One of two boss' in an encounter deep inside Tempest Keep - Arcatraz. Dalliah is basically a tank and spank fight. She does a melee whirlwind that the tank and melee can move out of.'

Gift of the Doomsayer – Debuff, can not be removed, chance to heal Dalliah when afflicted party member is healed.
Heal – Weak heal she casts after Whirlwind, interruptible.
Whirlwind – Attacks all nearby enemies for normal damage plus 726.
Dalliah and Soccothrates are not a combined encounter, they are two separate bosses.
Dalliah will cast Gift of the Doomsayer on the tank, at this point we want to avoid casting any heals on him/her until it wears off, unless absolutely necessary. When Dalliah begins to Whirlwind all melee should move away as she will be stationary. Immediately after her Whirlwind finishes she will cast Heal on herself that can be interrupted, even if it is not it heals for a trivial amount of health.
Simple tank and spank fight, boss puts a debuff on the tank where heals made on the tank have a chance of healing the boss (though it's very negligible and can be ignored for the most part).
She does a whirlwind that hits plate for about 2k, lasts for about 6+ seconds. When it finishes, she starts casting a heal which can be interrupted (pummel, feral charge, counterspell, kick, etc..). Other than that, just DPS her hard and she'll drop without much problem!
Preferably have the tank use Shield Reflect to cast the debuff on her so the tank and everyone else can get some heals. :)
There are a few things that you can do to make life easier for yourself when fighting this particular boss. Firstly you basically need to have a class in your group who is able to pull off an ability to Interrupt her heal primarily and the debuff "Gift of the doomsayer".
The heal generally heals her for 20,000 hp so can really be a pain if you miss the interrupt.
-Abilites like a hunters silencing shot and a shadow priests Silence do not interrupt the spells, however Shield Bash, Kick, Counterspell, Feral Charge etc do work-
As mentioned above it is possible to shield reflect the debuff upon her, however it's a fast cast and your warrior has to be in good form to get it every time. This can be helped by if you've a warlock in your group, having it cast Curse of Tongues upon her. It slows her casting speed right down and helps make the fight go alot smoother.
She is of course immune to taunt, so be carefull with your DPS and you'll have this boss down in next to no time.
Suggestion for healers, just keep an AoE going...i did it no aggro..
Just did this boss 3 man (not in a bragging way - 2 of our members got D/C'd).
When the boss does a whirlwind attack, all melee (including MT) should move out of the way.
As soon as she's done, she casts a 2 second heal for 10% that needs to be interupted. Shield Bank, kick and feral charge all work.
She randomly casts an 8 second debuff on the MT which heals her for the same amount. When the MT has this buff, no healing should be done on him.
Be very careul of HoTs from druids. If you have on one, right click to dispell it.
The other key thing about this boss is that she is immune to taunts, so agro needs to be watched from all classes. No Nuking and No overhealing.
This was a long long fight. Our mage used wands from 99% - 90%, and used wands for 10 seconds inbetween each fireball. took us almost 13 minutes but she was downed in the end. Thing to do is not to panic and she's easy fora good group, even if youre gear is as bad as ours (lvl 60ish greens).
Regarding another strat to deal with her debuff:
Just beat her earlier tonight. Had two shaman in the raid. Wiped once, then we figured since there were two of us, lets have one of us drop a grounding totem. It worked. She doesn't cast any other spells, so the grounding soaked it up everytime (and since it did no damage, it didn't destory the totem). So, the totem renews itself to catch the buff after another 10 seconds, so I didn't have to spam it that much. Just to replace it every 45 seconds. We had absolutely no trouble with her at *all* that time.
Someone else able to verify?
Dropped a pair of BOE tanking gloves, which I thought was rather strange.
Dalliah and Soccothrates are in the middle of a domestic when you interrupt them in their room; and there's nothing more embarassing than people walking in on when you and your partner are fighting.
Yeah, once again, Blizzard nerfs the Shaman class.
A relatively simple fight. The only problem in fighting her is when you have a HoT on the tank and she gets Gift of the Doomsayer off. This can be a pain in the ass if you have a druid healer, but otherwise is not too much of a problem. I fought her with a druid healer, and she pretty much fully healed from 50% off his HoT. Funniest part about this fight is the other boss just laughs at her as she diies and applauds the group for killing her.
this was a very interesting fight for my group- warrior tank, rogue, hunter, druid, and pally healer. at first, our tank was unable to hold the aggro and consequently the druid and rogue were killed. leaving just me as the hunter to dps. However, the pally and his endless mana supply was continuously able to keep the tank alive, and he was able to shield bash all of her heals. eventually, the rogue and druid rezzed and actually came back to the fight, at which point we were able to dps her down. very entertaining.
Pretty easy fight. Drain her mana if you have a class with mana draining abilities, MS/Wound Poison helps vs the Gift of the Doomsayer. If you are afflicted by it, make sure you right click any HoTs on you as they heal her. Interrupt her heal, and all melee back up when she Whirlwinds. I found to be a very easy fight, and it's good that Soccothrates laughs at her, opposed to assisting her. ;)

