Legendaries will be upgraded to ilvl 1000 with Antorus and there will be a similar upgrade quest as before.
Blizzard has considered letting players equip 3 legendary items at some point, but this would create too much complexity and itemization issues.
The Legendary catch-up system is not changing in 7.3, however players can get a guaranteed legendary,
, for defeating the final Antorus boss.
No new affixes for Mythic+ in Patch 7.3, but dungeon difficulty and ilvl rewards are increasing.
The concerns with Netherlight Crucible RNG were discussed. By giving players a choice of three additional traits per relic slot, there's a high likelihood a relic will contain a trait you like. For example, some classes are interested in relics with utility traits which only drop from a handful of sources, but with the Crucible, the favored traits have a chance to be associated with more relics.
Parts of Argus were designed to be visually different from the usual Legion architecture and color scheme: Krokuun feels more like a wilderness, Mac'Aree an exploration of Eredar culture.
Mythic Kil'jaeden was likely too difficult and the end boss of Antorus will not be as challenging. The difficulty required of Kil'jaeden is not healthy for the end-game community.
There will likely be more class tuning, based on gathered data, two weeks into Patch 7.3.
Only crafted gear with Argus materials can be upgraded to ilvl 935 in Patch 7.3. This means no Darkmoon Faire trinkets--but they had a good run.

No comment on the datamined Kul'Tiras gear for now and the final boss lore/mechanics of Antorus is intended to be kept secret for now. Not the right time yet to delve into that story, but more details on the final Antorus boss will be available closer to the raid.
Ion explained some of the context as to why Mythic Kil'jaeden was tested but was still extremely challenging, more so than intended. Mythic Kil'jaeden was extensively tested by Blizzard's internal raid teams, and they were successfully able to complete tricky parts of the encounter--so the encounter damage values seemed fine. However, the internal team had the benefit of skipping to the difficult part of the encounter and practicing that repeatedly, while raids on live servers had to spend a lot of time between attempts reaching the same phases. Blizzard ultimately decided that the damage values associated with parts of the encounter were too high for raids progressing. There was one bug that Blizzard did fix after the encounter went live, but Ion clarified the guilds progressing on Kil'jaeden were using a different strategy and not running into it.
Artifact Weapons are a Legion-only system. However players will be able to transmog to appearances associated with Artifacts--the only appearances that must be acquired when things are current are the skill-based ones.
