In The Burning Crusade Classic, Combat sword specialization is on top and the competing specializations are not particularly close. The immensely powerful

Combat Swords 20/41/0 Rogue DPS Talent Build
This is the talent specialization you want to be using in Burning Crusade for raiding as a rogue. It offers the best damage output as well as plenty of combo point generation to be able to apply

. You will want to use a slow mainhand sword (2.6 - 2.8 speed) and a fast offhand sword (1.5 or 1.4 speed) for this build. The offhand speed is incredibly important for both

Combat Sword Hybrid 16/45/0 Rogue DPS Talent Build
This is a variant of the Combat swords build that allows the use of a main hand mace or fist type weapon instead of double swords. You can use a slow mainhand (2.6 - 2.8 speed) mace or fist in the main hand and you still want a fast off hand sword (1.5 or 1.4 speed) for this build. If you have a mace, keep the points in

Combat Daggers 15/41/5 Rogue DPS Talent Build
This is the best version of Combat daggers that you can do in Burning Crusade. This build does not generate enough combo points to reliably maintain both

, which is part of why it struggles to compete in damage output. Dagger builds will output significantly less damage compared to Combat swords when you are trying to apply
破甲
, but only slightly worse than sword builds if you don't have to apply
破甲
. This build is included for the readers who simply find the dagger play style more fun and want to optimize within the constraint of only using dagger weapons.
If you have another rogue in your raid willing to apply
破甲
and you don't have to, you can move two talent points from

and three points from

into +4

instead for a boost in personal damage.
If the raid you are doing does not have very many

able enemies, you will want to switch the points from

Mutilate 41/20/0 Rogue DPS Talent Build
This is the best version of an Assassination

build that you can do in Burning Crusade. This build lacks many of the powerful deep Combat talents like

alone is a powerful spell, the Assassination talents surrounding it are significantly weaker than the great talents in the Combat tree. Dagger builds will output noticably less damage compared to Combat swords. This build is included for the readers who simply find the dagger play style more fun and want to optimize within the constraint of only using dagger weapons.
If you have another rogue in your raid willing to apply

and you don't have to, you can move those two talent points into

instead for a slight boost in personal damage.
Whenever the raid you are doing contains a lot of
密谋
able enemies, you will want to switch two points from
剧毒
into
密谋
. If you don't need to use
强化破甲
, then just take those two points and put them into
密谋
instead. This is particularly true during Phase 2 when you are raiding

PvP Shadowstep 20/0/41 Rogue DPS Talent Build
For PvP focused players, you will want to use a Subtlety specialization with the namesake

talent. What Subtlety lacks in damage output, it makes up for in survivability, mobility, and utility. These things are not as important in a raiding environment, but are immensely important in a PvP environment.
There isn't too much room for flexibility in this talent specialization. The 20 points in Assassination are important to get five ranks of
剧毒
. The points in Subtlety are pretty much set as well, taking all the best options at each level. The only honorable mention would be
敏锐大师
, a decent talent that will increase your out of stealth burst damage potential. The problem is that the only points you could shift to gain

would come out of some really exceptional talents like

Talents for Rogue DPS in Burning Crusade
Assassination Tree Talents

Improved Eviscerate is a medium-importance talent that will mostly help your damage dealt on trash mobs and during

. For longer duration fights,

is usually the go-to damaging finisher and

is not used as much.

Remorseless Attacks is a great talent for solo leveling or grinding mobs. For this talent to trigger, you need to deal the killing blow to the enemy. Since it will be very rare for you to be the one to get the killing blow in a party or raid setting, this talent will not do much for you in those circumstances.

Malice is an all-around great talent that increases your damage output by increasing your chance to score a critical hit.

Ruthlessness is a good talent that sometimes provides the rogue with an extra combo point after a finishing move. This allows the rogue to spend slightly less energy on inefficient combo point builders and slightly more energy on powerful finishing moves.

Murder is a exceptional talent when it is active, but it depends on the mob type of the enemies you are facing. Depending on the raid or dungeon you are doing, you may want to change your talents to either use or not use Murder.

Puncturing Wounds is an absolutely essential talent for any dagger oriented build that greatly increases damage output for those builds. For builds that do not use daggers - this talent can be ignored since it provides no benefit outside of

Relentless Strikes is an exceptionally powerful talent that should not be underestimated. The energy gain from this talent will be greater than the energy gained from

on most boss encounters. This is a powerful talent that every rogue build should try to include.

Improved Expose Armor is a very important talent that allows the rogue to provide the valuabe

debuff for their party or raid. With this talent, a 5 point

reduces armor by 475

. This amplifies the physical damage of every player in the party or raid and makes the rogue a desirable inclusion in the group.

Lethality sounds nice, but isn't as impactful as you might imagine. It is a decent increase to less than half of your combo point builder abilities (the critical strikes), which makes it a fairly middle of the road talent for overall damage output.

Vile Poisons is fairly weak in terms of PvE damage increase, but it is held in high regard by PvP players for the increased chance for poisons to resist dispel effects. This makes it very difficult for an enemy

to effectively remove your poisons from your target. It is a very important talent for PvP arena combat.

Improved Poisons helps increase the application rate of your poisons. In PvE the math works out for this to be a bit weaker than

, and most of the PvP specs will not have points to spare for this talent.

Fleet Footed is a great talent for both PvE and PvP. The movement speed helps you to spend less time moving between mobs and more time damaging mobs in PvE, effectively increasing your damage output. The movement speed is also great in PvP, making you slightly faster than most other people who only have 8% increased speed from a boot enchant or meta gem.
冷血
Cold Blood is a decent talent for guaranteeing big critical strikes at important times. For PvP this can help to secure a kill and is quite nice. In PvE it is less remarkable and has a medium to small impact on overall damage dealt.
强化肾击
Improved Kidney Shot is great in group PvE and PvP situations because all of your teammates will benefit from the damage enhancing effect of this talent. However, many bosses in PvE are immune to stuns so this will usually only apply to trash mobs in PvE.
快速恢复
Quick Recovery is a great talent that both increases your healing received and makes your dodged finishing moves drastically less punishing. It always feels bad when your
刺骨
gets dodged and you lose 35 energy - but with Quick Recovery you would only lose 7 energy.

Seal Fate is a very powerful talent that gives the rogue a considerable amount of extra combo points. This allows the rogue to stack combo points faster and also be more efficient with their energy usage. Since you will be getting more combo points from your combo point builders, you can use less weak combo point builders and more strong finishing moves.

Master Poisoner is the weakest of the poison-enhancing talents in terms of PvE damage output. Generally this is not a very desirable talent.

Vigor allows for some more powerful opening move sequences in PvP which makes it pretty good. In PvE this will amount to just a little extra energy on each pull - but that adds up across many combat engagements.

Deadened Nerves helps your survivability a little bit but point for point this is really not a very desirable talent.

Find Weakness is a powerful damage dealing talent that also creates interesting gameplay. You will want to pool up your energy before a finishing move, so that you can dump that energy afterwards during the Find Weakness buff.

Mutilate is an exceptionally powerful combo point building and damaging ability. It is unfortunate that Mutilate is at the bottom of the assassination tree requiring the rogue to take many lackluster talents to unlock it.
Combat Tree Talents
强化凿击
Improved Gouge is mainly a PvP talent, giving the rogue a short cooldown powerful crowd control effect to take a player out of the fight for a few critical seconds. It has very limited usage in PvE and may only find use in the occasional dungeon group.

Improved Sinister Strike is an absolutely essential talent to any rogue talent specialization that intends to use Sinister Strike, even if they will only sometimes be using Sinister Strike.
闪电反射
Lightning Reflexes helps the rogue's survivability a little bit and is mostly taken as a filler talent to reach the lower tiers of the combat tree.

Improved Slice and Dice is an exceptional talent that allows the rogue to be more efficient with their combo point usage by spending less points to maintain

and freeing up more points to spend on other finishing moves.
偏斜
Deflection increases the rogue's survivability a little bit and is typically only taken if you intend to also take

. These are great talents for leveling or solo grinding, but they don't find much use elsewhere.
精确
Precision is an exceptional talent that increases the rogue's damage output by giving them much needed increased chance to hit. Five ranks of Precision is equivalent to 78.9 hit rating from equipment at level 70 which is quite a lot.
耐久
Endurance is a nice utility and survivability talent for rogues. Both
疾跑
and
闪避
are very useful in both PvP and PvE. Being able to use them more frequently is pretty nice. Typically this talent is taken because you need a few more points to progress to the later tiers of the combat tree - this one does not directly increase your damage output like many of the other Combat talents.
还击
Riposte is a great talent to have if you are doing a lot of solo grinding or leveling. It isn't so good in PvE because it is usually not a good plan to intend to take hits to trigger parries to enable Riposte.
强化疾跑
Improved Sprint is situationally useful in PvE if you know certain enemies will put slowing or immobilizing effects on you. In PvP this talent is great because everyone will be trying to put slowing and immobilizing effects on you.
强化脚踢
Improved Kick gives a short silence effect to your
脚踢
ability which is pretty useful in a few niche situations, but normally not important. Some enemies may be able to resist or prevent interrupt effects, but the added silence effect will ensure their spell does not continue casting.
匕首专精
Dagger Specialization is the weapon talent for daggers and increases damage output by increasing critical strike chance. Good for dagger rogues, not useful otherwise.

Dual Wield Specialization is an exceptional talent that increases the damage dealt by your off hand auto attacks. Auto attacks are a significant portion of a rogue's damage output and this talent substantially increases your auto attack damage.

Mace Specialization is the weapon talent for maces and increases damage output by increasing the damage of critical strikes from maces. If you are using a mace in your mainhand, this talent also increases the critical damage of your abilities like

Blade Flurry is a absolutely superb talent for rogue damage output. This talent helps your single target damage output by providing an attack speed boost on a short cooldown. Where this talent truly shines is when you have two enemies next to each other and Blade Flurry causes all of your attacks to hit

enemies, more than doubling your damage output for the 15 second duration of Blade Flurry. When you can hit two targets with Blade Flurry, it is a great time to use any other cooldown you can -

Sword Specialization is the weapon talent for swords and is easily the most powerful of the weapon talents. It increases damage by giving a chance to trigger an extra attack whenever you strike with a sword. The extra attack is always from your mainhand weapon, regardless which weapon triggered Sword Specialization. This makes a slow main hand and fast off hand sword combo extremely effective because the fast off hand sword triggers extra attacks with the slow and heavy hitting main hand weapon.

Fist Weapon Specialization is the weapon talent for fist weapons and it increases damage dealt by increasing critical strike chance when attacking with a fist weapon. Good if you are using fist weapons, useless if you are not using fist weapons.

Blade Twisting's slowing effect has very little use in PvE since it is not very reliable. In PvP it can be nice since classes who can dispel your poisons may not also be able to prevent you from applying Daze to them.

Weapon Expertise is an exceptional talent that increases your damage output by reducing the chance your attacks are dodged or parried. Ten points of expertise from this talent reduces the chance for your attacks to be dodged or parried by 2.5% and this applies to both abilities and finishing moves. This much expertise is equivalent to 40 expertise rating on equipment - you don't want to miss these two talent points.

Aggression is point-for-point a pretty solid talent for damage output, giving a little boost to

,
背刺
, and
刺骨
. Almost all Combat builds will pick up 3 ranks of this talent.
活力
Vitality is a somewhat minor talent that gives a small bonus to agility and stamina. Vitality isn't bad, but it is one of the weakest damage dealing talents in the Combat tree.
冲动
Adrenaline Rush is a very powerful damage dealing cooldown that greatly increases the rogue's potential to deal burst damage on demand. It is best used in conjuction with attack power bonuses like
嗜血胸针
or
血性狂怒
or when hitting two targets with
剑刃乱舞
. Using many cooldowns at the same time typically results in more total damage than using them one after another.
钢铁勇气
Nerves of Steel is situationally useful to give a chance to negate negative effects that would otherwise stop you from dealing damage. It is not reliable though and because of this most Combat builds will skip this talent.
作战潜能
Combat Potency is king of all rogue talents in PvE. The substantial amount of energy you will gain from this talent is what separates Combat builds above any other talent tree for PvE damage output. You will want to be sure to have a very fast off hand weapon (1.5 or 1.4 speed) to increase the frequency of triggering Combat Potency.

Surprise Attacks is a pretty valuable talent for a single point, but not terribly exciting. Preventing your finishing moves from being dodged is very good and also feels good - no more dodged

s costing you valuable energy and time.
Subtlety Tree Talents

Master of Deception is very important in PvP combat to increase the chance you get to land an opening move like

on your enemies before they see you. Five ranks of Master of Deception is equivalent to having the same stealth as a player three levels higher than you.

Opportunity is a great talent for dagger rogues, but not particularly useful for other rogues. The increased damage on

alone is typically not worth the points for a rogue not using daggers.

Sleight of Hand is a pretty undesirable talent. It gives some minor increase to survivability in PvP, and is basically useless in PvE. If you need to be casting

in PvE something is very very wrong.

Dirty Tricks is a must-have talent for PvP combat. The range and energy cost reductions this talent provides are something you can not go without.

Initiative is a great talent to allow you to get extra combo points most of the time when you initiate on an enemy. This lets you move into powerful finishing moves more quickly and easily chain a

Ghostly Strike is a nice utility ability that provides decent damage and some very valuable dodge chance when facing other enemy rogues.

Improved Ambush is only useful for dagger builds and is skipped by most PvP Subtlety builds that prefer to use

Setup is one of the weaker talents for subtlety that only functions when you are being attacked and are able to dodge the incoming attacks. Because of it's fairly narrow use and the power of the other talents on this tier, most Subtlety builds will skip this talent.

Elusiveness gives a very impressive 90 second reduction to the cooldown of

, reducing it from a 3 minute cooldown to only 90 seconds. This is an extremely strong crowd control ability and you do not want to miss this talent.

Serrated Blades passively increases all of your damage output by causing your attacks to ignore some of the opponent's armor. The damage increase is good, but this talent is usually taken because it is required to unlock

in the next tier.

Heightened Senses is another very good Subtlety talent. The increased stealth detection helps you to get those all-important opening moves against enemy

Preparation gives the rogue a tremendous amount of power by being able to use some of their most powerful cooldowns a second time. This can help a rogue to really take over an arena game by having extra defensive and offensive cooldowns.

Dirty Deeds helps your opening sequences to be much more powerful by making a significant reduction to the cost of your most used opening move,

. The ability damage increase is also nice for being able to finish off enemies before they can get healed back up. This is a talent you don't want ot miss.

Hemorrhage is an exceptional damage dealing talent that gives you a combo point builder like none other. Hemorrhage deals excellent damage and costs only 35 energy - allowing much more frequent use compared to

Master of Subtlety increases your damage for a short time after coming out of stealth. While there is nothing wrong with this talent in itself, it is generally regarded as weaker than the competing options surrounding it in the Subtlety tree.

Deadliness is a great talent that provides a very strong and very reliable increase to the rogue's damage output.

Enveloping Shadows is a strong talent that will increase your chance to completely resist area effects like

Premeditation allows a few extra combo points if you can see your target ahead of time which can lead to some great opening sequences. If you are trying to root out an enemy

right away to be sure to get them.

Cheat Death is an exceptional talent for rogues in PvP that completely negates any attack that would otherwise kill you. This buys you precious seconds to

or time for your teammates to heal you. This is not a talent you want to skip, it is very powerful.

Sinister Calling is a great talent that increases your damage output and a little extra survivability through the extra dodge chance granted fom the agility bonus. Point for point it is a great damage dealing talent.
暗影步
Shadowstep is an absolutely exceptional ability that affords the rogue unmatched mobility in PvP. Shadowstep makes it incredibly difficult for enemies to reliably kite the rogue and stop the rogue from doing what the rogue wants to do.

I thought the energy per second would look like this:
1/x*1.05*0.2*15
for swords and:
1/y*0.2*15
for daggers, where x and y are the attack speed values of the off-hand sword/dagger, so the seconds needed/attack, 1.05 for the 5% proc chance of

and 0.2 for the proc chance of

which restores 15 energy/proc.
This can be reduced to:
1.05*y=x
So a dagger would only need to be 5% faster than a sword to give the same energy/s.
In the pre-Raid BiS gear list, the BiS off-hand sword is

with 1.50 attack speed, and the BiS dagger is

with 1.30 attack speed. Putting these numbers in the calculations I get that the dagger generates more energy/s than the sword.

proc. Now I understand even less, why dagger builds would struggle keeping

up compared to sword builds. The only factor seems to be the attack speed of the off-hand weapon and daggers should be faster or at least equally fast?
