Once again the ostensibly Druid bracers are worth considering for Rogues.
For Rogues, these offer:
their own bracers
Not to mention a lifesaving
on the Dragonhide (woohoo :D).
Unfortunately the leather bracers are currently restricted to leather-wearing classes; these have better stats for Shamans than their own pair:
3 Strength and 17 Intellect
their own bracers
A better mix of stats for the melee-focused Shaman, however dropping from mail to leather is a loss of
which is not insignificant. The Agility would make up for some of that, though, and if I had the choice of wearing Dragonhide over Linked as a Shaman I'd do so in a heartbeat.

Its funny how you point out that these may very well be better even for rogues than their own bracers.
And even though it's also true for enhancement shamans, they can't wear these cos they're rogue / druid only, so what you're saying doesn't go for them sadly.

and have a new requirement of having Arena Rating.
For someone that has never Arena'ed in his life...This makes me sad. Not that I don't enjoy PvP...but arena is a mockery to structured PvP.
Long story short, enchanted with 12 str and socketed with 10 agi, these will be the best feral DPS bracers in game until T6 from Sunwell. And let's be serious, 1575 personal arena rating is @#$% EASY to obtain as a druid (be it feral, resto or moonkin) with a good teammate.
They would provide no less than 123 AP and 2.53% crit chance O_O
And socketed with 5 agi 7 sta and enchanted with 12 sta, these would be awesome for tanking as well, despite having a bit less armor than the Band of the Swift Paw, but thus providing 52 stamina and 30 agility, plus the VERY nice resilience towards crit immunity.
Personal rating? Where? What?
These are the best bracers until T6 from Sunwell indeed. Though when compared to Band of the Swift Paw at first they may seem inferior, they make up for their small difference in being able to itemize better in other slots via resilience.
Go get 'em.
For pvp rogues AP>crit, so if you are going to gem 20 AP in the socket (which you should unless you need a 10 crit 5 AP to unlock your meta) the rogue ones are better, having more AP than the druid version, although lacking crit, which to me is not a big deal, a rogue has over 30% crit in full s3 gemmed AP to begin with.
L33T math for ShS rogues only, if your mutilate you prolly want crit so take dragonhide but idk:
Leather: 32 AP(1.10)--> 35.2 AP, 28 AGI(1.15)-->32.2 AGI
add these together and you get 67.4 AP (1 AGI=1AP)
Dragonhide: 25 STR(1.00)-->25 STR, 25 AGI(1.15)-->28.75 AGI
add these together and you get 53.75 AP (1 STR or 1 AGI=1AP)
Hmmm. 67.4-53.75=13.65 AP.
On the crit side (I'm only doing this so ppl dont QQ at me being singleminded btw)
1% crit=22.08 critical strike rating
1% crit=45.78 agility
Leather: 32.2 AGI (1/45.78) + 15 Crit Rating(1/22.08) = 1.383% chance to crit
Dragonhide: 28.75 AGI(1/45.78) + 24 Crit Rating(1/22.08) = 1.715% chance to crit
Result: 23.65 AP vs. 0.332% chance to crit. I choose AP, you can make your own decisions when S4 comes out though.
If you put this through a AEP equation (1 hit=1crit=2ap=1agi) then you get 13.65/2=6.83 AEP vs 0.332(22.08)= 7.33 AEP. Via this, the Leather is slightly inferior for pure dps stats (unmitigated by resil aka raiding). Although I am not taking into account buffs such as BoKings which would scale the dragonhide better than the leather.

Bands of the swift paw may be easier to get. 35 badges (kara and a few heroics) vs. countless hours of honor grinding, several WSG marks (/sigh) and now an arena rating as well meaning you have to purchase the team and earn the rating. Guardian bracers have resilience though so you may be stuck if you need them to be uncrittable.
Clear kara in 2-3 hours and clear SP, UB and Mech in about 2-3 hours is better than spending that total time just obtaining the honor for this item.

Yeah it's really sad Druids get such a powerful item compared to what rogues get, that's probably why Feral druids have it so much better in arenas compared to rogues.

SP is 30 mins, UB a little longer but 45 to 1 hour tops, and mech is 30 mins. Swift flight from Zangar to TK is about 5 mins, so yeas, 2.5 to 3 hours is all it takes to do these.
If you take more than 3 hours to clear Karazhan, you will probably take longer to clear the heroics as well, but most people who clear it in under three hours are at a minimum of full T4 + badge rewards and therefore those three heroics pose no serious challenge.
And how exactly are you going to get 1575 arena rating naked? Everytime you lose it drops 10-20 points. Even if you started at 1500, you have to win 8:2 to get near 1575 - not that I can see it on the info listed.
Shows that these are superior to Leather bracers in terms of dps.
Survivability-wise these have 2 more resil and 4 less sta, 2 less agi, but more agi (which gives dodge+armor) if you opt for red agi gem in these vs orange/yellow in leather for the +2 resil sock bonus, as well as 42 more pure armor not counting any pair of bracers agi modifications.
Still think these are better for rogues then the Guardian's Leather Bracers,
these gives 50 ap, 17 resi and 24 critrating
while the leather bracers gives 60 ap and 25 critrating, imo 9 critrating is better then 10 ap, picking the "feraldruid" bracers also gives you 2 more resilience and a red socket instead of a yellow one
