If I recall correctly, the only place to reliably get this ice cream is Brivelthwerp. Also, you can pick up the ice cream on your way to complete the Blood Elf Orphan CoT quest run.

Accept https://www.wowhead.com/tbc/quest=10962 from your blood elf orphan (I dont know what the quest is for the alliance) and accept https://www.wowhead.com/tbc/quest=915 from your orc orphan, fly to thousand needles, run through and visit Brivelthwerp on your way to CoT.

It's being sold by a Goblin named "Alowicious Czervik" just inside Orgrimmar close to the mail-box with cods -> 52, 69

This item is only sold in major cities during children's week.
However, it is also available from Brivelthwerp the Ice Cream Vendor in Thousand Needles if you feel like making the trip.

The Ice Cream vendor is Friendly to Both Factions.

This much-loved food is now available on Horde Zeppelins from the Snack-o-matic machines. You can check on the "sold by" tab. Great news for all you low level hordes who want something to munch while listening to barrens chat.

The ice cream vendors for both Orgimar and Stormwind are located between the Bank and the Inn, in each city. Just a line for those having trouble finding them for the "Orphan" quest.

Actually let me specify the locations, For the Orphan Quest, there is an NPC standing next to the inn near the bank in Stormwind. I hear its the same for every other town as well but i dont know...
