He has many quest reward recipies. Visit him if you don't want to do the quest.

I have 2 Questions.
1) Is there a horde version of this vendor?
2) Is he a rare spawn? I went up the top of the stairs in the blue recluse and he wasn't there like last time.
He's in the Pig and Whistle Tavern. From the Trade District/Old Town canal bridge, you can either cut through the center of the city to reach the Pig and Whistle, or you can go all the way around. He's usually upstairs, drinking by himself.
To put a end to the 'inn' question, stormwind has a lot of 'inns' and this is the one that isnt in the dorf area where you get the DM/ST quests from, but rather the one in the 'old town area'. It has a cooking trainer, supplier and the quest-depo dude.

It's such a pity that the Horde doesn't have a vendor like this guy. My warrior took up cooking a bit late in the game (47) and now can't access any of the old recipe quest rewards.
Learn from my mistake! Take cooking ASAP and keep it up to date.
Blizzard is favorizing Alliance with recipes.

Where is the "Master of Cooking Recipes" for the Horde?
Most of these recipes, from what I can see, are recipes you can get from quests at low levels.
Maybe this guy is for if you level cooking later in your game, and don't want to go back and waste time with the easy quests.
A good idea, but I was hoping for more rare recipes =/
Where is the Master Cooker for the horde? i really need that master cooking so i would like it if someone explained where he/she is.
I think this is a good idea - it enables you to get the quest reward recipes in one place, without having to find the actual quests, but you have to pay for them to make up for it.
There is not, I repeat, IS NOT, a Horde equivalent to this vendor. The comments concerning "master cooking" are sorely mistaken -- what the confused contributors are talking about is attaining +225 cooking which both factions receive.
Back to Kendor. This vendor is labeled "master of recipes" and sells 13 recipes, 12 of which are not even available to Horde.
Please quit knocking this information "below threshold" when someone brings up the fact this is not available to Horde and is indeed quite unfair and biased.
a quest to get to skill lvl. of 300 is in tanaris. he is the butcher at the inn, once u complete the quest of gathering ingredients, u become artisian cook....hit 300, then u can use the book from outlands to have the ability to increase to 375
One more thing..don't forget to bring 10 alterac swiss with you. I don't think you can buy it down in Gadgetztan, and you need it for the quest. The eggs and clam meat you can farm around Gadetztan, but the swiss you need to buy elsewhere. I got mine in Hammerfall in the inn. I got this tip from a member of my guild, and it helped me ALOT. Fish while you are down there ( I can't remember what fish you catch, but there is a recipe in the town on the coast due west of Gadgetztan that will help you lvl in cooking after you get the quest done.)

Horde equivalent of the man that sells Master Cooking Recipes exists, all comments above were wrong. This man is neutral, but i don't see the reason why horde can't buy from him. It's Kelsey Yance <cook> , he is at Old Port Authority in Booty Bay, about 28.74. He doesn't also sell 1 level recipes like only-alliance vendor, but he has lots of recipes for master cooking. Hardhoof on Scarshield Legion.
For us (we?) Horde, just make a human and run to Stormwind City. Bind at the Inn. Run south to Booty Bay (yea, takes some balls, grow 'em) and put something grey on the AH for 10 gold. Buyout with a friend's character and fly back to Stormwind with your new human. Buy recipes and put em on the in Booty Bay again. Repeat with friend's character. Enjoy.
edit: you'll die a heck of a lot running through STV. I recommend getting to water and swimming.
edit again: The funniest part of this is that I kept getting camped BY A HORDE while trying to put the recipes on the joint AH. Ridiculous eh?

That is so very unfair. Where is the Horde equivilant. Why are the alliance so special..oh yea, b/c they are dorks. Horde would never throw away thier recipes. Mwahahaha. Kidding, Alliance rocks..um well, are dumb as one anyways, blahahaha. No no, really... Why isn't there a Horde guy like this?

. The Horde do not have a corresponding NPC, so if you are an Alliance character wanting to create an alt on the opposite side to obtain the recipes for your main, unfortunately you'll have to have a level appropriate character to do the quests to obtain some of these recipes.
