Blizzard revealed today, in their
list of what to do before Shadowlands
that Rank 4 essences won't be obtainable once Shadowlands arrives later this year. With this change, players won't be able to earn the

achievement and title after Shadowlands launches.
Edit: Originally we posted that it was going away with pre-patch, but it is actually going away with the expansion launch.
Since the Heart of Azeroth will stop working for Shadowlands content, it wouldn't make much sense for players to be able to obtain rank 4 essences tied to seasonal activities like Mythic+ and PvP without their necklaces working.

, the good news is that it only requires Rank 4 Essences introduced in Patch 8.2, which means you don't need to kill Mythic N'zoth or get lucky with Rajani and Uldum Accord paragons. Below is the full list of Essences needed for the title and their source.
