You lose 3 rage per tick when out of combat. With Anger Management you gain 1.
Lose 3, gain 1. Overall loss of 2 per tick. (There's the 30% reduction).
In combat (no rage loss) you gain 1 rage per tick and can get to full rage without taking or dealing damage, given enough time.

Point for point, Anger Management is clearly better.
1 rage every 3 seconds is 20 rage a minute. One point of Unbridled Wrath will NOT give you 20 rage a minute.
5 points of UB will definitely give you more than that though, not sure what the PPM is exactly.
But AM is more versatile in the fact that
A. It slows down your rage decay outside of combat
B. It is always active in combat, you can be running away, getting kited, etc, and still gain rage.
Not getting Anger Management to put that 1 extra point in 2H specialization is foolish.

Despite the new description of the talent, Anger Management still slows your rage decay while out of combat as well (2 points lost per tick instead of 3).

If you are leveling, then this is waste of one skill point.
12 seconds = 4 rage. WOW! IMBA.
24 seconds = 8 rage. YEAR! almost 10 rage.
36 seconds = 12 rage. finally. I can cast a lowrage cost ability. Oh, wait. My target is long dead, and I have lost my rage, because I was not in combat for so long time. :(
Useless for leveling.

rank 5, and i have to say it is godly, UB procs all the time, and it gives you amazing amounts of rage to play with!not sure of the exact amount per minute, but next respecc i will try to check it.

You do actually decay rage at a slower rate outside of combat while gaining rage in combat. It's basically 3 rage loss, 1 rage gain at the exact same time.

i would like 2 say something thet could surprise u but thins and unbridled wrath(5 point s ) give exactly the same rage over a min and thet s 20(unbridled wrath is procking more with slower wpn s but thet ppm stay s=20)

Makes grinding much quicker... the 8 seconds to bandage between fights only drops 4 or 6 points of rage, instead of 6 or 8...
doesn't seem like much, but it's great. i can't build a talent spec without it now.

if your a fury warrior, u use execute, which uses all your extra rage. anger management is pointless. for the grinding fury warrior, use imp berseker rage instead

The old bug (pre 1.10) allowed you to generate rage before you pulled a mob. Now you must have pulled the enemy to get the 1 rage/tick (ie the mob must aggro). Bloodrage also activates anger management so you get 10 more free rage over the 10 seconds after you pop bloodrage if you were out of combat.
The guy above makes a decent point about Execute, but this ability does more than the tooltip says. Blizzard seems reluctant to fix it for some reason, so until they do this is a must have.
The irony of this skill is that it helps you stay angry and in combat it actually makes your warrior even more angry.

I'm new to the warrior class. As of now, I am experimenting with my own warrior build. Now the previous entry was promoting investment into , but after reading the entry, I'm still confused as to why.
The Blood Rage skill says it gives 10 rage points immediately, and then gives 10 more gradually. The point the previous entry said was exactly what the Blood Rage skill is be default (without Anger Management).
I'm not saying this to knock anyone, but just wondering if it's worth investing in. As of now, I do not have it invested and do not have a problem maintaining rage in PvP or PvE (PvP for obvious reasons, and PvE, I attack critters, etc, and constantly maintain a decent amount of rage points).

This talent was changed in the 2.0 patch. Here are some numbers comparing the old and new versions for out of combat rage decay.
Pre-2.0
: Increases the time taken for your rage to decay out of combat by 30%.
Given that you lose 3 rage per tick, and a tick is every 2 seconds, then over 10 seconds you will normally lose:
3*(10/2) = 15 rage per 10 secs.
Since the time take to decay is increased by 30%, you will actually lose this rage over 13 seconds, so :
Rage lost per second
= 15/13 =
1.154
Post-2.0
: Generates 1 rage every 3 seconds.
Considering rage decay out of combat over 6 seconds, you will lose
3*(6/2) = 9 rage per 6 secs.
However, in this time you will generate
1*(6/3) = 2 rage per 6 secs.
Thus, you've lost (9-2) = 7 rage in 6 seconds, giving :
Rage lost per second
= 7/6 =
1.167
So, as you can see, the new version leaves you with a slightly higher value of rage lost per second, although I doubt you'll notice the extra 0.013 rage loss per second :P
More importantly with the new version, you are ALWAYS generating 1 rage per 3 secs, so it increases your rage slightly in combat to, which the old version did not. Just to throw a number in there, this talent will have generated 100 rage over a 5 min period.

I am a relavitely new warrior (I had a 40 warrior a long time ago, but that was almost a year ago. So I'm a noob again) but does this ability generate rage while you are OUT of combat as well as when you're in combat? Some of the previous posts are confusing me so I just wanted to clarify. Thanks!

You're missing the point. It DOES generate rage out of combat, it's just that the decay rate of rage out of combat is greater, resulting in a net loss of rage.
Without this talent:
Lose 3 rage per tick out of combat.
With this talent:
Lose 2 rage per tick out of combat.

I wonder myself abaout this spell...
its description says it¡s an instant spell, but it never decays...so, i must activate it every time i'm fighting...every time i want to? then it self iunactivates?
or it is more like a passive skill, and i dont have to activate it?

a nearly useless talent and not worth the point.
the only real use of this is for farming for grinding basically, but in any group, the casters will downtime you long enough to lose your rage anyway, even with talent.
in pvp, the combat tag never wants to drop when its suppose to, and you have intercept to use to stay in combat. you are simply out of combat too long or will live long enough to put the talent to any use.(im talking about a bg) your ussualy out of combat long enough to decay to 0 even with talent.
to top it off, most battles end with an execute that eats any rage left, at least for me anyway.

Disregard the fact that while in combat AM gives you 1 rage a tick, right?
Based on your sig you haven't had a warrior over 45. When mobs stop getting as many criticals because your defense is over 400, your dodge clears 15% & your parry clears 20% not to mention block over 20%, rage generation becomes a pain.
