Rage Winterchill can be found as the first boss in the Caverns of Time instance, Battle of Mount Hyjal (Hyjal Summit). He has roughly 2 million HP, an AoE Frostbolt, as well as a Death and Decay spell.
Rage Winterchill is a Lich, and looks kinda like Kel'Thuzad.
First kill by Nihilum, then Forte and Curse.
While on the PTR we was fghting him, he quoted:
Yell: Ashes to ashes, dust to dust.
Yell: Succumb to the icy chill... of death!
Yell: The Legion's final conquest has begun! Once again the subjugation of this world is within our grasp. Let none survive!
Yell: All life must perish!

In this fight, you will be helped by Lady Jaina Proudmoore and some Alliance soldiers. Jaina Proudmore does around 250k damage during the fight, and the soldiers 250 k also, so they're a good help.

I hate to sound ignorant, but is this guy for real? On paper, he comes off as a joke; the only real challenge appears to be reacting to the Frostbolt, which for any healer worth their salt isn't worth breaking a sweat over. Is there something about this guy that isn't readily apparent that makes him harder than what his abilities denote?
It occurs to me that perhaps he is intended to be "easy", as you will likely go straight to him after killing Kael'thas (since most down Vashj first), and if you can kill Kael, you deserve a reprieve. Also, I get the impression that Blizzard REALLY wants people to experience Black Temple, and so making the last part of the quest a fairly easy one seems shrewd enough. Anyone able to provide some clarity on this?

He is rather easy, we killed him on our second ever attempt....however the frostbolt does hit INCREDIBLY hard, and most raid groups will lose a few people to it.
Also consider that Hyjal works much like Black Morass, and if you wipe to the boss you have to face the first 8 waves of mobs all over again.

It is probably bug and it might be fixed soon but you can actually blink out of ice thomb you are in after Icebolt. Works only for mages, tho it is major help since it is tank & spank fight. AFAIK Insygnia doesn't work on it, no info about Escape Artist racial... we will try this next week :P

Is it just me, or are frost protection potions useful on this guy?
I mean, you can't drink health pots in response to the frostbolt, because it stuns you... but the frost pot eats the damage up front.
He apparently isn't *that* hard, but having an alchemist whip up a cauldron of frost protection for the raid would probably make it EZmode.

Medallion of the Alliance/Horde (that is the new version) does work on the Ice Tomb.
If you are at full health in most cases your healers can keep you up, but if you are not on full health (or are in general low on health) this may save you. Since dps on the boss is not an issue I always prefer to equip my medallion.

Yes, Insignia and a Major Frost Res potion will make this trivial. However, Death and Decay has a very poorly done spell effect and barely visible, if your Spell Detail setting isn't maxed out.
This fight's real difficulty - if you can call it difficulty - is learning and handling the waves of mobs before the boss: usually it is done by a properly executed 'AOE everything' method. A paladin tank is really nice here, for obvious reasons. Let her build aggro, by single target killing the first 2 mobs from each pack (usually a Necromancer, Crypt Fiend or Abomination) and then go all out with AOE on the rest of the pack without the fear of pulling aggro.
Besides that, be wary pulling it too early to Jaina, as she will not be smart enough to run out from Death and Decay: if she dies, the encounter will fail.

