Here is a guide, hope it helps ;)
Lockpicking. A skill unique to us rogues and envied by many. We can oper doors like that of scholo or those in Dire Maul. But only if we have the right amount of skill. Therefor here it is:
Lockpicking - A Rogue's Guide.
FAQ:
Q: How do I raise my max lockpicking skill?
A: You will gain five points of max lockpicking per level, to a (current) maximum of 300
Q: How do I lockpick?
A: First you'll need to learn the skill at your rogue trainer. This becomes available at lvl 16. You will require a set of thieves tools, which you can purchase, but the rogue trainer should send you on a quest line that will require you to practice lockpicking, and along this quest line an NPC will provide you with a set of tools for free. Once you've learnt the skill it will (in common with every other skill in the game) appear in your skill/spell book (bound to the P key by default) under the general tab. You might want to drag and drop this button to your action bar, to save having to open your skill book every time you want to use it.
There are three ways to actually pick a lock. In the case of locked footlockers, chests, strongboxes et al (i.e. those not currently in your inventory) you can simply right click on the box and you will, dependant on your skill (see below), automatically pick the lock. In the case of junkboxes and lockboxes, you will need to click your lockpick button, then click on the box in your inventory. Dependant on your skill (again), the box will be unlocked and you can right click it to retrieve it's contents. The third method is only applicable when picking lockboxes and junkboxes carried by other players. Usual procedure, and generally best practice, is for the other character to open a trade window and drop their locked box into the 'will not be trade' slot. There will be some text beneath the box indicating that the box is locked. Click your lockpick action button again, and click the box. The text will change to 'pick lock'. Now all you have to do is both click the 'trade' button et voila, the box is now picked.
On to the tool-tip and skill dependancy. When you mouse-over a locked box, either in world or in your inventory, a tool-tip dialog will open displaying the name of the box, e.g. waterlogged footlocker, with the word 'locked' underneath it if the box is (you saw this coming) locked. 'Locked' will be coloured in a scheme that should now be fairly familiar to you. If it's red, you're not going to be able to open it; you don't have sufficient skill. If it's orange then good news; not only can you open it, you'll gain a lockpicking point for doing so. Go you. There's a slender chance you'll fail to open the lock but, in that event, just persevere; you'll get it eventually. If it's yellow, then don't lose heart; you might still gain a lockpicking point. If it's green, your chance of gaining a skill point just nose-dived, but you'll be able to liberate the contents so all is not lost. Grey, no skill point, but you get to liberate the contents (if it was your box) and feel that deep sense of satisfaction at a job well done.
Q: Where do I train my lockpicking?
A: The short and dirty answer is 'everywhere'. Not descriptive enough? Then I shall go into more detail. You might want to get a coffee.
As stated in the paragraph above, different boxes have different skill levels; be they lockboxes, footlockers, strongboxes, junkboxes or whatever. The trick is to find the appropriate boxes for your level and skill in lockpicking.
Sitting comfortably?
The first few points are a walk in the park. You will get a quest leading you too ratchet. Along the mercant cost there is a ship with several lockboxes inside. They have a very short respawn timer so just pick away. If you get frost novad or turned into a rat, dont orry. Those sort of things happen there.
The following levels can be approached in several ways.
My personal favourite is pickpocketing. All human

You can lvl up your skill in the pirate ship close to rachet next to the place where you comeplete the quest to get pick lock.
You will see some boxs, just open them over and over again.

I recently had to level my lockpicking from 175 at level 56 (yeah I slacked off) and I did it all at the angor fortress in badlands. This is the absolute best place to do it. There are tons of boxes and you can go all the way to around 270 before it starts slowing down. Then at 275 you can stealth into BRD and get 300 in no time.

I see someone said that lockpicking is unique to rogues, so can someone explain to me how a level 32 fighter was able to open a locked chest inside The Stokades? I know it sounds unbelievable, and I wouldn't belive it either if I hadn't been standing right there when he did it, but he won't tell me how he did. Thats why I am posting it here to hopefully get some better insight into it. Thanks

The easiest way to level lockpicking for me while leveling was to pick lockboxes found from pickpocking mobs, and this macro helped a lot.
/cast Pickpocket
/stopcasting
/cast Cheap Shot
With autoloot on, you'll pickpocket them, and Cheap Shot them at the same time(you can replace cheap shot with ambush or w/e) and this is also how i get my blinding powder.

