energy.
For a combat rogue, as has already been pointed out, 297 hit unbuffed is enough to hit the cap with imp. fairie fire and +20 hit food, at which point additional hit becomes worthless and expertise is the only stat that can increase your hits on a boss mob.
With the new badge loot chest and legs there is no reason for any rogue in t4/t5 instances not to reach 297 hit and then this trinket is simply, the balls.

Real simple answers.
Q) Is Shard of Contempt an upgrade over -
A) Yes. Yes it is.
Q) But you didn't even let me finish!
A) I don't need to. If you have to ask, it's a goddamn upgrade.
Q) Is there any way it's not an upgrade?
A) I can think of two situations in which Shard of Contempt is not a clear upgrade.
1: You have Blackened Naaru Sliver/Dragonspine Trophy, in which case, you really shouldn't need to ask this question and this thread is not for you. I hope to god you don't need to ask that question.
2) You're already Expertise capped, in which case, you should replace your Vashj belt/Hydross shoulders/terrible Alar gloves with better, non-expertise stuff and equip a friggin Shard.
Q) What if I'm Mutilate/Shadowstep/Hemo?
A) Still better. In fact, if you're Mutilate, it's probably better than DST. Shard/Ashtongue is disgusting.
Q) I don't understand Expertise.
A) Okay, you know those annoying dodges? The ones that reduce your DPS and won't go away no matter how many Rigid Dawnstones you put in everything? Expertise makes those go away - not just on your white damage, but on your specials (which is why the Shard is so sickeningly good for Mutilate.) Until you cap it out (at 103 rating, 63 if you're combat, 43 if you're human), Expertise is god damn amazing. It's hit rating on crack. It's old-school Weapon Skill with a side of good itemization. It's Karl Malone driving across the court and dunking in five guys' face without spilling the beer in his other hand. It's the pimpest *@%* there is.
Q) What about the proc?
A) 10%-ish proc rate, 20-second duration, 45-second hidden cooldown. So that's pretty much nearly a 50% uptime rate for 230 AP. So yeah the proc is amazing, and that's why this isn't a gimmicky "let's cap Expertise and stand in the frontal arc of anything that doesn't cleave!" item. It's just a winner and if you see one drop, stab the rest of your group to equip it.
Q) Is this useful for anyone else?
A) DPS warriors, bonkadins, Enhance shammies, and feral druids can all get some good use out of it, especially the latter two with their lack of Expertise talents. You should still stab them if they outroll you on it, but that's just to make sure you get it, not on any sort of principle. It's not a DST.
But for the love of God, don't let a hunter take it.
Q) So why don't you have one?
Shut the hell up.

The great thing about this trinket for rogues in the T5/T6-content range is that it opens up a great deal of equipment possibilities. Stuff from T5-instances like
Shoulderpads of the Stranger
,
Gloves of the Searing Grip
or even
Belt of One-Hundred Deaths
no longer are best in slot for many rogues, because the expertise-cap can be reached by 2 talent points (weapon expertise 2/2) and this trinket if you are human or nearly reached (20 exp. rating missing) for nonhumans.

# Estimated ~250 EP 45 second internal cooldown, believed to have between 1-1.2 PPM.
# 160.25 EP = ( 40 + ( 325 * HasteRating * 10 * 1.5 / 60 ))
Assuming a 1.5 PPM
# New drop from Zul'Aman. 150 EP = 90 + ( 360 * 20 / 120)

Q) So why don't you have one?
Shut the hell up.
Quoted for absolute truth. It's been two weeks since release and I still do not have one, even despite running the instance every night (save for two). Frustrating.
Still, MgT Heroic is a pretty fast and generally painless run with four Badges and some other neat loots here and there, and as such is worth running regardless of one's need for trinkets. The call of the Shard, however, is too strong to ignore, and any melee DPSer worth their salt will be after it.
It's nice to see that with items such as the Shard, Blizzard is finally acknowledging how important this stat is for all melee DPS, and not just Rogues. Most Expertise can be found on either Leather gear, or tank-specific gear; strange considering that it is so critical for every class that spends their time in close-quarters with mobs.
Took a long time, but the Shard was worth the wait. Once you get it after sharding Timbal's 6 times.

