Mages are my passion. I was excited to hear that the Arcane appearance, Woolomancer's Charge, was supposed to be one of the hardest to obtain. When it was finally found, the information for it was all over the place. I decided that it would be more helpful if it was all together. So here it is, my first guide!
Table of Contents
Intro
Why you want this hidden appearance
How to get your very own bleating staff
The setup
AK level
Zone targets polymorphed
RNGesus take the wheel
The chase
Oh, Sheep! Almost done!
Thanks
Intro
Blizzard came out early on and said the Arcane Mage hidden appearance would be one of, if not the, hardest to obtain. They aren't far off. Unlocking this appearance was the work of many Mages over several weeks, and I'll come back to this in the Thanks section. This guide is divided up into what I thought were logical separations of stages. Spoilers for this quest abound, obviously, but consider yourself forewarned.

Why you want this appearance
When I first saw this hidden appearance, I thought it was pretty meh compared to the other Mage hidden appearances. But then I found out about the proc. Occasionally while polymorphing something, the staff will come alive. Here it is in action:
https://www.youtube.com/watch?v=X9McXuNHqpY
Hilarious and awesome proc aside, it is a hidden appearance, so you can use it to unlock the other 3 tints for the other hidden appearances.

How to get your very own bleating staff
The setup
There are 2 main things you have to accomplish before you can really "start" this quest, but you can work on both at the same time.
The first is Artifact Knowledge. There's no way around it. You need an Artifact Knowledge level of 6 to get past the setup stage. Get those orders in to Edirah and just be patient.
The second is the Zone Targets Polymorphed. In each zone of the Broken Isles, there is a type of creature that you need to Polymorph. I believe this is what constituted this appearance quest being one of the hardest. Most of the Mages I talked to either stumbled across one of these creatures, or found information about it through datamining.
The zone targets are:
Cliffwing Hippogryph
- West of Felblaze Ingress, Azsuna
Wild Dreamrunner
- Around Lorathil, Val'sharah
Highpeak Goat
- North of Ironhorn Enclave, Highmountain
Plains Runehorn Calf
- North West of Talon Rest, Stormheim
Heartwood Doe
- Crimson Thicket, Suramar
You will know you polymorphed the right creature because you will get a talking head from a Volatile Sheep that says "...". You can track your progress using the following script:
/run for k, v in pairs({Azsuna=43787,Valsharah=43790,Highmountain=43788,Stormheim=43789,Suramar=43791}) do print(format("%s: %s", k, IsQuestFlaggedCompleted(v) and "\124cff00ff00Yes\124r" or "\124cffff0000No\124r")) end
Return to top
RNGesus take the wheel
Once you have all the Zone Targets polymorphed, the moment you learn Artifact Knowledge level 6, you can move on to the next step. The next step is to get the
Sheep Summon Daily Roll
to trigger. The bug where the roll was resetting on logout has been fixed. Sorry, Mages :(
The trigger for this quest is the stairs right in front of the entrance to the Mage Order Hall (the white box). If you don't get a talking head from Cote "Shepard" Metcalf, your roll did not succeed.
When the roll success, a talking head will appear accompanied by a friendly Volatile Sheep spawning that will follows you around.
Just like Warcraft 3, you want to spam your Interact click (default is right-click) on it to make it blow up. You'll know when you succeeded. You can now safely log out without losing progress. If you ever want to check, run this script which checks the quest flag for
Summoned Sheep Exploded
:
/run print(IsQuestFlaggedCompleted(43799))
The chase
As you might have guessed from the talking head after the mess in the order hall, your journey goes to Stormheim. Fortunately, you're past the RNG and the waiting and you're free and clear to finish this as fast as you want. Unfortunately, you're looking for the
Extremely Volatile Stormheim Sheep
and it has multiple spawn locations. If you have NPCScan, you can add the custom ID of 111691, but do not depend on NPCScan to alert you. Some Mages reported it only triggering the alert when they moused over the sheep. Turning on friendly nameplates was a big help and is advised.
Once you find it, make it explode like you did the one in the order hall. If you want to track this, the quest is
Stormheim Sheep Exploded
yielding this script: /run print(IsQuestFlaggedCompleted(43800))
The current known spawn locations are:
65.8, 44.3 Sheep spawn point
66.5, 54.7 Sheep spawn point
60.0, 54.8 Sheep spawn point
62.8, 30.4 Sheep spawn point (unconfirmed)
70.3, 56.9 Sheep spawn point
72.1, 49.7 Sheep spawn point
70.5, 38.3 Sheep spawn point
76.9, 62.7 Sheep spawn point
79.4, 68.3 Sheep spawn point
78.4, 75.4 Sheep spawn point
TomTom waypoints
/way 65.8, 44.3
/way 66.5, 54.7
/way 60.0, 54.8
/way 62.8, 30.4
/way 70.3, 56.9
/way 72.1, 49.7
/way 70.5, 38.3
/way 76.9, 62.7
/way 79.4, 68.3
/way 78.4, 75.4

