Raid Gear and Raid Consumable Vendor on Burning Crusade Classic Beta

Three new NPCs have been spotted in Shattrath, Orgrimmar, and Stormwind, selling raid gear, raid consumables, and offering teleportation services on the Burning Crusade Beta. When you speak to the <PTR Gear> vendor, she says the following, "I can sell you raid gear! Come back to me when there's a raid test available" meaning there
will be
level 70 raid testing on the Burning Crusade Beta!

As reported at Blizzcon
, Blizzard revealed they would be using Pre-nerfed raid boss content.
In the PCGamer interview
, Blizzard Developer Patrick Dawson shared the following:
"The idea that we wanted to do with Burning Crusade Classic, which was a little different than WoW Classic, is, 'How do we serve the needs of today's community while still making sure that we stay true to those nostalgic values of what Burning Crusade has always been for everyone?'" Dawson said. "It's a much more savvy raiding environment, people know a lot more, they theorycraft everything. Some of these big social media platforms didn't exist back then. And now they do. And so everybody is able to get these resources on how best to play the game. We wanted to try to consider some possible changes to Burning Crusade."
Many players were unhappy with how the content was easily farmed in Classic, and with Burning Crusade coming out with Patch 2.4.3 values, that would mean most raid content would also be nerfed in difficulty. Thankfully, Blizzard wants to turn that around, and allow the raids to be a bit more difficult when they come out in phases. Could this be what Blizzard wants to test in raids? Could blizzard adjust certain values hoping to make the raids more enjoyable, closer to the difficulty they were back in the original Burning Crusade?