I've posted a strat on all the bosses of SSC and TK on thottbot, and felt like coming over here to help out more people. I recently started writing strats on Hyjal/BT bosses, so this is the first of several that will be posted. I do this for fun, and I write all my strats from memory with a little aid from bosskillers only for the exact numbers. I totally recommend going to bosskillers to check out their strat, since it's as good as any, but mine are just more personalized and might contain tidbits that I wish could help even more.
Here goes the strat. Since the trash is an integral part of the fight (you have to go from wave 1 to him in one go), I'll list the mobs and waves here.
*All the mobs are susceptible to the normal kinds of cc (fear, shackle, sheep) that apply to their type (all of these are undeads except for shadowy necromancers which are humanoids).
Ghouls: These hit fairly hard, hitting cloth for up to 3k. They also enrage, so should be kept off your AoErs at all times. At low health they cannibalize if a body is near, but it shouldn't be much of a problem taking them down amidst the AoE. They are the fodder, if you will.
Crypt Fiends: These are even easier to handle, since they shoot 3 scarabs at ranged that hits for ~800 each if the ranged aggro, giving the tanks plenty of time to take aggro back. They do hit for 3k on cloth in melee range, and they web spit the tanks. Keep an eye out for the rooting effect and you shouldn't have any problem taking them down.
Abominations: A troublesome trash mob. They hit pretty hard, obviously, and they have an melee aura of ~800 a tick. The real danger, though, comes from their stun. If your tank gets stunned while 5+ different mobs are hitting on him/her, that tank will need lots of heals (can't parry, block, dodge, etc).
Shadowy Necromancer: One of the toughest foes to handle. They're completely ranged, and their shadowbolts hit for 3k. More than a couple of these on a ranged and you'll have someone dead pretty fast. They could be feared or sheeped, use these cc to your advantage. They also will summon 2 constructs (melee or caster) if a friendly npc dies, and they'll count towards the number of mobs you need to take down, beware.
Tank strat: Have your main tank up ahead of everyone at all times, since the mobs come and aggro upon proximity. If a specific wave hits hard, the tank could be behind the npcs a bit for the npcs to take the brunt of the assault. Have around 4-5 tanks if you do not have a prot paladin, and just have them try to aggro / hold all of them.
Kite strat: The Alliance camp that you start in has a lot of friendly npcs. However, they do not aggro unless a mob is in their vicinity. Having the friendly npcs helping you dps the waves (and the boss) is pretty time conserving. Have one hunter randomly pick a trash mob (mark it for the tanks to see so they don't taunt it) and kite it (frost trap, concussion shot) to Jaina Proudmoore, aggro'ing all the npc mages/riflemen as you go. Another hunter should kite another mob to the left of Jaina, aggro'ing the riflemen back there.
Raid strat: The tanks sometimes will take spike damage from stuns / shadowbolts, so have your healers be aware of what mobs are coming. The AoE should hold off until they're sure the tanks have aggro. The best way to get this done would be to mark a mob with a kill mark and everyone burn it down first (mark a second one if needed), then initiate AoE. All the raid should be at the bottom of the ramp in front of Jaina just before the entrance to the camp. Drink whenever you can in between waves, and if someone dies, he/she can run back in if ressing isn't possible. Note that running back won't be possible if you aggro Rage. As for the melee dps and non-AoErs, have a tank keep marking a kill target for them to focus on.
If you have a prot paladin (well geared), you've just made this 100x easier for yourself. Have him aggro all the mobs (consecrate, all that jazz), and wait a few seconds before AoE. With the right buffs (Salv, Tranq Air Totem), the AoE shouldn't have to stop, and the waves will go down really really fast.
Waves:
1) 10 ghouls
2) 10 ghouls 2 crypt fiends
3) 6 ghouls 6 crypt fiends
4) 6 ghouls 4 crypt fiends 2 necromancers
5) 2 ghouls 6 crypt fiends 4 necromancers
6) 6 ghouls 6 abominations(!)
7) 4 ghouls 4 necromancers 4 abominations(!)
8) 6 ghouls 4 crypt fiends 2 abominations 2 necromancers
9) Rage Winterchill
Exclamation marks mark the waves that you might have to watch out for.
The Boss:
Rage winterchill, aside from his melee, has 3 abilities that can't be avoided. He should be tanked at Jaina.
Frost Nova: Exactly as it sounds, he randomly frost novas everyone in place for 6 seconds occassionally. It does a little bit of damage, but you should just ignore it.
Death and Decay: He randomly puts this under a player. However, it's an AoE, and the range is HUGE. Anyone caught in it should move out ASAP, and move a lot they should, to make sure they're completely out of it. It deals 15% of ppls max hp per second, so it's pretty nasty. Heal through this. He doesn't coincide this with the frost nova (thank goodness). The graphic for this are red bubbles coming from the ground, just like any other death and decay. Have your spell graphics option turned up in the video menu.
Icebolt: The primary thing you have to watch out for. He very often randomly targets a player and does a 1 second cast. When the ice bolt hits, the target will be dealt 5-6k dmg and then 2.5k each second afterwards for 4 seconds. That's a total of ~15k dmg dealt. He/she will be frozen so cannot pot/healthstone. It is up to the healers to keep the targeted person alive with shield / very fast heals. This is what will wipe your raids if your healers can't handle the fast healing. Use a target of target macro to instantly heal the target the moment Rage switches. It is possible to PvP trinket out of the ice block effect (and the remaining 4 ticks of 2.5k). After each death and decay, he usually does a frost nova first, then he'll initiate icebolts. He sometimes chain icebolts pretty fast, so beware.
Strat: Basically, get the npcs involved, keep your tank up, run out of death and decays, and bomb those heals on the icebolted player. IF healing the ice bolt becomes too big of a problem, have most of your raid equipt their PvP trinket for good measure. Even if a few people die, you can still make it, for rage doesn't hit hard otherwise and it is not really a dps race. However, if you've got the bolt healing down, he's cakewalk.
Edit: His AoE doesn't do % damage now, but a set damage of ~1.2k. Also, as of patch 2.4, his Icebolts no longer stun. It probably is not a bug, and is more in line of a nerf. Even though you can't trinket out of it anymore (a buff in this sense), Icebolted players can healthstone/pot/heal themselves (a nerf in this sense).