Curses an enemy for 10 sec., giving it 100% chance to heal its target by 2313 to 2687 on heal.
when it says "target" does that mean that the person with the curse can target a felow party member? and could acualy heal a party member when someone heals the cursed target?
ive yet to try this so if anyone beats me to it would love to know feedback :)

The "General Tips" is incorrect - she is immune to counterspell. We had a party composed of a mage, warlock, feral druid, hunter, and priest and the only way we were able to interrupt her heals was with the druid's "charge" ability.
She does a curse that is a chance on hit heal, not a big deal. Watch for her aoe whirlwind attack and make sure you interupt the heal she pulls EVERYTIME the whirlwind ends. CAKE
Fairly certain that the debuff is interruptible. It has about a 2 second casting time, and after earth shocking it once, I realized that no one was afflicted by it.
In a group with a warrior, two shamans, a mage, and a rogue, she only got the debuff off once while never getting a heal off. Luck? Or just one way to make the fight that much easier?
Did it with druid tank(me) and priest healing. You can use feral charge every time she heals, right after whirlwind. If you can't find a way to stop her from healing, she justs heals herself to 80% or whatever every time. Simple boss, though.
wanna say one thing, when she does whirlwind move out of it so she doesnt hurt u and go bak in when she is about to heal, and also when she does begin to heal, she is NOT immune or will NOT dodge sheild bash or anything in the druid thing or anything like that so tell ur tanker to sheild bash or to do the druid version of that on her when she starts to heal
i went ina grp w/ all 70. right off our warlock and rogue died. so it was a healing druid and a feral druid and myself a mage. and we still did it w/ out wiping. just make sure not to dot heal the tank and to counterspell when she heals herself and its easy.
WE tried this with a paladin Warlock two priests (noe shadow) and a Druid and we couldnt interupt her heal so how u supposed to do it without a warrior
if u dont have a alot of interupts get a warlock if u have CoT this guy we had only 1 interupt and wrecked him
Her and Warp-Scryer Soccothrates are up there as some of the most amusing dungeon boss conversations. When you first approach, try listening to their banter, and again during the fights. =D

Dont have a druid healer periodic healing really affected the grp b/c she got healed over time constantly othr than that easy
Didn't read anything about this boss prior to fighting her.
(me) spamming away with all my HoT heals on our tank, 2 mins in and I'm wondering why she's still at 98%! 5 mins in and I'm wondering why she's at 100%. I send our shadow priest off to the web to check, still fighting her when he comes back, with the bad news. I've potted 3 times and innervated twice at this point, but with mana gone, mage dead, tank goes down and things fall apart even though we know the score. Wipe.
1. NO HEALING OVER TIME,
only use instant heals (healing touch only for druids, actually a nice way to heal, I found).
2. DON'T HEAL WHEN YOUR TANK HAS THE 'HEAL ENEMY' BUFF ON HIM
You heal her if you do, which may be a necessary evil if your tank is low on hp, your call
3. TANK BACK-OFF DURING WHIRLWIND, DPS STOP TOO
Our shaddy thought, I'll keep up dps while she's spinning like a mad thing, he was dead 5 seconds later.
She has nothing else to offer, follow all the above advice and she'll be down in no time.
this boos's healing can't be stopped by mage's counterspell
i had 5 tries and all of them show me IMMUNE
but, mb it was because of my silencing effect of counterspell
just fought her on heroic difficulty today and would like to post a few things.
First try we fought her and did not get her below 90 percent ever. Than we found out that the tanks reflect spell thing no longer worked on her so we made a new plan. The rogue (me) and the mage focused on interupting the curses where she heals when the tank gets healed. Than she does her wirlwind attack and we all back off but the tank runs back in at the last second to pumble her. It was a hard fight but we won in the end. here are a few tips that might help
1. Her wirlwinds hurt and if you are a melee class run out WELL before she starts one (this was hard for me because i was a rogue and i died in the middle of the fight to her wirlwind but the druid battle rezed me)
2. Use wound poiosn and shiv her for all you got.
3. Mind numbing poison or Curse of toungs will help you interupt her since on heroic her casting time is fairly quick
4. if the tank gets curesed STOP healing him (this is a good time to use sheild wall or trinkets to keep alive) being on vent helped because when the tank was cursed he called it out.
5. her attack pattern is something like this
shadow bolt on party member
melee for a bit
curse on tank (interupt this)
melle for a bit more (run out during this time)
Wirlwind attack followed by BIG HEAL (interupt this)
all in all a fairly easy fight once you get the hang of it. The group i was with realy was not geared for heroics (myself included) so we had two healers one focusing on the party and the other on the tank. Hope this helps people out
We just did this with a rogue, feral drood, mage, hunter, and me (resto drood)...sucked..didn't have any clue about her so the first time around i was constantly HoTing her..10 mins later we realized that <wipe>...so the second time we read up on her and tried again..<wipe> couldn't keep the tank healed..IF YOU ARE A DRUID HEALER..AND YOU DON'T HAVE TALENTS IN HT...YOU'RE MORE OR LESS SCREWED..you'll oom so damn fast...and your heals take forever to cast .
I recently tanked Dalliah on heroic (pally tank) and found that you can cleanse the debuff that heals her when your healer heals you because it is a magic affect. we didn't even worry about her other heals, just burned her down. Even threw a AS during her wirlwind and never lost aggro.
Simple tank and spank.
She whirlwinds for 10 seconds, that will kill you in seconds. After she finishes whirlwinding, she will try to heal herself, cancel it.
EDIT: thanks for reminding me about that. She also puts a debuff on whoever has aggro and the heals to that person are sent straight to the boss.
That's it. Tank and spank between whirlwinds and cancel heals.

Okay Dramon is missing 1 very important thing the boss does a debuff on the tank so whenever someone heals him theres a chance that it heals Her. so not just tank and spank

Fun fight which has all the members of the group on their toes. Interrupting both of her casts is crucial to winning this fight.
first she whirlwinds, then she heals herself, then she casts a debuff on one person (probably the tank).
if she whirlwinds, get away (the tank too). after the whirlwind stops, she tries to heal (2 sec) herself.
if your tank is a druid, its best to wait until the whirlwind ends end then feral charge. otherwise use some cast interrupting ability (counterspell, shield bash, kick, ... counterspelling alone will not work, because the cd cooldown lasts longer than her selfheal interval).
right after the heal she casts a debuff - most probably on the tank. of someone heals the tank, he will heal her too - so try not to heal the too much in this phase (and better remove any HoTs).
according to wowwiki she is to be immune to taunt, so watch your dps - but personally, as a firemage, i never had a problem with that.
we always used this tactic, and never had a problem. when we first tried, the healer didn't know about the healing debuff, and 1 or 2 of her heals got through. we got her down nevertheless, but it took quite a time and a mana ruby, a mana potion and evocation :)
Alright usually before she whirlwinds, she puts a debuff on a random person (usually the tank.) this debuff makes it so if the afflicted gets a heal with the debuff still activated the boss gets healed as well. DO NOT heal that person unless they are gonna die. after 10-20 secs after debuff she yells out "Reap the Whirlwind"! this signifies that she is going to do a whirlwind that does about 2000 damage a tick. this WILL kill you if u stay in range. just run away and wait till she's done. after that she tries to heal. If you have a shammy in group, have them Earth Shock her. it will knock out her heal. (or use any other Interrupt, just not Counterspell because of it's long Cooldown). when she is done with her heal, she just starts attacking again. just repeat the other steps and u will have a dead Dalliah.