For a Retribution paladin, this trinket is almost a must. With a slow swing timer, you really want to hit as often as possible. 2-3 dodges in a row WILL hurt your DPS badly.
If you are hit capped otherwise, combine this trinket with the following Tier 6 items:
Shard of Contempt
44 expertise
Lightbringer Bands
16 expertise
Lightbringer Girdle
25 expertise
Lightbringer Boots
19 expertise
And you will be expertise capped (while attacking from behind) with a grand total of 104 expertise rating.

The new, revised version from the OP:
Real simple answers.
Q) Is Shard of Contempt an upgrade over -
A) Yes. Yes it is.
Q) But you didn't even let me finish!
A) I don't need to. If you have to ask, it's a goddamn upgrade.
Q) Is there any way it's not an upgrade?
A) I can think of three situations in which Shard of Contempt is not a clear upgrade.
3. You're Expertise capped due to Slayer's Boots, which are just far above and beyond any other available boots even if the Expertise could be considered a wasted stat. In this case, just run the spreadsheet and see if Madness/Ashtongue might be better for your particular gear, and see #1 about not really needing to ask me.
Q) What if I'm Mutilate/Shadowstep/Hemo?
A) Still better. In fact, if you're Mutilate, it's probably better than DST. Shard/Ashtongue is disgusting.

It's Karl Malone driving across the court and dunking in five guys' face without spilling the beer in his other hand. It's the pimpest *@%* there is.
Expertise will also make parries go away; you technically aren't supposed to get those behind a mob but due to server-client lag you will (or rather, now you won't!) However, standing in front of mobs won't work properly because their parry rate is actually higher than 6.5%. It is possible to get enough Expertise to make that parry rate go away (something in excess of 150 rating total), but you really shouldn't bother. Just stand in the rear 180 like a good little buttonmasher.
Q) What about the proc?
A) 10%-ish proc rate, 20-second duration, 45-second hidden cooldown. So that's pretty much nearly a 50% uptime rate for 230 AP. So yeah the proc is amazing, and that's why this isn't a gimmicky "let's cap Expertise and stand in front of Prince Malch in Phase 3!" trinket. It's just a winner and if you see one drop, stab the rest of your group to equip it.
(It has been noted that the actual uptime is around 45%, which may not be "nearly 50%" depending on your standards of colloquialism.)
Q) Is this useful for anyone else?
A) DPS warriors, bonkadins, Enhance shammies, and feral druids can all get some good use out of it, especially the latter two with their lack of Expertise talents. Much, much, much better than both. The 44 Expertise is infinitely more valuable than the crit %, and the proc on the Shard lasts longer than either of the other two, and is generally more powerful for other reasons. No question, you want this for PvE, without a doubt.

1%hit< 1%expertise because hit only affects white dmg.
1% expertise, from behind, only affects dodges...correct.
however, SPECIAL ATTACKS can also be dodged. You will not miss special attacks after roughly 9% hit, you will still be dodged/parried/blocked.
After you are expertise capped it does nothing for you.
26 or so expertise.
After you are hit capped it does nothing for you.

