You can find this letter by jumping off Thandol Span and swimming around in the water by the base -- look for a dead dwarf. Be warned it's fairly annoying to get back to land because of steep cliffs -- travelling west and south and ending up in NW wetlands is probably the best bet, unless you are 30+ and can handle the mobs in Arathi highlands.

I've done this quest once before, and now on my alt, a lvl 37, I can click on the letter but when it opens, the envelope that starts the quest is not there. Anyone else experiencing this or know what I might be doing wrong? Thanks.

This quest is quite possibly the least known quest in the whole of WoW. It makes me wonder how someone actually FOUND this quest.

First off: This quest is available from an EXTREMELY tiny item located at the bottom of a river, virtually underneath a corpse and a sunken seige weapon. Secondly, it's in an area of water which not a lot of people usually go to - Thandol Span isn't something which most people spend a lot of time around.