Actually actually, 'ashes to ashes' is from the funeral service of the Anglican book of common prayer.

If your guild doesn't take this boss on your first night of attempts, you should seriously consider disbanding the guild. Even with guilds who can only take say.. Hydross, Lurker and Void Reaver you shouldn't have much trouble.

He's one of the bosses in the WCIII Reign of Chaos attack, with the battle of Archimonde. He isn't very tough in WCIII, so killing him should be easy. Frost Lich, vs. 20-25 players = Players: 1, Lich: 0

He's the first boss of Mount Hyjal, a 25 man instance in the Caverns of Time in Tanaris. In order to enter the instance, you need to be in a raid, and must have the "Vials of Eternity" quest finished. You can pick up this quest from a patrolling NPC inside the main room of the Caverns of Time, and the quest requires you to loot quest items off of Lady Vashj, the last boss of Serpent Shrine Cavern (25 man raid) of Coilfang Reservoir, and Kael'thas Sunstrider, the last boss of The Eye (25 man raid) of Tempest Keep. Rage Winterchill himself is an objective of an attunement quest (of Black Temple), at least he drops the item necessary. The quest starts off in Shadowmoon Valley and the first step involves looting tablets in the rise north of Warden's Cage, guarded of lots of unfriendly Lost Ones.
The quest also takes you to Arcatraz to talk to an NPC, and leads to fighting Fathomlord Karathress in SSC and then Alar in The Eye. Rage Winterchill is the final raid step. All you need to do after killing him is to hand the quest item in and watch an interesting interaction between friendly and nonfriendly NPCs (also involving the Warden and Akama, two very important characters in the Warcraft World). For the attunement you also receive the Medallion of Karabor, a very useful shadow resistance necklace (epic).
Before fighting Rage Winterchill (actually same with all the bosses of Mount Hyjal), you need to fight through 8 waves of trash. Each wave is composed of the same kinds of monsters, but the waves get progressively harder as harder kinds get introduced. The waves also increase in difficulty as you move up through the bosses. All the waves have a set timer, though sometimes different, and even if you finish the waves within the time limit, the next wave will come almost immediately (with time in between just enough for a res / drink). After the 8th wave, the boss will come. All the waves require a tremendous amount of AOE dps and at least 4-5 tanks. If you have a prot paladin (well geared), you'll only need around 2 (doesn't have to be prot). Throughout the fight though, you have a lot of NPCs that'll help you, although they are relatively fragile and doesn't do much, their dps is much better than none. For Rage Winterchill, the trash itself is somewhat harder, for he is relatively easy compared with the other bosses.

Is there a way to predict where "death and Decay" will appear, so the raid can take measures to avoid it? I was fighting him last night and was trying to come up with a safe spot if there is one.

Just wanted to know how other guilds are dealing with the loot from the trash in Hyjal. Correct me if i'm wrong but if you wipe on the trash, the corpses disappear along with the loot? So is it best to need/greed on loot and sort out DKP later e.g. give the loot a value of 100dkp or something. On one of our runs there was a lengthy discussion on who should get an item, we then stupidly wiped before the boss and the loot disappeared. Master looter for this or not?

this boss is really easy my guild 1 shot him the first time we tried him just have everyone use their pvp trinket when ice blocked (not frost nova) and get out of death and decay and you have easy t6 quality gear

Pugged him last night, killed him second try (half the raid didn't know what death and decay or ice bolt was the first try).
Once the RL actually explained the fight, he went down easy.
Most people were in t4/t5 equivalent gear.