For Protection Warriors:
26 *is* the 'first cap' its not THE cap.
26 removes dodges from the equation.
Parry rate is unknown. Assumed to be 10.6%.
Alot of WWS Report show bosses parry rate closer to 15%.
Head over to elitistjerks, on the Protection Warrior thread there is a good discussion about that.
Ref :
http://elitistjerks.com/f31/t18771-protection_warrior/
To reach 10.6% parry reduction, you need 42.4 expertise (168 rating).
To reach 15% parry reduction, you need 64 expertise (253 rating).
So, depending on what you believe the cap is 64 or 42. Not 26.
** Edited to add EJ's thread URL.
** Edited to match updated data (Thanks Rayzorium)
Wrong and right. More on the wrong side, however. The cap for all intents and purposes IS 26. As a Melee DPS, you should be BEHIND the mob at all times. Guess what? Mobs can't parry from behind. Sure, if you do hit the actual expertise hard-cap of 64/42 you could stand in front without triggering Parry, but what about Cleave, and frontal AoEs?
You ALWAYS stand BEHIND the mob as a Melee DPS, so YOUR expertise cap is 26. End of story.

I'd like to ask if it's a good trinket for a warrior in arena. Many classes have tlalents for dodge and parry so it might help us to counter them a bit, and the +AP can come handy as well. So i'd like to know if it's a good dps trinket in arena or other trinkets can help a lot more?

I'm going to assume that it has a cooldown on it similar to Hourglass of the Unraveller..I don't have mine yet (lame healing trinket keeps dropping =\), so I can't say for sure.
According to spreadsheets and whatnot, this is the third best Rogue trinket in the game, second to Blackened Naaru Silver and Dragonspine Trophy, so I can safely assume that it's also top-notch for other physical-DPS classes.
Edit:
So, after about 8 or 9 attempts, I finally have this trinket. I can safely say that it's MUCH better than the Hourglass, and all Rogues should immediately replace theirs with this. The proc rate is amazing..so much so, that Sap triggers it; though I'm sure that will be fixed soon.
All in all, this trinket is definitely worth it.
Though..I haven't tried using it with the Hourglass yet..could be interesting if they don't cancel each other out.
Oh, and just for fun, the name of the buff you get when the trinkets effect procs is "Heroism."

One of the best pre-raid trinkets for melee in the game. Since all mobs have a 5% dodge chance the expertise rating this give correlates to a direct 5% increase in dmg, aka 5% expertise negates 5% dodge and parry so assuming your meleeing from behind you will get a 5% dmg increase.

just got this and it is insane, procs of every mob and stacks with other ap trinkets. namely bloodlust brooch.
basically if ur doing heroics it will proc off every other target. as far as im aware it wont proc again in the 20 secs it is active, or reset the timer to 20 secs. It seems u have to wait till the buff has finished before it will procc again.
there is a graphic, similar to those when u buff yourself with a scroll as it becomes active, but no other change to ur char appearance for the duration of the buff. (i must admit this is a little dissapointing cause it can easiy be missed, which is a shame cause id quite like to let the other rogues in the group without this trinket to always know what they are missing)
If like me you are using blade flurry and slice and dice (or just slice and dice) u can easily get it to go off very quickly after it has just finished, so fantastic for boss fights.
again if ur using the bloodlust brooch at the same time thats an extra 508 ap for 20 secs!
the extra 44 expertise is the icing on the cake.
To sum up, this thing kicks ass!

One thing I haven't seen mentioned is the extreme viability of this trinket in PvP. I can't herald the addition of 44 expertise against rogues enough. Pure awesomeness - just got that thing today and I am one happy Enh Shaman!

I, combat rogue, just lost this to a hunter. Worst part is, we both rolled 45.
NOT FOR HUNTERS!

is expertise any good for hunters?
and is the chance on hit only melee or ranged too?

I assume I want to get as close to the hit cap as possible once this item is attained, then worry about everything else. As a combat rogue I have a un-buffed hit rating of 262 if I replace Romulo's with this (which I did). My other trink is the hourglass. Should I replace the hourglass losing 32 crit and a chance for 300 ap with RPV, or stick with the HOTU? Thanks in advance for your opinions.

erm, you should be attacking from behind as a melee dps anyways. and i thought you can't be dodged or parried while behind the target.

It's called luck of the draw. It tends to vary from person to person.

This is an absolutely incredible warrior tank threat trinket. The only one comparable would be