A good spot to pickpoket worn junkboxes from humanoids is in Desolace, there are two tribes of centaur there, they are nuetral towards you so you dont have to worry about being attacked! you must do this before you finish the quest to make one tribe friendly and the other aggressive though.

Alliance:
Here's a tutorial about how I trained my lockpicking skill:
Skill 0-125, go to Redridge and train in the mill to the north east of Lakeshire. No mobs will interupt with your work.
Skill 125-150, get some waterbreathing potions, and swim in the sea in in Redrigde, opening the boxes there. (I'm not 100% sure it's possible to get all the way up to 150 this way, but I belive so). Beware of the level 25 elite Lashers even if they are to easy to be called elites.
Skill 150-190, Go to Desolace, open boxes on the bottom of the ocean, north-west of Sar'theris.
The easier boxes are on ground waters around the shores/cliffs, while there are harder ones on deeper water. Kinda tricky to find and level 38 mobs are swimming around this place and you might have to kill a few. It's possible to gain more skills than 190 here, but I found it easier to train in Badlands so I didn't.
Skill 190-270, Go visit Angor Fortress in Badlands. There's lots of level 39 mobs, and a level 42 elite elemental you will have to kill, while I trained here I think I killed him about 10-20 times, which was rather simple on level 26.
Skill 270-300, Go to the south eastern corner of Eastern Plaguelands, to a place called Tyr's Hand.
This place swarms of level 55-60 elite mobs, so you shouldn't go here alone unless you've got a epicset. The boxes are very few and has above 2 hours of spawntime. Also remember to pickpocket all the mobs for heavy junkboxes, they improve your skill just as good as the lockboxes.
Another alternative for skill 270-300 is going to BRD, there's like 7-10 doors you can pickpocket around there. BRD is far easier than Tar's Hand, and you can complete a few nice quests while your there too, the full MC-Pre quest, and a few arts of Onyxia pre-quest, for example.
Keep in mind that you should save the heavy junkboxes and turn them in to Ravenholt. 5 boxes equals 50 reputation.
160-260 took about 2-3 hours to complete, becouse the boxes in Angor Fortress had to respawn, after that it gets far worse. Good luck people.

I seem to have found myself somewhat of a celebrity on Moonrunner doing lockpicks regularly in IF with my fancy Anchorite Relic/Lil' Smokey setup. :p To anyone who shrugs this ability off: YOU FOOL!
This is our marketable class skill. We got competition for being DPS and druids can stealth too, but only a rogue can efficiently pick.
Even offering free picks, most people tip 15-30s for low level boxes, and 1g+ for stuff like Eternium.
Beyond the raw financial opportunity from other players, this will make/save you money as well. You will get more blinding powder than you know what to do with unless you pop the ability on a regular basis or don't PP humanoids often enough. Also helps stretch out your supply of flash powder too.
Instance doors? Who needs a key! Take your group straight to the armory, into Strat, whatever!
Don't forget those locked chests in instances. A locked box has better loot. Who knows, because you neglected your skillups, you could have just missed out on a shadowfang! for shame!

To any rogues wondering what sort of earnings you can get from picking others' lockboxes: I just rolled a rogue now at level 19, meaning I can pick up to iron lockboxes. I'd say it's worth no more than 1 to 3s to pick these boxes, but so far i've received 2s, 20s and 10s on my first 3 picks. Needless to say, it very much depends on how generous your customer is. A friend of mine even told me that he once got a 20s tip, and the guy came back later and gave him 3g coz he sold he blue item (contained in the lockbox) for a killing.

