These Slippers are used in Disturbing the Peace, one of the Brewfest Achievements.
In order to get the Achievement you need three parts of the Brewfest cloth, thats:

One of the Brewfest Hats either the Blue Brewfest Hat, the Green Brewfest Hat, the Brown Brewfest Hat or the Purple Brewfest Hat
Either the Brewfest Dress or the Brewfest Regalia
And finally the Brewfest Slippers or the Brewfest Boots