Oh, sheep! Almost done!
Following the breadcrumb from the talking head after exploding the Stormheim sheep, you're now heading to Elwynn Forest specifically the Tower of Azora.
Cote "Shepard" Metcalf
Head to the steps leading up to the tower and you'll see a scene between Metcalf and one of the tower's inhabitants. Talk to him when it concludes and you'll start a mini-event. Basically, Metcalf has been turning everything he can into sheep and now the sheep want revenge. You'll fight off 3 waves of an increasing number of sheep.
Exercise caution with the sheep that have "volatile" in their name
. True to form, they explode when they die and it hurts.
When you're done with the sheep, you'll get your chance to take on Metcalf himself. Loot his body to get the hidden appearance item.
Use it and rejoice! You're done! Now go sheep a bunch of things and laugh at the staff proc.

Thanks and credits
There were a lot of Mages that put in a ton of hard work to find this appearance.
First and foremost, thank you everyone in the Order of the Shepard Discord server. It was truly astounding the amount of people who came together to find this thing. Whenever a new theory came up, it was hit from every possible angle and it was an incredible sight to see.
Second, thanks to Squisheii from Altered-Time who has a
post detailing information about all 3 Mage hidden appearances
. This was the post I came upon when I stumbled into one of the Zone Target polymorphs.
Third, Irador and Zerkest from the Order of the Shepard Discord for maintaining a document of relevant information and tested theories.
Fourth, Sleepykins. I shamelessly stole your proc video from Reddit, put it in the guide, then asked your permission.

Interesting information. Would be easier for the target class to find if the word "mage" was in the title, tho.

You don't need to be in Arcane spec to Polymorph the various creatures.

The tracker for the Sheep summon daily roll is broken, here's a working one
/run print(IsQuestFlaggedCompleted(43828))

I feel like I should mention that the exploding sheep didn't harm me, it was when I killed Cote himself that HE exploded and killed me. :P I still got the appearance from his dead body, though. So don't be afraid to AOE the sheep. It's especially easy if you use frost and then Frost Nova/Blizzard them because Blizzard kills the sheep without you haven't be near them lol.

Copy/pasting from Sheep Summon Daily Roll page because I'm desperate for answers:
I've seen one other comment about this issue but no answers.
I'm AK 43 and sheeped every single necessary mob. I have macros that are supposed to check if I've completed my daily roll, and all 3 macros say I have not. I'm not failing the roll, I'm not getting the roll at all. I've relogged, cleared cache, and disabled addons. I don't really know what else I can do.
Edit to say I contacted Blizz support and they told me they have a strict hands-off policy when it comes to hidden artifact appearances and can't even check my macros or help me in any way at all. All they said was I should submit it as a bug report.
Editing again to include the full list of things I've tried to fix this:
1. Went back and re-sheeped everything (twice for good measure)!
2. Logged out.
3. Deleted Cache folder.
4. Disabled all addons.
5. Ran around the front steps of the Hall of the Guardian like a chicken with my head cut off.
6. Gone AFK in the Hall hoping the roll was late.
7. Contacted Blizz support.
8. Cried.
I guess step 9 is to delete my character and make a new mage. Or reinstall. Fun!
Edit again for anyone doing this later: issue was fixed in December 2017ish, IIRC. I like to think my bug report, and everyone else who reported this, brought it to Blizzard's attention. :) This appearance is attainable now.

