These seem to come from the Ribbon Pole, spark like things move across the ground called 'Ground Flower's that can be targeted using the slash command. Then they fly up into a firework.

Midsummer Ground Flowers are sold by holiday fireworks vendors. The following holiday fireworks vendors are only available during last portion of the Midsummer Fire Festival:

Horde vendor Kizzak Sparks is located in Orgrimmar. You can find him in the Valley of Honor between the engineering and mining trainers. He is a goblin infront of a large cart of rockets.

Alliance vendor Wizbang Booms is located in Ironforge in front of the bank. There is another Alliance vendor Lillian Singh located in Stormwind in front of the auction house.

There's also a couple of goblin vendors in Ratchet and Booty Bay who sell fireworks to both factions:
