She also is the vendor for all the epic gem cuts which were formerly exclusive to the

inside Hyjal Summit. You can now purchase all of those gem cuts at the same reputation level as was required by the Scale of the Sands, and in addition the boss drop gem cuts are available at Exalted with the Shattered Sun Offensive.
She spawns at the 3rd phase at the harbour building in Isle of Quel'denas.
Does anyone know if this is the vendor that sells the patterns for the RARE spell haste gems?

I'd like to point out that the recipes she sells are EXPENSIVE (at 50g each it will cost almost 2000g if you buy them all as soon as you hit the rep for them, or around 1600g for buying them all at exalted).
Thus, if you can, it's better to buy the recipes from the scale of the sands vendor (those versions are only 7g each).
Shaani is the NPC that will sell epic gems when phase 4 has been reached, a bit further in the phase. On the PTR the cost of the gems were 15 Badges of Justice per gem, but this has been changed to 10 Badges of Justice per gem.
Edit: no longer true since 2.4.2. Badges cost has been increased to 15 again.
Since none of the servers have apparently unlocked it yet, I wonder what the price of the gems on the market will be since there are people who have hundreds of badges saved up and will be able to buy dozens upon dozens of gems with them o.o I imagine high pop servers with multiple high-level raiding guilds will have the AH flooded with tons of uncut and cut gems.
So I speculate on how much the gems will go for. If the price really is 10 badges instead of 15, I imagine they will end up not going for more than 100g at some point, especially since the patterns that were once ONLY available to Jewelcrafters in top raiding guilds will now be available to casual and group players, the rarity of these gems will deminish in a major way. I also imagine prices somewhere between 150g and 250g for lower pop servers with fewer raiding guilds.
I imagine, though the prices could also change dramatically with the introduction of Arena Season 4, especially if the items have lots of sockets in them.
As a Jewelcrafter in a guild who worked our butts off to be attuned to mount hyjal not more than 2 weeks before 2.4 came out, I'm rather miffed at the fact that not only was both attunements removed for Hyjal and BT completely, but now the gems that were exclusive to raiding JC's, the recipies that we worked so hard to get, will lose all meaning now that any player who can build rep and farm gold by himself will have access to these same patterns and the gems. Granted he may not have as many badges to purchase the gems as somebody in a raiding guild, but even casual raiders in kara and heroics will be picking up badges to buy gems with.
I speculate that on most of the servers, high or low, as soon as the vendor starts selling the gems, the market will be flooded with them, at first with skyrocketed prices (on our server, a couple epic gems were listed 400-800g, and those were BT-MH dropped gems), but people will quickly start to undercut each-other and the prices will then drop dramatically, probably down to about 100g, if not lower, depending on how many JC'ers and people-who-just-have-a-crap-ton-of-badges-lying-around there are. Then, after a week or so, the market will start to level out, probably between 150-300g, depending on the economy of the server.
The market of Primal Nethers and Vortex's followed a similar pattern on ours. They were listed at high prices (vortex's for 400-600g) when they were first available, then dropped very low (100-200g) and then leveled out inbetween (now settling between 250-300g). With gems only being 10 instead of 15, I imagine they will follow this same trend, though the prices boundaries will vary, probaly from 800, then down to 100 and level off somewhere between 200-400g.

She provides the Epic Gems of each color, once the daily quest "Discovering your Roots" have been done enough times. That daily is gotten from another NPC that stands next to this one, named Mar'nah, both can be found inside the Inn on the island. One can only begin doing this daily in Phase 4, when the NPC's spawn.
Each epic gem costs 15 Heroic Badges.
In addition, she also sells the Jewelcrafting Patterns for all the different Gem-Cuts on Epic-version-gems. These cost 50 Gold for each pattern.

TBH, no, only AFTER u complete phase 3 (so at the beginning of phase 4 as i understood) u can build Alchemy Lab (like u build Armory in phase 3) completing quest
She appears at stage 3 but she doesn't become a vendor till the alchemy lab is complete. If you read what she says at stage 3 she tells you she needs the alchemy lab because the alchemy lab will transmute gems.

The Lionseye gems that you can buy from her, will they be BoP once you've bought them or will they be like te Primal Nether and Nether Vortex that you will be able to resell.
coz if so, people are going to make a killing and all those who were getting tonnes of gold from selling them in the AH when dropped in BT are gonna be pretty pissed lol

Believe me, I would prefer raiding for gems/epic loot rather than buy or use badges for them. I'm with a guid that has good people in it, and fun to work with, they just aren't "hardcore" or as aggressive as some guilds are.
The more aggressive guilds I have run across have people in them that, well, are not very "nice", and use some language/name calling I prefer to keep out of. I'm no perfect person by any means, but there are some names/language that I don't use.

Looks like, even though the gems are selling for badges, theyre still going for 300-600g each, easy. I've been hoarding badges for a while now, and I blew a bunch of them on gems in order to fund my epic flier purchase... they've all sold within 12 hours.
If the prices drop, it won't be by much, at least not till everyone's had a chance to purchase all the new badge loot off the SSO vendor.
So no worries =) These are still quite a commodity.