I'm stuck on "The Chase". I cannot find the "Extremely Volatile Stormheim Sheep". I also never saw any talking sheep head in my Order Hall after blowing up the one from the Sheep Summon Daily Roll. Do I have to wait until the talking sheep head shows up in my Order Hall to go hunting the "Extremely Volatile Stormheim Sheep"? Because I can't find it anywhere, and other than this guide, there does not seem to be anything in the game that directs me to Stormheim. Maybe getting the talking sheep head is an RNG think like getting that first exploding sheep was? And maybe the one in Stormheim doesn't spawn until after the talking head in the Order Hall?

Not sure if it was a coincidence or if this is something, will need others to test to find out.
I had this thought that maybe Aluneth needed to be fed before porting to the Hall of the guardian.
So I went to Azsuna and stood by the two Arcane fires by the Emissary turn in spot, and let the staff (in my case my BFA xmog’d to look like Aluneth) feed till it was full. Then I ported back to the Hall of the Guardian and got the Cote emote.

Just to clarify for anyone with these questions regarding
Sheep Summon Daily Roll
, this is my experience
1- I was in
Fire Spec
with
NO artifact weapon equiped
2- The
Volatile Sheep
appears about five days after I started
Sheep Summon Daily Roll
3- The sheep appeared but there was not Cote "Shepherd" Metcalf's head talking
4- The sheep was friendly, and I can't attack it, I returned to the steps near the portal to Dalaran, and kept clicking until it exploded. No idea if moving was needed at all
5- Reading the chat, I found there was actually a message from Cote saying
Success!
Good luck to all!

The scrips to check for quest completion is not working. Replace IsQuestFlaggedCompleted() with C_QuestLog.IsQuestFlaggedCompleted()

The scripts are no longer working after a LUA update. Instead you can use the following codes:
To check if you got all requirements:
/run for k, v in pairs({Azsuna=43787,Valsharah=43790,Highmountain=43788,Stormheim=43789,Suramar=43791}) do print(format("%s: %s", k, C_QuestLog.IsQuestFlaggedCompleted(v) and "\124cff00ff00Yes\124r" or "\124cffff0000No\124r")) end
To check if you have had your daily roll:
/script print(C_QuestLog.IsQuestFlaggedCompleted(43828))
Summoned sheep exploded:
/script print(C_QuestLog.IsQuestFlaggedCompleted(43799))
The chase:
/script print(C_QuestLog.IsQuestFlaggedCompleted(43800))

I had a big issue with the Azsuna Cliffwing Hippogryphs. I started my trek in Azsuna and didn't notice the floating head message until a few zones in to show me I was doing it correctly. I used the script to check my progress, and it showed me I still didn't have the Azsuna poly complete. I went back to Azsuna and very frustrating polymorphed EVERY Cliffwing Hippogryph I could find. It finally gave me credit after about 30 of them.
I also had an issue when I was on the last step of getting to Cote "Shepherd" Metcalf. I got the /yell text about him just needing to poly a few more things, but he is not clickable, and he and Theocritus are no longer speaking.
I tried flying away and back, flying to another zone and back, relogging, returning to Dalaran and equipping the physical staff and returning, and I still cannot progress. Nor is he even giving me the quest text at all. If anyone has any insight or suggestions, they would be greatly appreciated.