The chest on top of the tower in The Barrens went grey as I reached 170 skill. It's also a bit annoying to get cursed with Touch of Zanzil when you train, but that can be removed by a Shaman, Druid, or even the anti-venom from First Aid ;)

Many rogues fall behind in lockpicking because pickable boxes become scarcer at higher levels.
Leveling until 170 is relatively easy, just follow the steps people have listed already. (Gallywix's lockbox at the top of the tower north of the Sludge Fen was my personal pick from 110-170ish, for Horde at least.)
The best way to level your lockpicking skill after that is to PICKPOCKET!
Between 175-225, Sturdy Junkboxes are a guaranteed skill point (orange) until 200, and can get you to 225 easy (yellow between 200-225).
After 225, offer to pick lockboxes for people in the city because at this point, you can pick all lockboxes but Khorium. (tips from people are always a bonus, and most people at this level will tip!)
Between 250-300, Heavy Junkboxes will guarantee you to 275 (orange), and will take you to 300.
Once you hit 300, Strong junkboxes will practically take you to your max skill level.
Junkboxes are pickpocketed from Humanoid mobs about 10%+ of the time (on average).
Sap or distract first, whichever is your preference, but pickpocketing is one rogue skill that will help you in more ways than you think!! (trust me, the extra cash will add up AND also saves you money on buying poison reagents, potions, food etc)

Who needs a key to scholo? :p With 350 skill, the doors to Shadow Labs and Shattered Halls also become pickable (although orange, a bit annoying but convenient if you dont feel like killing a fel reaver or running sethekk)

I dinged 350 today and here's how I leveled from 0 to 350 Lockpicking:
Level 1 - 80
Leveled on the boxes which respawns all the time on that boat at Ratchet. The Barrens - 65,45.
Level 80 - 120
A box in the same ship but on the bottom floor. Watch out for the parrot which spawns, go stealth or something. The Barrens - 65,45.
Note:
You must click the Pick Lock actionbutton before clicking the box for each time, otherwise you won't be able to interact with the box.
Level 120 - 170
On the box at the top of the tower northwest of the Sludge Fen. The Barrens - 54,5.
Note:
You must click the Pick Lock actionbutton before clicking the box.
From this point, to speed it up, Pick Pocket every humanoid mob you see at the place where the boxes are.
Level 170 - 220
Boxes under water in Desolace. Desolace - 37,21 and the area around that spot.
Level 220 - 250
Angor Fortress. Badlands - 40,27.
Level 250 - 300
Tyr's Hand. Eastern Plaguelands - 82,83.
Level 300 - 350
Feralfen Village. Zangarmarsh - 46,61.
Done!
Now, what you need to remember is to Pick Pocket all the humanoids you see around the spot where you do the boxes. They drop boxes very frequently, almost 1/5 of the time. The boxes are locked ofcourse, so they will help you level your Lockpicking even faster.
Hope this helps a little for Alliance rogues as well, since getting to the Barrens can be a little complicated for rouges at level 16 or something. However, I did levels 120 to 350 at level 70.
If there are any error in this guide, please let me know somehow and I will edit it. This was written on the 17th of January, 2008. Current patch was 2.3.2.

Thought the Amani Tombs are nice, the constant presence of mobs can get annoying. I'd submit that taking the time to get to the pirate ship and do back to back lockpicking is much faster (in the long run) and easier (no mobs, and can stand in 1 place and will never have to wait for the next box, they respawn in about the time it takes to pick the other one.)

For sap--
/cast pick pocket
/stopcasting
/cast sap
And for garrote--
/cast pick pocket
/stopcasting
/cast garrote
The sap macros has gotten me out of tight spots when I wanted to only fight a mob at a time in a small cluster of mobs.

The boxes in Swamp of Sorrow is in the Pool of tears. .. down where it's deep. There isnt a lot of them. The boxes by Z-stand is north along the shore in all those ruins. They are spread out pretty good. I am having trouble cause the boxes in Z-stand and Windshear Crag are green to be so the master tells me to go to them. Problem is I have to pick like 10-15 of them to get a level in LP'ing until I can find out where is the next step up. Does anyone know where I can go next or Maybe just know the whole order of places the master tells you to go?

Finding Chests are very easy if you are a Dwarf as you have treasure finding capabilites within your Species.
Easiest way to level from 100 upwards is in the wetlands just turn left out of Menthil - loads of chests to open around the swamps.
When you reach about 180 , get to the swamp of sorrows, bang in the middle of that area is a temple surrounded by water. All around this (NOT IN IT!)are chests, they spawn randomly but very often - 1 hour of swimming about should get you to level 255. Its a good idea to get a warlock to give you a water buff or take some breathing/underwater potions.
From there go to Eastern Plaguelands is a good spot to finish off.

100-175
Just thought I'd mention this fast way to skill up from 100 to 175. The chest in Klavens tower in westfall (alliance poison quest) is good for 175 LP. You just need to kill klaven every 6 minutes unless you are high enough level to not aggro him from the wall.
Note: you must use the LP skill button, its not giving you a gear icon.
addendum:
If you are horde, pick the polly quest chest in the boat in barrens the same way. good for 100-175. If polly squaks, run! :)
both chests green at 150, but I havent found any alternative doors to open at this skill range.
175-225
Another trick to get skill up is to pick a bunch of boxes off humanoids, save em even if they are grey and bring to SM. armory and cathedral door are orange to 200 skill, yellow then and for a while. when you open those doors, a 20 minute timer starts, and you wont get skill gain for opening them until its done. Open both doors, open a junkbox, and you reset the 20ish minutes count down for the doors to give you skill gain.
Green from 225 skill.
225-275
To skill from 225 to 275 the cheesy way, bring lock/junkboxes to the searing gorge tunnel and pick both doors. pickpocket npcs nearby or open a box or 2 to reset door timers. rinse, repeat to 275. its green from 275-300.
275-300
You may try the doors in BRD (yellow at 300 skill, so likely orange from 275 to 299).
Or stick to the doors at searing gorge.

said 5.4 months ago:
Despite the fact that ThottBot lists "Journeyman Pick Lock" and "Expert Pick Lock" as skills, lockpicking does not work like a Professional Skill or a Secondary Skill. Pick Lock behaves like a weapon skill: Your maximum skill rating in Pick Lock is always the rogue's experience level x 5.
So, don't bother looking for a book or a trainer to teach your Journeyman Lockpicking or Expert Lockpicking, because they don't exist.

I'll post where I go from here later. Takes a while to go from 170-175, just have patience. Took me 40 minutes to go 121-175.

Boxes in Durnholde castle, near Tarrens Mill got me to about 120
Murloc boxes in the Wetlands
(in the Bluefin marshes (NW) and
on the coast, W of there)
got me to about 150.
Diving for boxes north of the shipwrecks off the coast of Desolace got me to 200.
Next, I'll be going to Angor Keep in the Badlands, and the Swamp of Sorrows, and... I'll update when I get there.

Got from 110 to ~170 skill at Wetlands with the locks at the murlocs.
I don't remember too well what i did at 170 skill lvl, but i think i just stood in IF and opened alot of boxes for people, and got my skill up to 200-210.
Got from ~210 to ~265 skill at Sunken Temple, with the locks just outside the instance (in the lake)
From there i farmed Andorhal in WPL and pickpocked alot of undeads there. U can loot heavy lockboxes from them and with those u can get to 300. The boxes can contain a Major Healing Potion and with some luck even a ring :D

This is how you start on Horde:
First, be aware that you can only skill 5 lockpicking points per level. Look at your skill list to see your current maximum. I didn't know this and tried for an hour to get another skill point before realizing there is a level limit.
South of Ratchet is a pirate ship with tons of lockboxes which will get you from 1 to 100 if you are patient.
Then, do your poison quest in the Barrens in Sludge Fen (Mission Possible: but not probable), and you open Gallywix's Lockbox from 70 to 150 when it turns green. The problem is you have to kill Gallywix in the process who is a 24 elite. Your other option is to go to Zoram Strand in Ashenvale and open the waterloged footlockers which are orange at 70 and grey at 150.
Once you are above lvl 25, go to Durnholde Keep in Hillsbrad Foothills. Pickpocket the mobs for Battered Junkboxes, which need only lockpicking skill of 1 to open. In addition, there are lots of Battered Footlockers which are orange at 110 or so and don't go grey until 170. I found them at 76,42; 75,40 (inside); 77,43; 77,44; 78,44; 79,45; 80,45; 80,46 (inside); 81,46 (inside); 82,44; 82,42; 82,41. Just start at one end of the buildings, stealth, pickpocket, kill, open, then at the end of the courtyard, hit stealth and speed to start over again. Took awhile above 165, but finally got to 170 here. You can pickpocket the same mob over and over again w/o killing them, but the pickpocket is on a respawn timer of maybe 5 minutes.
Then above level 32, go to Desolace to open waterlogged footlockers. These are underwater with lots of mobs around. Being undead or having waterbreathing potions are very helpful. I found them at 35,24; 36,25; 35,23; 34,21; 34,20; 34,25; 33,26; 33,24. These will get you to 200.
But if you don't want to hang around Desolace while you level, you can start on the doors at Scarlet Monastery in Tirisfal at 175. These are timed so you can only do it a limited times per hour (5/hr maybe)? The doors should get you past 205.
That's all I know. Good pickings.

Searing Gorge gates... started lockpicking at 235 and went all the way to 275, NOT ONE MONSTER TO KILL.
You can keep running up and down path between two gates and keep lockpicking. Unfortunately you cant sit at same gate and continue to pick, but still very easy way to bump up lock pick skill!

Actually, you'll probably need to get it to 200+ because I just found 3 new boxes... Reinforced.... My skill right now is 195 and its still not enough, so probably need to go to Monestary to picklocks more and raise it... Not sure how much more I need to raise to open that box....

The only way I've found skillups is to pickpocket humanoids and then pick lock on the locked containers that they sometimes have. Even so, a skillup is rare on those.

most, if not all, alliance rogues should have done quest for certificate of thievery out of Lakeshire. if you did, you would know that you can get skill 80 fast (80-100 is really slow) off 'chests' at Alther's Mill. after that, you can go to tower in Westfall where you did poison quest at lvl 20 and keep lockpicking the box at the top (you will get poisoned, but it actually has no effect. can be cured through jungle potion or just dieing. the chest in the tower will take you to 175...dont waste time going any further....its not worth the time. i am currently checking into Scarlet Monestary for next increases, will post more later.

I'm not sure if these locations are static but I marked them on my map as I found them while
hunting for footlockers.
Hopefully this will save some of you the pain of having to search for them on your own.
It's a live link because it's been awhile since I've posted on this forum:

Hope anyone can find some use of this.
** I didn't check every nook and cranny of the lake so there may be some I have not yet located.

This unlocks at level 16, not level 1.
Does anyone at WoWhead check the WoWhead database? This is pretty basic and easy to confirm.

For those wondering where to train lockpicking like me, as it has been stated in other posts, if you are alliance you can go to the middle of the Lake Everstill in Redridge Mountains and pick the waterlogged footlockers at the bottom. They go green at skill level 120.

TBC classic update: Feralfen village chests remain yellow all the way to 350, fact that village has 4 little parts makes it even easier, because by the time you open remaining boxes in the last part of the village, ones in the initial part will most likely be respawned already, happy leveling!

Lockboxes and chests can be opened by rogues using the
开锁
skill learned at level 16. Your max level lockpicking skill is determined by the level of your character. The basic formula is 'char level x 5'. So, a level 16 rogue will have a max lockpicking level of 80, a 17 rogue would be 85 and so on up to a (currently) maximum of 300.
Once you have learned the lockpicking skill, you will also need a set of
潜行者工具
. You do not need to buy these, you should receive them during the 'lockpicking' quest.
Once the quest is completed, you can place the
开锁
onto your toolbar from inside your spellbook. You then click this button and then click the lockbox/chest you wish to open.
As with most levelling professions, the items you want to unlock will be colour coded with the relevant chance of gaining a level point:- The word 'locked' will be red, orange, yellow, green or grey.
Red = Skill level too low
Orange = 100% chance of gaining a skill point
Yellow = Good chance of gaining a skill point
Green = A slight chance of gaining a skill point
Grey = No chance of gaining a skill point
Lockboxes can also be opened by using a skeleton key created by blacksmiths. These are NOT to be confused with the
骷髅钥匙
which is used to open the entrance to the Scholomance instance.
The table below shows the minimum lockpicking skill level required to open each type of lockbox and which blacksmith skeleton key will open it (if possible).
